on October 29, 1990, received and filed the Planning Commission's
approval of the above referenced planning/zoning case application.
Pursuant to Section 17.32.087, Ordinance No. 207, an Affidavit
of Acceptance form must be executed before the above approval
becomes effective. A copy of the Resolution of Approval, specifying
conditions of approval set forth by the Planning Commission, is
enclosed for your information. Once you have reviewed the
Resolution of Approval, please complete the enclosed Affidavit of
Acceptance form, have the signature(s) notarized, and forward the
Affidavit to the Office of the County Recorder, Room 15, 227 North

Dear Mr. Roberts,
This letter is to let the Planning Commission know that
been working to solve the three conditions of compliance as
stated in your letter of August 21, 1990, within the 90 day
time period. Following is the current status:
I have
1. The front easement has been cleared of obstruction to the
satisfaction of the Community Association. It was cleared
months before the July 9, 1990, approval of the gazebo.
2. The mailbox condition was submitted to the Architectural
Committee and Community Association and has been approved
as submitted (See Exhibit #1).
3. The entry gate condition has been turned down by the
Architectural Committee and Community Association. I am,
at this time, trying to find a solution. My next step is
to go before the Rolling Hills Community Association Board
of Directors to appeal the decision made by the
Architectural Committee.
At this time I am requesting an extension of my 90 days as my
wife and I have planned a vacation from September 10, 1990 to
October 10, 1990.
I am under the assumption that since the Community Association
brought the three matters of concern to you in a letter dated
June 7, 1990, that if they approve these items, the matter
will be put to rest. I should then be able to file the
variance with the County of Los Angeles, take a permit out
with the County Building Department and end the matter in good
standing.

This letter shall serve to remind you regarding the compliance of
conditions attached to the Resolution of Approval for your request in
Zoning Case No. 422. As you are aware, three (3) conditions of approval
called out a period of ninety (90) days from the adoption of the
Resolution (June 30, 1990) in order to resolve the stated concerns. The
three conditions of approval are as follows and a copy of the Resolution
is again attached for your reference:

Dear Mr. Pollock:
The City has corresponded with you previously in an effort to confirm
resolution of violations specified by the Rolling Hills Community
Association and the Los Angeles County Department of Public Works.
The City is in receipt of a letter (attached) from the Community
Association indicating that some of the violations have been taken
care of, but three violations remain unresolved. To this date, the
City has not received any further confirmation from you that the said
violations regarding the gate and mail box have been corrected.
As you will recall, in the letter sent to from the City, dated May
17, 1990, the Planning Commission continued your application
indefinitely. A revised legal advertisement has now been published
for public hearing to have the Commission address the installation of
the mechanical equipment within the side yard setback of your lot.
The date set for the revised public hearing is Tuesday, June 19, 1990
at 7:30 p.m., and you should have already received by mail the
revised notice. Yourself and/or a representative should be present.
As previously corresponded, the Commission directed staff to confer
with you regarding the correction of violations prior to an action of
the Commission. Your immediate attention is required on this matter
in order for Zoning Case No. 422 to proceed. Please contact this
office should you have any further questions.

In response to your staff's request, the Association's Architectural
Inspector has reviewed the Pollock file and property and can confirm
that the fencing, rocks, and sprinklers have been removed from the
easements.
Three violations remain unresolved:
1) Gazebo built without a building permit;
2) Gate installation of an unapproved iron gate, (the gate
columns and another gate design were submitted and approved;
however, Mr. Pollock installed an elaborate gate that is not
aesthetically acceptable for Rolling Hills use.)
3) Mail Box: Building Regulations state "mail box posts shall
be 4" X 4" posts painted approved white." Complaints have
been received that the mail box support structure is large
and interferes with access uses preserved for all Members of
the Association.

It is my understanding that Mr. Orrin Pollock has submitted an
application for approval of an accessory structure on his pro-
perty. As Terry and I frequently discuss violations of joint
concern, he suggested I relay areas of concern the Association
has with respect to Mr. Pollock's property.
1) A satellite antenna was approved April 18, 1988 provided
"it was screened with 7' high myroporums 3' wide and 5'
high, planted in semi -circle behind satellite antenna as
discussed with Elwood Landscaping". In fact, the antenna
was installed shortly thereafter; however, inadequate
planting still has not screened the antenna despite numerous
contacts with the property owner.
2) Entry posts and gate were approved April 18, 1988. The posts
were built per plan; however, the.gate installed has no re-
semblance to the approved gate.
3) Fencing, rocks and sprinklers were placed across the front
of the Pollock property in the easement. Roger gave notice
to Mr. Pollock on November 4, 1988 to remove a 20' section of
fence. Another notice was given on August 18, 1989. When
no response was forthcoming, the matter was referred to the
Association Legal Counsel. The fence section was removed
following contact by Mr. Croft; however, the large rocks
still remain in the easement.
In the summer of 1989, Planning Commissioners informed
Association Board members about the easement obstructions on
the property. It is my understanding they saw them when tak-
ing a field trip to the adjacent property.

Mr. Pollock's violations caused much confusion to the other
new residents on the street as he was the first resident when
the other homes were sold. The new residents saw his fence,
rocks and sprinklers in the easement and proceeded to follow
his lead. Each resident has been contacted about fence locations
and have complied by removing their fences from the easements.
They have not removed their rocks to date.
At the present time, the matter is in the hands of the Associa-
tion Legal Counsel, Sid Croft, as follows:
1) Unscreened Satellite Antenna (the City also has an Ordinance
requiring screening);
2) Large Rocks in Easement;
3) Unapproved Front Entry Gate.

As per your telephone request of April 26, 1990, we have coduct-
ed a permit records search of #6 Morgan Lane, Rolling Hills,
California to determine if an air conditioning permit has been
issued. Our records show the approval of the installation of
a 250,000 BTU forced air heater with a 2,000 CFM fan as part of
the construction of a new residence finaled August 29, 1988.
There is no permit for the installation of an air conditioning
compressor in our files. Air conditioning compressors do require
a mechanical permit as per the uniform mechanical code.

his lead. Each resident has been contacted about fence locations
and have complied by removing their fence from the easements.
They have not removed their rocks to date.
At the present time, the matter is in the hands of the Associa-
tion Legal Counsel, Sid Croft, as follows:
1) Unscreened Satellite Antenna (the City also has an Ordinance
requiring screening);
2) Large Rocks in Easement;
3) Unapproved Front Entry Gate.
