BOLTON CONSULTING ENGINEERS ENCEN AUG 151986 CITY 0 G FULLS This letter is in reference to the C.U.P. that your Commission granted to Craig Caldwell at #4 Georgeff Road. While diligently pursuing the requirements for obtaining a Building Permit, we were to the point of pulling the permit, the moratorium was enacted. This action had the effect of uncovering an unknown fact, that the Conditional Use Permit had, in fact, expired. The time limit for beginning construction had been exceeded. I had no idea that there was a one year time limit on beginning construction; this was not mentioned at the time of granting the C.U.P. The method of obtaining a Building Permit is so complex that under normal circumstances, it would be well nigh impossible to begin construction of anything within a year. Our situation was even more tenuous because of the formation of the Department of Public Works within the County of Los Angeles. While the Department was being organized, chaos was the case at the County, consequently, even more time .was added to the approval process. I am respectfully requesting that your Commission continue the C.U.P. in force until such time as the moratorium on construction ends. As the Caldwell Court was one of the easiest to approve, considering it's hidden location; the fact that it will be sunken four feet and requires no walls to accomplish this, makes this request, in my view, quite reasonable. Especially considering the fact that we have not been sitting idly by while time ground on. Even at this time, we are preparing a landscape plan for the entire lot. A landscape plan for the court was submitted for the Landscape Committee's consideration about five weeks ago. It now appears that we all: client, council, commission and staff, should have put together a more systematic method of arriving at a complete package before submitting the plans to the County for plan check. Possibly, before you even finalize your decision on the C.U.P. Perhaps the approval process could be twofold. After the review, a Conditional Approval could be granted and thenupon preparation and checking of soils, drainage and landscaping, the granting of a C.U.P. could take place. It has now become apparent that there were loose ends in the system and in no way should a member of your community be unfairly penalized when he was attempting to comply with the rules and regulations. ANTONOVICH I have met with Mrs. Adesko on numerous occasions regarding her complaint about water from #1 Georgeff Road draining across her driveway. The slope and planting areas next to her driveway were saturated due apparently to water from water .sprinklers on the slope of #1 Georgeff. There was no sign of any damage to retaining walls or driveway. There was no sign of erosion due to water runoff. Mrs. Adesko admitted that the water was from her neighbor's sprinkler system. I informed Mrs. Adesko that the City Building and Safety has no control over excessive use of sprinkler systems. There is an existing swale. on the slope between and the swimming pool pad at #1 Georgeff Road. when #1 Georgeff was rebuilt by Campbell & Sons drain drains both toward the canyon on the east to the driveway for #1 Georgeff. Adesko's retaining wall Area drains were installed Construction. The area side of the property and I told Mrs.. Adesko this was a civil matter between her and her neighbor. A formal report of the Planning Commission as required by Section 17.32.086 of the Municipal Code is contained within the minutes of the proceedings before the Planning Commission. The City Council of the City of Rolling Hills will be reviewing the action of the Planning Commission on Tuesday, September 11, 1984 at 7:30 p.m. in the Council Chambers of the City Hall, pursuant to Section 17.32.140 of the Municipal Code of the City of Rolling Hills to determine whether the action of the Planning Commission should be appealed by the Council. Rolling Hills, Ca. 90274 Dear sir: We are writing this letter in regard to the request for Conditional Use Permit for tennis court and accessary building at #I Georgeff Rd. The owners of the property at #I Georgeff Rd. share a common driveway which is on our property at #3 Georgeff Rd. There is recorded document on file in the Los Angeles County Hall of Records stating what the maintenance obligations are to both property owners. We sent a copy of same to the City of Rolling Hills to be placed in our file. During the construction of the house by Mr. Rosenbloom during the past few years, many types of heavy equipment vehicles used the driveway, resulting in damage to the driveway. We were assured by Mr. Campbell, the contractor and Mr. Vink, City inspector that the driveway would be repaired upon completion of construction. The house was sold and repair work was never done. We are definitely opposed to having more trucks and equipment once again using the driveway and causing further damage. The driveway was not built to take such abuse.
