The following is a description of the request: 1. Variance to the maximum allowable - 40% Disturbed Soil Area required by the City of Rolling Hills Planning Department: This request is required to satisfy item #2 of the County of Los Angeles, Department of Public Works, Geotechnical and Materials Engineering Division, Soils Engineering Review Sheet, dated 3-16-05. This item requires that the descending slope immediately below the existing residence has a surficial factor of safety of less than 1.5; and hence recommends that this slope be graded to a flatter 2:1 (H:V) slope gradient. In order to resolve this task, the Soils, Civil, Structural Engineers and Architect of record, have reviewed the options and recommend resolution of the design requirement as noted in the Architectural documents SP-2, SP-2A, and SP-2B, and associated Civil and Structural drawings. The process will proceed as follows: a. Add a combination planter wall, (see structural details), parallel to and 3 to 5 feet below the top of slope, supported with a pile and grade beam foundation, founded into bedrock. The wall faces will comply with the City of Rolling Hilis code. Introduction of the planter walls will reduce the run of the slope, allowing a trimming of the unstable soil and providing the required 2:1 (H:V) slope, thus conforming and guaranteeing the 1.5 slope stability factor of safety. October 5, 2005 b. The County also requires a 15'-0" setback from all new structures. This occurs at 3 locations within this project. Behind the bedroom and family room additions, (westerly side), of the main residence, and behind the guest residence, (westerly side). This required the same application of resolution. Introduction of a terraced planter wall. The wall reinforces and stabilizes the slope and provides the required setback. Summary: Accomplishing these tasks, require disturbance of the soil which was previously considered undisturbed. The amount will exceed the allowable 40% value. The soils cut and fill ratio is balanced. Import or export of soil will not be required. The structural coverage of the site will increase due to the installation of the new retaining planter walls. Architectural sheet SP-2B will reflect the revised structural and disturbed soil area calculations, including all other required calculations for the site plan review Please note: the resolution of this critical grading issue is based on the requirement of the County of Los Angeles to Guarantee the Factor of Safety for the subject hillside. The assessment is based on the addition to the existing main residence, (for the main hill side), and the guest residence setback issue (for the terraced planters).
