SUBJECT: Undergrounding of Utility Lines
Dear Mr. Avedissian:
You are seeking to install solar panels on your house, which is located at 14
Caballeros Road. You are the owner of this property, The installation of solar
panels on your house will result in having to upgrade and relocate the electrical
panel, Pursuant to Section 17.27.030 (D) of the Rolling Hills Municipal Code, all
utilities serving a building shall be installed underground upon "Nelocating or
increasing the electrical panel servicing a building or parcel."
Southern California Edison (SCE) Company prepared construction plans for the
undergrounding project and is requiring an easement from your adjacent property
owners, Mr. and Mrs, Shipman at 15 Caballeros Road, in order to underground
the wires used to install a ground mounted vault that connects to the pole located
in the roadway easement at 15 Caballeros Road. SCE provided Mr. Avedissian
detailed design plans for undergrounding in document titled 4SCE-TD1355243
Map.pdf (the "Plans").
SCE Planner contacted Mr. and Mrs, Shipman to obtain an easement to proceed
with the project, but they were unwilling to grant SCE an easement.
You have made several attempts to discuss and obtain the easement from Mr.
Shipman and solicited the help of the City and Rolling Hills Community
Association (RHCA) to broker a solution. Following attempts by the City and the
RHCA, a solution was not reached, as Mr. and Mrs. Shipman continue to refuse
to grant an easement, While there may be other locations to which you may
underground the utility wires servicing the proposed solar panels, you have
expended money on the Plans for undergrounding to 15 Caballeros Road. In an
effort not to significantly increase the cost of the system, the City is willing and
agrees to temporarily not enforce the requirement for undergrounding, subject to
the following conditions:

1. If at any time you obtain the required aforementioned easement at 15
Caballeros Road that would allow you to underground the utility wires servicing
the subject solar panels, you are to inform the City within 60 days by U.S. Mail
and, within one year of the grant of the easement, underground the utility lines
servicing the subject solar panels. The City has no objection to your use of the
existing plans, so long as these Plans, with or without modifications, are
acceptable for use in completing such undergrounding,
2. Should you attempt to sell the property at 14 Caballeros Road, you shall
disclose these conditions to any prospective buyer. These conditions shall run
with the land at 14 Caballeros Road and are therefore transferable to new
owners of the property.
ACKNOWLEDGEMENT
I, Vahe Avedissian, read this Letter of Acknowledgement and agree to its
conditions. I understand that this Letter of Acknowledgement will bind me, my
heirs, and future property owners of 14 Caballeros.

To Whom it May Concern:
We, Spencer L. Karpf and Sheila Xi Wang Karpf, being the current owners of that real property
within the City of Rolling Hills commonly known as 14 Caballeros Road, do hereby authorize
both the City of Rolling Hills and the Rolling Hills Community Association (RHCA) to allow either
Juli Avedissian or Vahe Avedissian to review any and all information within their respective
possession regardless of the medium the information is contained on which information relates
to said real property. This includes, without limitation, plans, permits, correspondence, e-mail
communications, submissions and their approvals or denials, actions taken by or on behalf or
either the City or the RHCA and any other documentation or information within their respective
files which relates to said property (i.e. 14 Caballeros Road.)
We also authorize the City and the RHCA to provide the Avedissians with copies of any
documents they request based on policies in place with respect to providing copies of these
materials.
This authorization shall remain in force until cancelled in writing' by us.
Please call with any questions you may have to advise how best to achieve this result if this
authorization is not sufficient.

Thank you for your letter dated May 29, 2013 regarding Rolling Hills Zoning
Code: Chapter 17.18 - Stables, Corrals and Related Animal Keeping Uses and
Structures. The letter has been forwarded to the City Council.
At this time, the City Council did not agendize the matter for formal discussion,
however, you are welcome to address the City Council at its meeting of June 24
or any other meeting under "Open Agenda." The City Council meets the 2nd and
4th Monday of each month.
