for the corral is nearing completion with approximately 10 truckloads of earth
transferring from the Su property to the Calfas job. This earth is merely a small pardon
of the overall quantity that was approved for import to this job. On the plus plus side, I
am ntot aware of any complaints about the hauling of earth.

Dear Mr. and Mrs. Su:
The Grading Plan by Bolton Engineering estimated the cut and fill for the proposed grading at
the subject site to be 3,484 cubic yards each. After grading, there is an estimated 200 cubic yards
of excess soils. The excess amount of soils could be due partly to the following:
• The extent of benching into bedrock for placement of compacted fill;
• The shrinkage and swelling of soils and bedrock from in situ to compacted fill.
The amount of over -excavation and recompaction of the soils and bedrock, as well as their
volume change characteristics, was estimated from limited geotechnical data acquired during the
preliminary exploration. The exact amount of cut and fill was determined by conditions exposed
during grading.
It is my professional opinion that the 200 cubic yards of excess soils from an estimated 3,484
cubic yards of cut or fill (less than 6%) is "normal" for the hillside grading.

Dear Mr. and Mrs. Calfas:
This letter shall serve to notify you that the City Council at their regular meeting
on April 24, 2006, received and filed the Planning Commission's resolution
granting your request in Zoning Case No. 722.
As you recall, the City Council expressed concerns regarding the number of
trucks necessary to import the soil and the effect the trucks will have on the
neighborhood. Therefore, at the appropriate juncture, please develop a plan and
a schedule to minimize the truck traffic through your neighborhood. Please
assure that your neighbors are aware of the timing of the delivery of the soil and
also advise us of all construction activity, so that we can be in a position to
answer any questions that may arise. We appreciate your cooperation in this
matter.
The decision shall become effective thirty days after the adoption of the
resolution by the Planning Commission or on 5 / 18 / 06, unless an appeal has
been filed or the City Council takes jurisdiction of the case within that thirty (30)
day appeal period. (Section 17.54.010(B) of the Rolling Hills Municipal Code).
Should there be an appeal, the Commission's decision will be stayed until the
Council completes its proceedings in accordance with the provisions of the
Municipal Code.
Before this case takes effect you are required to cause to be recorded an Affidavit
of Acceptance Form, accepting all of the conditions of the resolution, together
with the subject resolution in the Office of the County Recorder.
I have enclosed a copy of RESOLUTION NO. 2006-05, specifying the conditions
of approval set forth by the Planning Commission and the approved

proposed project on Tuesday. March 21. at 7:30 AM.
The owner and/or representative must be present to answer any questions regarding the
proposal.
The site shall be prepared according to the enclosed Silhouette Construction Guidelines and the
following requirements:
• A full-size silhouette in conformance with the attached guidelines must be prepared for THE
STABLE, AND INDICATE THE AREA OF THE LOFT, showing the footprints, roof ridges and
bearing walls;
• Stake the extent of the corral;
• Stake the limits of grading;
• Stake proposed walls and indicate height;
• Stake the rear easement line, and the rear property line, if possible;
• Stake the side easement lines and side property lines, if possible;
• Stake the access road to the stable and indicate percent of slope;
• Show the location of the proposed dissipater
After the field trip, the next regular meeting of the Planning Commission will take place on

SILHOUETTE CONSTRUCTION GUIDELINES
When required by the Planning Commission or City Council, a silhouette of
proposed construction should be erected for the week preceding the
designated Planning Commission or City Council meeting.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not
acceptable.
Bracing should be provided where possible.
Wire, twine or other suitable material should be used to delineate roof ridges
and eaves.
Small pieces of cloth or flags should be attached to the wire or twine to aid in
the visualization of the proposed construction.
The application may be delayed if inaccurate or incomplete silhouettes are
constructed.
