APRIL 6, 1991 The applicant requests variances to encroach into the front yard setback to permit a room addition, an entry area and an addition to the garage. The Planning Commission conducted a field trip on May 4, 1991 to view a silhouette of the proposed garage at the project site. There was concern about the garage being too close to the north side property line. Surveyed plans show that the property line is 4 feet inside the asphalt pavement within the north easement and the majority of the asphalt pavement, 8 feet, is on the neighboring property. The distance of the proposed garage to the north side property line conforms with Section 17.16.070 (B) of the Zoning Code, "Every lot or parcel in the RAS-1 zone shall have side yards of not less than twenty feet. In the event the perimeter easements of the parcel are ten feet in width, the side yard setback shall be ten feet from the interior boundary line of the easement, and in no event less than twenty feet from the property line." RECOMMENDATION It is recommended that the Planning Commission review the proposed plans and take public testimony if any. HEARING DATE: TO: FROM: APPLICATION NO. APRIL 6, 1991 The applicant requests variances to front yard setback to permit a room area and an addition to the garage. encroach into the addition, an entry In reviewing the applicant's request under Title 17 (Zoning), staff would identify the following issues for evaluation: 1. The applicant is requesting variances to encroach into the front yard setback to permit a room addition and entry area of 440.5 square feet and an addition to the garage of 200 sq.ft. 2. The existina house and detached aaraae (built in 1951) encroach up to 24 feet into the front yard setback. The applicant proposes to align the' new additions with the front setbacks of adjacent properties which also encroach within the 50 foot front yard setback area. 3. Grading for the project site will not be extensive at a cut and fill balance of 23 cubic yards. Impacts to the natural terrain and contours will not be significantly affected. 4. The structural lot coverage proposed is 8.8% (20% permitted) and the total lot coverage proposed is 12.6% (35% permitted). 5. The building pad coverage proposed is 29.10, within the Planning Commission's policy of 35%. 6. The new single car garage will not encroach within the side yard setback and will be set back 5 feet from the, front of the existing garage. RECOMMENDATION It is recommended that the Planning Commission review the proposed plans and take public testimony if any.
