Subject: Zoning Case No. 340
This letter is to serve as official notice, pursuant to Section
17.32.090 of the Rolling Hills Municipal Code, that a Variance
for construction of a swimming pool and spa encroaching into the
established front yard on Lot 37B-EF, located at 41 Eastfield Drive,
which was approved by the Planning Commission on April 21, 1987,
was reviewed by the City Council on May 11, 1987. The Council
voted to take jurisdiction in the matter, and a public hearing
was held by the City Council on May 26, 1987.
The City Council has voted to approve the Variance, subject
to conditions contained in the minutes. A copy of the minutes
of the Council meeting are enclosed for your information. Please
contact the City Manager to arrange for a mutually convenient time
to inspect the trees on your property with regard to view impairment.
An acceptance form as required by Ordinance No. 207 is enclosed.
When the Affidavit of Acceptance, duly executed and recorded, has
been returned to the City of Rolling Hills, the Los Angeles County
Department of Building and Safety will be notified that building
permits can be issued. Please call this office if you have any
questions.

Re: Drainage of Swimming Pools
Dear Terry:
At the request of the City Council, I have researched
the law governing drainage of swimming pools.
Chapter 15.08 of the Rolling Hills Municipal Code adopts
by reference the Los Angeles County Plumbing Code, including Appen-
dix G of that Code. Appendix G of the Los Angeles County Plumbing
Code contains certain amendments to Appendix G of the Uniform
Plumbing Code. I attach for your review a copy of Appendix G,
a portion of which amends Paragraph G2 of the Uniform Plumbing
Code with respect to legal methods of swimming pool wastewater
disposal. In summary, it permits swimming pool wastewater to
be disposed either to a public sewer, to a storm sewer or estab-
lished storm channel if permission is obtained from the County
Flood Control District, to the street if a permit is first obtained
from the County Road Department, on the property if the property
is large enough to accommodate all of the runoff or to a tank
truck. This, then, would appear to be the existing law in the
City.

In order to amend this law, it will be necessary to
prepare and adopt an ordinance amending the Plumbing Code. Several
alternatives exist:
1. To establish some type of overlay district on portions
of the City and, with respect to all properties within
the District, only permit disposal with a tank truck;
2. Only permit disposal with a tank truck for properties
which have certain characteristics (i.e. in a landslide
area, on properties with a certain slope, and the like);
and,
3. Adopt a permit requirement such that every person wishing
to drain a swimming pool in the City must obtain a permit
prior to doing so with the City having the discretion
to decide exactly how the disposal will be permitted
based on some criteria.
I would recommend that we obtain direction from the
City Council as to how to proceed based on the foregoing.

pools. Plans and specifications for all indoor installations shall be submitted to the
Administrative Authority for approval prior to the commencement of any work,
and all waste piping, equipment and construction shall be equal to the types
prescribed in the Installation Requirements of this Code for indoor work.

reviewed by the City Council at a regular meeting on May 11,
1987, as required by Section 17.32.090 of the Municipal Code.
The approval of your request for a Variance for encroachment

pool and spa was reviewed. After discussing the Planning
Commission's action, the City Council voted to take jurisdiction
of Zoning Case No. 340, and will hold a.public hearing on Tuesday,
