The Planning Commission scheduled a field trip to your property to view a silhouette of
the proposed project on Wednesday, December 12, 2018 at 7:30 am. Your neighbors
will be notified of this meeting. The owner and/or representative must be present to
answer any questions the Commissioners may have regarding the proposal.
The project shall be staked a minimum of a week prior to the meetins; pursuant to the
enclosed guidelines and the following:
• A full-size silhouette in conformance with the attached guidelines must be
prepared for ALL PROPOSED STRUCTURES of the project showing the finished
grade, and ridgelines.
• Delineate the proposed area for a stable and corral.
Stake the rear and side property lines and setback lines in the vicinity of the
proposed project.
The silhouette must be constructed by a qualified surveyor, engineer or similar
professional and must be certified. Please submit the attached certification form to the
City prior to the field trip.
After the field trip, the next regular meeting of the Planning Commission will take place on the
same day, Wednesday, December 12, at 6:30 PM at City Hall, at which time the Commission will
further discuss and deliberate your proposal.

SILHOUETTE CONSTRUCTION GUIDELINES
A silhouette of proposed construction must be erected the week preceding the designated
Planning Commission or City Council meeting / field trip.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not acceptable.
Bracing should be provided.
Lumber, wire or other suitable material should be used to delineate roof ridges and eaves.
Flags in close proximity to each other must be attached to the wire or twine to aid in the
visualization of the proposed construction.
Property lines, setback lines and easement lines must be staked along the areas of construction.
21/2 - 3' high wooden stakes must be used to delineate the lines. Such stakes must be flagged
and marked on their sides:
• Property line ( red or pink flag)
• Setback line (green flag)
• Easement line (yellow flag)
and remain in the ground throughout the entire review and approval process as well as during
the entire construction process, when required by the Commission. •
The application may be delayed if inaccurate or incomplete silhouettes are constructed.

SUBJECT: STATUS OF APPLICATION - Request for Garage Conversion, Addition, and New
Detached Three -Car Garage - 2 Chuckwagon Road
City staff has reviewed your revised application to convert the existing garage to livable space,
construct an addition to the converted garage, build a new detached three -car garage, and designate
a future stable set -aside. The application requires the following permits:

• Conditional Use Permit for a new detached three -car garage
• Variance request to encroach into the required rear yard setback by up to 15 feet for the new
addition and detached garage
Pursuant to state law the City finds that the information submitted is:
X Incomplete as of the date indicated above to allow the application to be processed. The
following items must be addressed:
• Updated calculation sheets are required. Correct the following:
o Existing garage is 489 s.f.
o Proposed garage is 117 s.f. (606 s.f. minus 489 s.f.)
o Total garage is 606 s.f.
o Stable is 450 s.f. (550 s.f. reserved for coral)
o Update the calculations for 'Total Structures'
• 'Existing' total structures should be 2,380+489+588+240=3,697 s.f.
• Remove the 550 s.f. coral from 'Proposed' and 'Total'
• Update the '% Structural Coverage'
o There should be no exclusions for 'Total Structures Excluding...' because all detached
structures exceed 120 s.f.
o Does the Primary Driveway calculation include both driveways?
• Please note, the driveway from Chuckwagon Road must be removed because the
garage that it leads to will be converted to livable space.
• The resulting total will be less than existing because one driveway will be
removed.
o Correct the 'Total Structural & Flatwork Coverage' calculations
o Indicate the 'Total Disturbed Area'

o Correct the `Building Pad Coverage' sheet to be consistent with the issues discussed
above.
• First Floor Plan (Sheet A2-01)
o The proposed garage must have a minimum interior depth of 20'.
o Remove the wall attached to the detached garage (also on Sheet A1-05).
• Provide ridgeline elevations on all plans, including the roof plan (Sheet A2-05).
• Indicate New and Existing on the Overall Elevations (Sheet A4-02).
• Pay the fee:
o Site Plan Review: $1,500
o Conditional Use Permit $625
o Variances: $0
o Environmental: $200
o TOTAL: $2,325
Please note that the City may require further information, in addition to the above mentioned in
order to clarify, amplify, correct, or otherwise supplement the application. If the City requires such
additional information, it is strongly suggested that you supply that information promptly to avoid
any delay in the processing of the application.
Your application has been tentatively set for public hearing consideration by the Planning
Commission at their meeting on Tuesday, October 23, 2018, at 6:30 PM in the Council Chambers,
Rolling Hills City Hall Administration Building, 2 Portuguese Bend Road, Rolling Hills.

SUBJECT: DETERMINATION OF DENIAL - Request for Accessory Dwelling Unit and
Detached 3-Car Garage - 2 Chuckwagon Road
Dear Mr. Rivas:
Thank you for meeting with us yesterday morning to discuss your project to convert an
existing garage to an accessory dwelling unit and construct a new detached 3-car garage
and an addition to the residence for the property located at 2 Chuckwagon Road.
As discussed with you, the proposed accessory dwelling unit is denied as it is currently
proposed because it does not meet the City's Accessory Dwelling Unit requirements found
in Chapter 17.28.
Should you wish to make changes to your application or submit a revised project that
requires discretionary review, the City would be willing to take your item to the earliest
possible Planning Commission meeting as deemed feasible by City staff regardless of the
preliminary filing schedule. Please let us know if you are interested in pursuing this option.
