The grading and drainage improvements at 3 Meadowlark Lane in Rolling Hills were approved as a
single plan and permit; however the construction has taken place in three separate stages. The grading
and drainage for the main residence is completed and Bolton Engineering is satisfied with all of the
devices installed on said pad. Additionally, the installation of the jute mesh over the 2:1 manufactured
slopes will help to prevent any erosion until future slope planting can be completed.
However, there are remaining items still needing further work on the pool pad and stable pad. For the
pool pad the slope between the pool wall and stable is still being completed and then will require the
installation of the jute mesh for erosion purpose. There is also flat work being installed adjacent to the
pool which will require the drainage devices to be adjusted. As for the stable pad, there is a rubble wall
that needs to be constructed at the stable. The drainage devices have all been installed on these pads
but due to the outstanding issues Bolton Engineering cannot sign off on the Final Grading Certification.
Bolton Engineering takes no exception to the grading and drainage improvements at the main
residence; and will continue working closely with Greg Keenan to bring the final items into compliance.

Within the last few months an Utility Easement package was given to you from
Spectrum Services. We need your signature to allow us to move forward with our
underground utility work that was a condition of approval for my home. We would
be happy to reimburse you for any notarized fees or can arrange for a notary to
come to you. Once completed, you can mail back to Keenan Development (25124
Narbonne Ave, Suite 206, Lomita, CA 90717) or he can pick up from you. As I
understand, this Grant of Utility Easement document is just a formality and doesn't
affect your property or the existing utility pole on our street. Please feel free to

THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS

Section 1. An application was duly filed by Mr. Dana H. Graham on behalf
of Mr. Albert Weinstein with respect to real property located at 3 Meadowlark Lane
requesting a 2-year time extension for previously approved Site Plan Review and
Variances for construction of a new single family residence, approved by Resolution

commence the project shall be granted.
Section 4. Except as herein amended, the provisions and conditions of
Resolution No. 2010-08 shall continue to be in full force and effect.

Dear Mr. and Mrs. Weinstein:
This letter shall serve to notify you that the Planning Commission adopted a resolution on
April 27, 2010 granting your request in Zoning Case No. 779. The vote was 3-0, with two
commissioners abstaining. That action, accompanied by the record of the proceedings before
the Commission will be reported to the City Council on MONDAY, MAY 24, 2010 at a
regular meeting beginning at 7:30 PM. You or your representative must be present to
answer any auestions the Council may have.
The Planning Commission's decision in this matter shall become effective thirty days after the
adoption of the resolution by the Commission, unless an appeal has been filed by you or any
other interested person or the City Council takes jurisdiction of the case within that thirty (30)
day appeal period. (Section 17.54.010(B) of the Rolling Hills Municipal Code). Should there be
an appeal, the Commission's decision will be stayed until the Council completes its
proceedings in accordance with the provisions of the Municipal Code.
If no appeals are filed within the thirty (30) day period after adoption of the Planning
Commission's resolution, the Planning Commission's action will become final and you will be
required to record an Affidavit of Acceptance Form together with the subject Resolution in the
Office of the County Recorder before the Commission's action takes effect.
The staff report to the City Council, together with the Resolution will be mailed to you on
Friday, May 21. You or your agents may also pick up the material that Friday after 3PM. After
the City Council's action, and if there is no appeal, I will forward to you instructions for
recordation of the Affidavit of Acceptance Form and the Resolution.
