This is to certify that Bolton Engineering Corp. has surveyed the top of plywood of the
highest ridge at the westerly wing of the house located at the subject address and have
found the elevation to be 788.16'. The drawing labeled Ridge Line Max. Allow.
Section(See attached) produced by Obelisk Architects dated January 30, 2015, shows
4 1/16" (0.3385') to be added to the plywood, which would equal a finished roof
elevation of 788.50'. This finished roof height is in accordance with the approved plans
prepared by Obelisk Architects, dated February 24, 2014 which shows a maximum
allowable height at top of tile to be 788.50'.

Gentlemen:
1 am the owner of the property located at 33 Crest Road West, Rolling Hills, CA.
1 have received your Notice of Public Hearing regarding the above zoning case
currently schedule for April 17, 2012 at 6:30 P.M.
My concerns are as follows:
I have a limited city light view directly across the property in question. The current
structure does not interfere with the view per se. However, a new structure and
especially one of the size proposed by the Muncherians will permanently take away
the view from my property. In addition, any trees planted as part of new
landscaping will block the view as well. if this project is approved, my view will be
of a mega -mansion instead of the city lights and rural landscaping.
I also feel that a structure of that size will change the rural nature and ambiance of
the area and more or less stick out like a sore thumb for lack of a better word. The
average size of a home on Johns Canyon is 4,301 sq. ft. The smallest home is 1,947
sq. ft. at No. 6 and the largest 6,530 sq. ft. at No. 12. The current structure on 5 Johns
Canyon is 3,604 sq. ft. The structure that the Muncherians are trying to build would
be almost 3'times that size and 1 1/z times the size of the largest home on the street,
12 Johns Canyon. In addition, there are plans for additional structures, i.e. pool,
garage, stable and corral.
Basically, this is an overwhelming project for this narrow, winding street and the
community itself. This is in direct contrast with the rural atmosphere and ambiance
that the City of Rolling Hills has tried to maintain ever since its incorporation in
1957.

I respectfully request that the Planning Commission consider my concerns and the
impact this project would make on the neighborhood. I would ask that the size of the
structure be reduced and that it will be graded into the hillside to be less obtrusive.
I am also asking that a representative from. the Planning Commission come to my
property at 33 Crest Road West and look at the view that I currently am enjoying .
This will clarify the impact of the proposed project.

Dear Commission Members,
We just wanted to send a brief note thanking you all for taking the time to come to look
at the impact the Muncherian house will have on our property. We dislike speaking out
against our neighbors and haven't done it in the over 21 years that we've lived here, but
in this case we feel it is necessary. We understand that this project meets the letter of the
building requirements on the lot at 5 Johns Canyon, but we don't think it meets the spirit
of Rolling Hills.
One of the aspects of Rolling Hills that makes it so unique is the lack of
'Mc Mansions' that have overtaken some of the lovelier neighborhoods of Southern
California. In Manhattan Beach, much of Palos Verdes Estates, and most of the.
Westside, enormous houses dwarf their surroundings and eliminate all that made those
areas charming. There are few gardens, trees, or open space left. In the proposed project
next door, there will be the same effect. Couldn't the house be perhaps 6,000 feet
without needing variances? Couldn't the barn be moved back closer to the house so that
it doesn't sit on right Johns Canyon? There are no other houses on the street that come
anywhere close to being so imposing.
We appreciate the thought that the house could be dropped a few feet. That will help.
But is there any chance that the overall size could be reduced?

The construction site located at 5 Johns Canyon Road in the city of Rolling Hills is subject to the
requirements of the NPDES General Permit for Storm Water Discharges associated with
Construction and Land Disturbance Activities (Order No. 2009-0009-DWQ as amended by
Order No. 2010-0014-DWQ and No. 2012-0006-DWQ, NPDES No. CAS000002) (General
Permit) and is identified by WDID No. 4 19C365500.
As specified in the General Permit, the permittee is required to develop a Storm Water Pollution
Prevention Plan (SWPPP) in which the permittee must identify potential sources of pollution and
describe specific. best management practices (BMPs) that shall be implemented to eliminate or

Your 2013-14 Annual Report received by the Los Angeles Regional Water Quality Control

Section 1. An application was duly filed by Mr. and Mrs. Jack Muncherian with
respect to real property located at 5 Johns Canyon Road, Rolling Hills (Lot 173-A-MS)
requesting a Site Plan Review and Variances. The project entails grading of total of
4,420 cubic yards of dirt (cut and fill) to be balanced on site, to construct a new 9,387
square foot residence with 1,187 square foot attached garage, 687 square foot
swimming pool, 67 square foot pool equipment area, 917 square feet of porches, a
small barbeque area and a service yard area. The applicants also seek Variances to
exceed the maximum permitted disturbance of the net lot area (73.5%), and to locate
the swimming pool and the area for a future stable and corral in the front yard area of
the lot. No basement is proposed.
The applicants plan to construct a temporary construction driveway of Johns Canyon
Road directly into their property, and return the area to its preconstruction condition
after completion of the project. The Traffic Commission approved the driveway
approach on May 24, 2012.
Section 2. The Planning Commission conducted duly noticed public hearings
to consider the application on April 17, 2012, May 15, 2012, June 19, 2012, July 17, 2012
and in the field on May 15 and June 29, 2012. Neighbors within 1,000-foot radius were
notified of the public hearings and a notice was published in the Palos Verdes
Peninsula News on April 5, 2012. The applicants were notified of the public hearings in
writing by first class mail. Evidence was heard and presented from all persons
interested in affecting said proposal and from members of the City staff, neighbors and
applicant's engineers and the Planning Commission having reviewed, analyzed and
studied said proposal. Several neighbors attended the public hearings and testified,
and several letters were received in support and in opposition to the project.
As a result of the public testimony and Planning Commission's concerns, the applicant
revised the project, including grading for gentler than 2:1 slopes, slightly reduced the

This letter shall serve to notify you that the Planning Commission voted at their regular
meeting on July 17, 2012 to direct staff to prepare a resolution to approve your request in
Zoning Case No. 815 and shall be confirmed in the draft resolution that is being prepared. The
Planning Commission will review and consider the draft resolution, together with conditions
of approval, at an upcoming meeting on August 21, 2012 at 6:30 PM and make its final decision
on your application at that meeting. Prior to the meeting, please submit a landscaping plan
showing the screening of the residence from the property to the south and using trees/shrubs

At its meeting of May 24, 2012, the Traffic Commission supported your request for a new
temporary driveway location at 5 Johns Canyon Road subject to the following conditions:
1. Rolling Hills Community Association review and approval is required.
2. The new temporary driveway apron shall be in compliance with the submitted plan.
3. The driveway apron shall be roughened.
4. There shall be no grading for the driveway.
5. The driveway approach shall be returned to its original configuration once
construction on the development project is completed.
The City Council will be considering the Traffic Commission's recommendation at the same
time a recommendation from the Planning Commission is forwarded to them for their

morning and then deliberated the case at their evening meeting. Suggestions
were made to amend the application and consider the following:
• Reduce the size of the house (consider a basement)
• Reduce the height of the house (consider lowering the pad)

• Remove the stable/corral from front setback
• Preference was expressed to create gentler slopes
The next Planning Commission will be held at 6:30PM on June 19. If a Variance is

for 2:1 slopes and more gentler slopes;
• Stake the property lines in the vicinity of the area

• Show the height of the finished floor of the

SILHOUETTE CONSTRUCTION GUIDELINES
A silhouette of proposed construction must be erected the week preceding the designated
Planning Commission or City Council meeting/field trip.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not acceptable.
Bracing should be provided.
Lumber, wire or other suitable material should be used to delineate roof ridges and eaves.
Flags in close proximity to each other must be attached to the wire or twine to aid in the
visualization of the proposed construction.
Property lines, setback lines and easement lines must be staked along the areas of
construction. 21 - 3' high wooden stakes must be used to delineate the lines. Such stakes must
be flagged and marked on their sides:
• Property line ( red or pink flag)
• Setback line (green flag)
• Easement line (yellow flag)
and remain in the ground throughout the entire review and approval process as well as
during the entire construction process, when required by the Commission.
The application may be delayed if inaccurate or incomplete silhouettes are constructed.
