Although the focus of many in Rolling Hills has been the concern about the "mansionization" of the city, this was not a primary concern of the founders of the city. Urbanization was one concern, and thus the creation of an equestrian/agricultural rural city isolated in the growing urban surroundings. This along with the liberties attributed to rural living were clearly the concern of the founders, not the later adopted planning guidelines that responded to "mansionization " This project is clearly not about "mansionization" but is about retaining the equestrian aspect of the city that is rapidly being eliminated by urban dwellers. The parcel was built before the planning guidelines were adopted and is about the original ideals of the city. How the property was laid out is an existing historical condition that is unique and unusual, and clearly extraordinary. Such change will not be materially detrimental to the public welfare nor injurious to the property or improvements in such vicinity and zone where property is located because If anything, this simply retains equestrian rural atmosphere as what typifies the intent of the original city founders' spirit and plans. It is an existing equestrian area that is used and enjoyed by the property owners. Approving this application would not change the use in any way. Shade is needed for the health and care of the horses. There would be no resulting negative impact upon the community or neighbors. The fact that the subject structure is within the 50 foot setback is not unusual when compared with the numerous parcels built before the new guidelines were adopted.
