SILHOUETTE CONSTRUCTION GUIDELINES
1. When required by the Planning Commission or City Council, a
silhouette of proposed construction should be erected for the
week preceding the designated Planning Commission or City
Council meeting. The Silhouette shall not remain erected for
a period longer than one week unless directed by the Planning
Commission or City Council.
2. Silhouettes should be constructed with 2" x 4" lumber.
Printed boards are not acceptable.
3. Bracing should be provided where possible..
4. Wire, twine or other suitable material should be used to
delineateroof ridges and eaves.
5. Small pieces of cloth or flags should be attached to the wire
or twine to aid in the visualization of the proposed
construction.
6. The application may be delayed if inaccurate or incomplete
silhouettes are constructed.
7. If you have any futher questions contact the Planning

on November 21, 1992 at an adjourned regular meeting. The Planning

Members of the Rolling Hills Traffic Commission considered your proposed new driveway
for a new single family residence at 1 Lower Blackwater Canyon Road during their regular
Traffic Commission Meeting held Friday, November 20, 1992.
In review of your proposal, the Traffic Commission makes the following determination:
1. That the driveway be modified to be 20 feet wide for its entire length to provide for
off street parking. Current proposed width is 15 feet.
2. That landscaping be provided on the opposite side of the roadway defining the edge
of the canyon between the two existing pepper trees.
3. That the old driveway be removed and the land area returned to its natural state.
4. That brush on the same side of Lower Blackwater Canyon as your proposed
development, approximately 100 feet north of the proposed new driveway be cleared
toimprove site distance.

The Rolling Hills Municipal Code currently limits driveway widths to 15 feet maximum.
Since the Traffic Commission is requesting a 20 foot wide driveway, amended plans must
be submitted.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ROLLING HILLS APPROVING AN EXTENSION TO A PREVIOUSLY
APPROVED VARIANCE TO PERMIT ENCROACHMENT INTO THE FRONT
YARD TO CONSTRUCT A STABLE AND CORRAL AND APPROVING AN
EXTENSION TO A PREVIOUSLY APPROVED SITE PLAN REVIEW IN
ZONING CASE NO. 484.
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES HEREBY FIND,
RESOLVE AND ORDER AS FOLLOWS:
Section 1. A request has been filed by Mr. and Mrs. Alfredo S. Sheng with
respect to real property located at 1 Lower Black water Canyon Road (a portion
of Lot 45-RH and 46-RH), Rolling Hills, requesting an extension to a previously
approved Variance to permit encroachment into the front yard to construct a
stable and corral and a previously approved Site Plan Review for a proposed new
residence.
Section 2. The Commission considered this item at a meeting on October
26, 1993 at which time information was presented indicating that the extension of
time is necessary for the Shengs to wait until Spring, 1994 to begin construction
because of the poor economic conditions in Southern California this year.
Section 3. Based upon information and evidence submitted, the Planning
Commission does hereby amend Paragraph A, Section 9 of Resolution No. 92-30,
dated November 21, 1992, to read as follows:
"A. The Variance and Site Plan Review approvals shall expire within two
years of the approval of this Resolution."
Section 4. Except as herein amended, the provisions of Resolution No. 92-
30 shall continue to be in full force and effect.
