Dear Gerry,
As a hollow up.to my phone conversation with you regarding the
'.construction at your property located at 8 Buggy Whip, I believe it
':'s'necessary for you to advise your engineer and building contractor.
>offwhat additional things you expect to have done by them.
As you know, I stopped construction on the morning of the day we
,discussed this'matter. At that time Bill Stromberg, your contractor,
shad already completed pouring the bridge foundation/drainage structures.
There are numerous matters which have not.been resolved on the project,
not the least ,of which.is the fact that you have not received approval
from the.Planning Commission of the request you filed for a Conditional
:,Use Permit for..the.riding ring, including bridges and drainage facili-
ties. Because we had several meetings before all of the'information
was given to the Planning Commission, it would appear that this matter
has been before.the.Commission for sometime. Once the'request is
:approved a set of Findings and,Formal Report must be prepared:and the
City Council must -be notified.of,.the approval at their next regular
meeting, in order for the Council to have an opportunity to take
jurisdiction if the matter if, they vote to do so. These things'must
'be done before a Building Permit can be issued;'none of this has taken
place.

It also has come to our attention that the area inside of the
ring is in the form of a hole which allows impoundment of water. Mr.
Richard Anderson, the City's Planning Advisor, has advised me that
the County Engineer's drainage section was not aware of the intent of
such impoundment, and has not seen the final detailed drainage plan.
There is also a requirement that the Rolling Hills Community Associ-
ation's Architectural Committee receive a grading and hydrology plan.

On Monday, February 8 Mr. Salmen, your engineer and Mr.
Stromberg, your contractor, met with me and Mrs. Peggy Minor,
Association Manager, regarding the need to present additional
information. We agreed that if possible the information would
be presented to the Planning Commission for review at their meet-
ing on February16. Later Mr. Saimen advised me that it would not
be possible for him to have the plans ready for that date. I want
to make you aware of these requirements, since as owner of the
property it is your ultimate responsibility to assure that these
requirements are met.
I will be away from the City until Monday, February 22, but.. if.
