We apologize for any inconvenience caused by the repairs to our Tack Room. We have
no intention of expanding the structure or changing its use. Our sole purpose is to
securitize and refurbish a run down, Tack Room.
Our goal is to repaint and fix the interior floors, and walls as well as re -roof, and repaint
the exterior. We would like to bring the electrical outlets to "code" and put in a security
system.
Our repairman, Mr. Robert Stokes, will provide a simple drawing to the Planning
Department as well as the planned improvements for their approval. He will also
call/visit the Rolling Hills Community Association to review their requirements. After he
has obtained permission from the Association he will procure a "Building Permit for
Repairs" from the LA County Building & Safety Department.

SUBJECT: Unauthorized repairs

Dear Mr. and Mrs. Rosenwald:
As we have discussed, it came to the City's attention that construction activity
was taking place at your property. I contacted you and scheduled a time to
inspect the work with the City's Building Official. The inspection was to take place
on Thursday, October 25, 2001. However, we received a second complaint
indicating an increase in construction activity on, your property, and we found it
necessary to inspect the property prior to the originally scheduled date. This was
necessary to prevent any unauthorized construction and at the same time protect
your rights to continue with work that does not require permits, such as drywall
and painting inside and outside of the structure. Therefore, after attempting to
contact you on October 22, 2001, I visited the site with the Building Official on
October 23, 2001 and observed that repairs were being made to an existing
detached structure (approx. 20'x15'), which you called a tack room and that a
new roof was installed on the tack room. The Building Official determined that a
building permit is required for the electrical work and the re -roof of the structure.
Mrs. Rosenwald was present at that meeting.
Section 15.04.010 of the Rolling Hills Municipal Code and Section 106 of the
Uniform Building Code require that, "No person shall erect, construct, enlarge,
alter, repair, move, improve, remove, connect, convert, demolish, or equip any
building, structure or portion thereof, or automatic fire -extinguishing system
regulated by Chapter 9, perform any grading, or perform landscaping as
regulated by Chapter 71, or cause the same to be done, without first obtaining a
separate permit for each such building, structure, automatic fire -extinguishing
system, grading or landscaping from the building official."
Just for your information, please be advised that as this structure is considered
legal, non -conforming, in that it is located in the rear yard setback, it may not be
expanded, enlarged or its use changed. Pursuant to the current City
requirements such structure would not be permitted in the rear yard setback and
in such proximity to the roadway.

Please submit a simple drawing to the Planning Department showing the
dimensions of the structure and list the type of improvements that were made or
are in process, for planning staff approval. Concurrently, please call. the Rolling
Hills Community Association at 544-6222 to obtain their requirements for these
improvements. After you have obtained permission from the Planning
Department and the Association you will need to procure a "Building Permit for
Repairs" from the Los Angeles County Building and Safety Department, located
at 24320 Narbonne Avenue, in the City of Lomita.
Please submit the necessary plot plan to the Planning Department within the next
twelve days but not later than November 6. 2001.

Dear Mr. Rosenwald:
Members of the Rolling Hills Traffic Commission reviewed your driveway apron
request at their adjourned regular meeting on Thursday, July 18, 1996. Following
their field review, the Commission recommending the following conditions to the
City Council for consideration. These conditions include:
• That the driveway apron be approved.
• That the oleander bushes and other obstructing vegetation be cleared on
both sides of the driveway for a distance of 50 feet, 6 feet back from the
roadway from a ground level to 7 feet high.
That the driveway apron be scored for equestrian crossing.
This recommendation will be presented to the City Council during their adjourned
regular meeting to be held on Monday, July 29, 1996, beginning at 7:30 p.m., in the
Rolling Hills City Council Chambers, 2 Portuguese Bend Road, Rolling Hills.
