216, Horse riding ring, Resolutions & Approval Conditionss BEFORE THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS COUNTY OF LOS ANGELES, STATE OF CALIFORNIA In the Matter of the Application of Mr. Richard Colyear Lot 241A-MS ZONING CASE NO. 216 FINDINGS AND REPORT The application of Mr. Richard Colyear, Lot 241A-MS, Miscellaneous Tract, for a conditional use permit under Section 3.01, Paragraph 3 (c) of Ordinance No. 150 for construction of a riding ring came on for hearing on the 13th day of December, 1978 in the Council Chambers of the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California, and the applicant, having submitted evidence in support of the application, the Planning Commission, being advised, now makes its Findings and Report as required by the Ordinances of the City of Rolling Hills, California. I. The Commission finds that the applicant, Mr. Richard Colyear, is the owner of that certain real property described as Lot 241A-MS located at 35 Crest Road West in the City of Rolling Hills, and that notice of the public hearing in connection with said application was given as required by Sections 8.06 and 8.07 of Ordinance No. 33 of the City of Rolling Hills, California. The Commission finds that no communication, written or verbal, was received in favor of or in opposition to the request. II. The Commission finds that Mr. Colyear has requested a conditional use permit for construction of a riding ring on his property. The Commission finds that the conditional use permit should be granted in order to preserve substantial property rights possessed by other properties in the same vicinity and zone,, and that the granting of such permit would not be materially detrimental to the public welfare nor injurious to property in the same vicinity and zone. III. From the foregoing it is concluded that a conditional use permit for construction of a riding ring should be granted to Mr. Colyear • s subject to the following conditions: 1. Relocate the proposed ring westerly to a location 18 feet minimum from the easterly easement line and 8 feet from the sideyard set -back line, a total of 28 feet from the easterly boundary line; 2. Provide a sprinkler system in the area of the ring to the satisfaction of the City of Rolling Hills; 3. Provide screen planting along the easterly boundary of the property adjacent to the ring to screen it from the resi- dence on the adjacent property, planting to be to the satisfaction of the Landscape Committee of the Rolling Hills Community Association; 4. Provide and maintain four inches of sand as a surface; 5. Submit a revised plan incorporating the changes required, to the satisfaction of the City. and it is, therefore, so ordered.
