This recommendation is subject to the following conditions: The mock orange shrubbery shall be trimmed to an appropriate distance north of the driveway and that shrubbery south of the driveway toward Saddleback Road shall be trimmed 30 ft. northerly from the Pepper Tree near the intersection of Saddleback Road and Meadowlark Lane with the exception of the existing desert planting material. The City Council will consider this recommendation of the Traffic Commission at their meeting to be held on Monday, August 14, 2006. The meeting will begin at 7:30 p.m. in the Rolling Hills City Council Chambers, 2 Portuguese Bend Road. You and or your representative are invited to attend that meeting to present your plan to the City Council. We will forward a copy of the staff report to you prior to that meeting. Date: June 4, 2004 Subject: PROPOSED DRIVEWAY ON MEADOWLARK LANE Rolling Hills On May 27, 2004, following the Traffic Commission meeting, we took a field trip to review a proposed driveway relocation on Meadowlark Lane. The proposal involves relocating an existing driveway about 20 feet closer to Saddleback Road. The proposed new location of the driveway would align with the existing residential driveway on the opposite side of Meadowlark Lane. The proposed driveway would improve driver's ability to exit both the proposed driveway and the existing driveway onto Meadowlark Lane. Currently driveway egress from both driveways is limited by the narrow width of Meadowlark Lane. For this reason, I recommend that the proposed driveway be approved from the traffic engineering point of view. Dear Mr. and Mrs. Mizell: At the May 18, 2004 public hearing, the Planning Commission scheduled a field inspection of the subject project on Tuesday, June 15, 2004. The Commission will visit another property at 5:30 PM and then come to your property. Therefore, expect the Commission at about 5:50-6:00 PM. or shortly thereafter. The site must be prepared according to the following requirements: • A full-size silhouette must be prepared for ALL PROPOSED STRUCTURES of the project showing the footprints, roof ridges and bearing walls; • If the roof ridgeline of the proposed structure is proposed to be higher than the existing house, or if the ridgeline of the existing house is proposed to be raised to accommodate the construction of the garage, please so indicate and/or explain and provide the height from the finished grade; • Stake the front yard setback line; • Stake the front roadway easement line; • Stake the proposed driveway and driveway approach; • Stake/delineate the area of the future barn and corral (not elevations). The owner and/or representative should be present to answer any questions regarding the proposal. Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not acceptable. Bracing should be provided where possible. Wire, twine or other suitable material should be used to delineate roof ridges and eaves. Small pieces of cloth or flags should be attached to the wire or twine to aid i n the visualization of the proposed construction. We support their proposal to: 1. Relocate their existing driveway off Meadowlark Lane to a location opposite our attached garage. 2. Provide an off-street turnaround area for vehicles. 3. Provide off-street parking. We feel this change will greatly improve accessibility to our home as well as the other residences on the cul-de-sac. The turnaround will improve traffic flow by eliminating the current practice of vehicles backing onto a narrow road. This change will provide safer access for both parties on this narrow roadway. This addition will improve the safety of our street. Currently, they have to back out blindly of their driveway. In addition, we would like to request that the California pepper tree at the comer of their property and Meadowlark Lane be removed for safety. The tree has become so big, it blocks the view of oncoming traffic.
