CREST ROAD WEST, (LOT 74-MS), (PVPUSD).
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES
HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. An application was duly filed by Costume Closet, on behalf of the
property owners, with respect to real property located at 38 Crest Road West, (Lot 74-
MS), Rolling Hills, CA requesting a two-year time extension for a previously
approved zoning case.
Section 2. The Commission considered this item at a meeting on June 14,
2005 at which time information was presented indicating that additional time is
needed to process the development application.
Section 3. Based upon information and evidence submitted, the Planning
Commission does hereby amend Paragraph A, Section 11 of Resolution No. 2004-15,
dated May 18, 2004, to read as follows:
"A. The Site Plan Review and Conditional Use Permit approvals shall expire
in three years from the effective date of approval of this application if
construction pursuant to these approvals has not commenced within that time
period, as required by Sections 17.42.070(A) and 17.46.080(A) of the Rolling Hills
Municipal Code".
Section 4. Except as herein amended, the provisions and conditions of
Resolution No. 2004-15 shall continue to be in full force and effect.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROLLING HILLS GRANTING A SITE PLAN REVIEW
APPROVAL AND CONDITIONAL USE PERMIT FOR GRADING
AND CONSTRUCTION OF A NEW BUILDING ON THE SCHOOL
DISTRICT PROPERTY, TO BE UTILIZED BY COSTUME CLOSET,
IN ZONING CASE NO. 686, AT 38 CREST ROAD WEST, (LOT 74-
MS), (PVPUSD).
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS
DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. The Palos Verdes Peninsula Unified School District
(PVPUSD), duly filed an applications with respect to real property located at 38
Crest Road West, requesting a Site Plan Review to permit grading and
construction of a new 7,200 square foot building and requesting a Conditional
Use Permit to allow Costume Closet to operate in this building.
Section 2. The Costume Closet is a fund raising arm of the PVPUSD
PTA involved in free rental of costumes for plays and special assignments to the
local schools and also rents costumes for a fee to the general public. Costume
Closet was founded 25 years ago by parents of PVPUSD high school students.
Since that time the PVPUSD provided free space for the Costume Closet at
different school sites.
Section 3. Staff, with the assistance of the City Attorney's Office,
reviewed the request and determined that the proposed use is not listed as
permitted in the Zoning Ordinance. After further discussions with school and
Costume Closet representatives, the School District, with the support and
assistance of the Costume Closet, applied for a Zoning Text Amendment, which
would allow renting of costumes on the school district property only.
Section 4. The City Council, at its meeting on February 23, 2004 after
conducting public hearings, adopted an ordinance amending the Zoning Code to
allow, with a Conditional Use Permit, the rental of merchandise, supplies, or
equipment in support of school district operations located on the school district
property in the RA-S-2 zone. Following adoption of the Zoning Code
Amendment, the Costume Closet applied for a Site Plan Review to construct the
structure and for a Conditional Use Permit (CUP) to conduct business therefrom.
Section 5. The Planning Commission conducted duly noticed public
hearings to consider the applications on March 16, 2004, April 20, 2004, and at a
field trip visit on April 20, 2004. The applicants were notified of the public
hearings in writing by first class mail. Evidence was heard and presented from
all persons interested in affecting said proposal and from members of the City
staff and the Planning Commission having reviewed, analyzed and. studied said
proposal. The applicants were in attendance at the hearings.

Section 6. Pursuant to the California Environmental Quality Act
(CEQA) requirements, staff prepared an Initial Environmental Study for this
project, and determined that no significant environmental effect could result
from this project, because this project will not increase the density or approve
different type of development permitted in the City. The additional traffic that
would be generated by this use will be insignificant, and will not affect Rolling
Hills' roads or residents, as access to the property is located outside the City
gates. No noise will be generated, by this use or structure, and the structure will
not be visible from Crest Road or adjacent properties. Accordingly a Negative
Declaration has been prepared.
Section 7. Section 17.46.030 requires a development plan to be
submitted for site plan review and approval before any grading requiring a
grading permit or any building or structure may be constructed. With respect to
the Site Plan Review application requesting construction of the new building, the
Planning Commission makes the following findings of fact:
A. The proposed development is compatible with the General Plan,
the Zoning Ordinance and surrounding uses because the proposed structure
complies with the General Plan requirement of low profile, low -density
development with sufficient open space between surrounding structures. The
project conforms to Zoning Code setback and lot coverage requirements. The
school district property is over 34 acres in size. There are school related
structures on the lot plus several portable classrooms. The lot has a net square
foot area of 1,163,052 square feet. With the proposed 7,200 square foot structure
the lot will have 60,088 square feet of structures, which constitutes 5.2% of the
net lot, which is within the maximum 20% structural lot coverage requirement.
The total lot coverage including paved areas and driveway will be 363,315 square
feet, which equals 31.3% of the lot which is within the 35% maximum overall lot
coverage requirement. The proposed project is screened from the road so as to
reduce the visual impact of the development. The disturbed area of the lot will be
34.5%, which is within the 40% maximum permitted.
B. The development plan substantially preserves the natural and
undeveloped state of the lot by minimizing building coverage because the new
structures will not cause the lot to look overdeveloped. Significant portions of the
lot will be left undeveloped. The proposed structure will not be visible from
Crest Road or adjacent properties. The nature, condition, and development of
adjacent uses, buildings, and structures and the topography of the lot have been
considered, and the construction of the new structure will not adversely affect or
be materially detrimental to the adjacent uses, buildings, or structures because
the proposed structure will be constructed on a portion of the lot which is the
least intrusive to surrounding properties, is screened from views, is a sufficient
distance from nearby residences so that proposed structures will not, impact the
view or privacy of surrounding neighbors, and will permit the school district to
enjoy their property without deleterious infringement on the rights of
surrounding property owners.

C. The proposed development, as conditioned, is harmonious in scale
and mass with the site, the natural terrain and surrounding school uses. As
indicated in Paragraph A, the lot coverage maximum set forth in the Zoning
Code will not be exceeded and the proposed project is consistent with the scale
of the neighborhood.
D. The development plan incorporates existing large trees and native
vegetation to the maximum extent feasible.
E. The development plan follows natural contours of the site to
minimize grading. Grading for this project will involve 545 cubic yards of cut
and 545 cubic yards of fill and will be balanced on site.
F. The development plan preserves surrounding vegetation and
mature trees which provides a buffer or transition area between the school
property and private homes.
G. The proposed development is sensitive and not detrimental to the
convenience and safety of circulation for pedestrians and vehicles because the
proposed project will utilize the existing service road along the property, which
is separate from Crest Road. A new driveway leading from the service road
directly into the Costume Closet building will be constructed. No other uses on
the property will have access through the new driveway.
H. City has complied with the requirements of the California
Environmental Quality Act.
Section 8. Based upon the foregoing findings, the Planning Commission
hereby approves the Site Plan Review application for Zoning Case No. 686 for
proposed structure as shown on the Development Plan dated March 10, 2004 and
marked Exhibit A, subject to the conditions contained in Section 11 of this
Resolution.
Section 9. Section 17.16.040(B)(8) of the Rolling Hills Municipal Code
permits approval of rental of merchandise, supplies, or equipment in support of
school district operations located on school district property in the RAS-2 zone,
provided a Conditional Use Permit for such use is approved by the Planning
Commission. The applicant is requesting permission to operate Costume Closet,
a fund raising arm of the PTA that rents out costumes for school plays and
assignments and also rents costumes, for a fee, to the general public. All profits
are returned to the school district for classroom use. With respect to this request
for a Conditional Use Permit, the Planning Commission finds as follows:
A. The granting of a Conditional Use Permit for the construction of a
7,200 square foot building would be consistent with the purposes and objectives
of the Zoning Ordinance and General Plan and will be desirable for the public
convenience and welfare. The use is an allowed use with a CUP and would be
located in an area on the property where such use will not change the existing
configuration of the lot.

B. The nature, condition, and development of adjacent uses, buildings,
and structures have been considered, and the construction of the building will
not adversely affect or be materially detrimental to these adjacent uses,
buildings, or structures because the proposed structure will be constructed at a
portion of the lot that is of sufficient distance from nearby residences to insure
that the structure will not impact the view or privacy of surrounding neighbors.
C. The project is harmonious in scale and mass with the site and the
natural terrain, because the building will be located on a school district property
where there are other similar buildings located and on a 34-acre parcel of
property that is adequate in size, shape and topography to accommodate such
use.
D. The proposed conditional use complies with all applicable
development standards of the zone district in which it is located.
E. The proposed conditional use is consistent with the portions of the
Los Angeles County Hazardous Waste Management Plan relating to siting and
siting criteria for hazardous waste facilities because the project site is not listed
on the current State of California Hazardous Waste and Substances Sites List.
F. The proposed conditional use observes the spirit and intent of Title
17 of the Zoning Code because it is a permitted use and the building will be
compatible with other school district buildings, will be screened from the road
and neighboring properties, and will not be detrimental to the area.
Section 10. Based upon the foregoing findings, the Planning
Commission hereby approves a Conditional Use Permit for the construction of a
7,200 square foot structure to house Costume Closet, which will benefit local
schools in accordance with the development plan dated March 10, 2004, and
marked Exhibit A in Zoning Case No. 686 subject to the conditions contained in
Section 11 of this resolution.
Section 11. The Site Plan Review and Conditional Use Permit for the
construction of 7,200 square foot structure to house the operations of the
Costume Closet approved in Section 8 and in Section 10 of this Resolution are
subject to the following conditions:
A. The Site Plan Review and Conditional Use Permit approvals shall
expire in one year from the effective date of approval if construction pursuant to
these approvals has not commenced within that time period, as required by
Sections 17.42.070(A) and 17.46.080(A) of the Rolling Hills Municipal Code, or
the approvals granted are otherwise extended the Conditional Use Permit and
Site Plan pursuant to the requirements of those sections.
B. It is declared and made a condition of the Conditional Use Permit
and Site Plan Review approvals, that if any conditions thereof are violated, this
approval shall be suspended and the privileges granted thereunder shall lapse;

provided that the applicants have been given written notice to cease such
violation, the opportunity for a hearing has been provided, and if requested, has
been held, and thereafter the applicant fails to correct the violation within a
period of thirty (30) days from the date of the City's determination.
C. All requirements of the Los Angeles County Building Code, where
applicable, State Buildings and Construction Code, the Zoning Ordinance, and of
the zone in which the subject property is located must be complied with unless
otherwise set forth in the Permit, or shown otherwise on an approved plan.
D. The lot shall be developed and maintained in substantial
conformance with the site plan on file marked Exhibit A and dated March 10,
2004, except as otherwise provided in these conditions.
E. The working drawings submitted to the County Department of
Building and Safety for grading and drainage plan check review must conform to
the development plan approved with this application.
F. Grading shall not exceed 545 cubic yards of cut and 545 cubic yards
of fill and shall be balanced on site.
G. Structural lot coverage shall not exceed 60,088 square feet or 5.2%
of the net lot area.
H. Total lot coverage of structures and paved areas shall not exceed
363,315 square feet or 31.3% in conformance with net lot coverage limitations.
I. The disturbed area of the lot shall not exceed 34.5% of the net lot
area in conformance with lot coverage limitations.
J. The building pad coverage on the 420,350 square foot building pad,
where the building is proposed, shall not exceed 45,239 square feet or 10.8%.
K. Landscaping shall include water efficient irrigation, to the
maximum extent feasible, that incorporates a low gallonage irrigation system,
utilizes automatic controllers, incorporates an irrigation design using
"hydrozones," considers slope factors and climate conditions in design, and
utilizes means to reduce water waste resulting from runoff and overspray in
accordance with Section 17.27.020 (Water efficient landscaping requirements) of
the Rolling Hills Municipal Code.
L. Landscaping shall be maintained to obscure the building and
parking lot from the adjacent residential neighborhoods.
M. Exterior lighting for the building shall comply with the City of
Rolling Hills Lighting Standards Ordinance and shall assure safety of the
volunteers and patrons of Costume Closet. To the maximum extent possible, the
lighting shall be motion sensitive. No exterior light may remain on overnight.

N. Should the Costume Closet cease its function, or should the type of
operation change in any way, including, but not limited to, change in the hours
of operation of the Costume Closet, the applicant shall be required to apply to
the Planning Commission for a modification of this Conditional Use Permit
approval.
O. The public hours of operation of the Costume Closet shall be as
follows:
During the school year:
Monday, Thursday and Friday 1 p.m.-5 p.m.
Wednesday 10 a.m.-5 p.m
Saturday 10 a.m.-2 p.m.
The costume Closet shall be closed on school holidays and during the
winter and spring recesses.
During the two weeks before Halloween and the week after Halloween:
Every weekday 10 a.m.-7 p.m.
Saturday 10 a.m.-5 p.m.
From mid -June to Mid -September, the Costume Closet shall be open on
Saturday from 10 a.m. —2 p.m.
P. A separate driveway and driveway approach, from the other uses
on the property, shall be constructed for the sole use of the Costume Closet
patrons. Such driveway shall not lead to other uses or structures on the school
district property.
Q. No dry cleaning of merchandise shall be permitted on premises.
R. The area utilized by the Costume Closet shall be fenced off from
other uses on the school district property.
S. During construction, any soil disturbance shall preserve the existing
topography, flora, and natural features to the greatest extent possible.
T. During construction, conformance with the air quality management
district requirements, stormwater pollution prevention practices, county and
local ordinances and engineering practices so that people or property are not
exposed to undue vehicle trips, noise, dust, and objectionable odors shall be
required.
U. During construction, the Erosion Control Plan containing the
elements set forth in Section 7010 of the 2001 County of Los Angeles Uniform
Building Code shall be followed to minimize erosion and to protect slopes and
channels to control stormwater pollution as required by the County of Los
Angeles.

V. During and after construction, all parking shall take place on the
project site.
X. During construction, the property owners shall be required to
schedule and regulate construction and related traffic noise throughout the day
between the hours of 7 AM and 6 PM, Monday through Saturday only, when
construction and mechanical equipment noise is permitted, so as not to interfere
with the quiet residential environment of the City of Rolling Hills.
Y. The property owners shall be required to conform with the
Regional Water Quality Control Board and County Health Department
requirements for the installation and maintenance of sewer disposal system.
Z. The property owners shall be required to conform with the
Regional Water Quality Control Board and County Health Department
requirements for the installation and maintenance of stormwater drainage
facilities.
AA. The property owners shall be required to conform with the
Regional Water Quality Control Board and County Public Works Department
Best Management Practices (BMP's) related to solid waste.
AB. A drainage plan system shall be approved by the Planning
Department and County Engineer, to include any water from any site irrigation
systems and shall ensure that all drainage from the site is conveyed in an
approved manner to the rear or southwest of the lot.
AC. The approvals shall not be effective until the applicants execute an
Affidavit of Acceptance of all conditions of the Conditional Use Permit and Site
Plan Review, as required by Section 17.42.070 of the Zoning Ordinance.
AD. All conditions of the Conditional Use Permit and Site Plan
approvals that apply shall be complied with prior to the issuance of a grading
permit from the County of Los Angeles.

ORDINANCE NO. 293 •
AN ORDINANCE OF THE CITY OF ROLLING HILLS AMENDING THE
ZONING ORDINANCE REGARDING CONDITIONALLY PERMITTED USES
ON SCHOOL DISTRICT PROPERTY IN THE RESIDENTIAL ZONING
DISTRICT AND AMENDING THE ROLLING HILLS MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DOES ORDAIN AS
FOLLOWS:
Section 1. The Planning Commission reviewed an application from the Palos Verdes
Peninsula Unified School District (PVPUSD) with respect to property at 38 Crest Road West, a
request to amend the Rolling Hills Zoning Ordinance to allow rental of merchandise, and
related activities, in support of school district activities as conditionally permitted use. The
Planning Commission adopted Resolution No. 2004-02 on January 20, 2004, recommending
that the City Council adopt an ordinance amending the Zoning Ordinance to conditionally
permit such use. Resolution No. 2004-02 was forwarded to the City Council.
Section 2. On February 9, 2004 the City Council held a public hearing regarding
proposed Ordinance No. 293 to amend Title 17 (Zoning) Chapter 17.16.040 of the Rolling Hills
Municipal Code to conditionally permit the rental of merchandise and related activities, in
support of the school district to be conducted on the school district's property.
Section 3. Pursuant to the authority and criteria contained in the California
Environmental Quality Act (CEQA) and the CEQA Guidelines of the City of Rolling Hills, the
Planning staff analyzed the proposed ordinance and concluded that the ordinance will not
have the potential for causing a significant effect on the environment. Based on this finding,
staff has prepared a Negative Declaration. The City Council has reviewed the proposed
Negative Declaration and finds that it represents the independent judgment of the City and is
in compliance with CEQA. Based upon this finding, the City Council adopts the Negative
Declaration in accordance with the CEQA Guidelines:
Section 4.. Section 17.16.040.B of Title 17, of the Rolling Hills Municipal Code is
amended by adding thereto a new subparagraph 8 to read:
8. Rental of merchandise, supplies or equipment in support of school district
operations located on school district property in the RA-S-2 zone.

RESOLUTION NO. 96-12
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ROLLING HILLS GRANTING AN EXTENSION AND
MODIFICATION OF A CONDITIONAL USE PERMIT FOR JOINT
POWERS TRANSIT AUTHORITY LIMITED USES IN ZONING CASE
NO. 532A.
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES HEREBY
RESOLVE AS FOLLOWS:
ection L An application was duly filed by the Palos Verdes Peninsula Unified
School District with respect to real property at the ±31.14 acre western portion of Lot
72-RH, and currently, 38 Crest Road West, Rolling Hills, requesting to extend and
modify a Conditional Use Permit to permit portions of the Palos Verdes Peninsula
Unified School District Crest Road property that is used for a maintenance and
warehouse facility to continue to be used by the Palos Verdes Peninsula Transit
Authority for administrative uses and to increase storage parking from 10 vans to up
to 14 vans at the school district property.
Section 2. Prior City actions with respect to this property and this proposed
use include the following:
A. On February 26, 1963, a Conditional Use Permit was approved by the
Planning Commission for the following five structures to be constructed at the Palos
Verdes Peninsula Unified School District site: (1) administration building, (2)
education material and library facility building, (3) warehouse building, (4) district
maintenance building, and (5) an elementary school building, The Conditional Use
Permit expired on February 26, 1964 and no new buildings were constructed.
B. On, June 5, 1964 a Conditional Use Permit was denied by the Planning
Commission to permit the construction of an (1) administration building, (2)
elementary school building, and (3) district maintenance building. The Planning
Commission found that the construction and location of the proposed
administration building, maintenance building and garage would establish and
permit a commercial use of the property that would consist of a garage for the
storage of approximately thirty-seven (37) diesel school buses, a facility for repairing,
maintaining and servicing the buses, a warehouse for the storage of school supplies
and a repair/workshop for the repair and maintenance of school property, all of
which uses will create noise, dirt and confusion from 6 AM in the morning until
approximately 5 PM in. the afternoon each day the facilities are in operation, and
these uses would constitute a nuisance and depreciate the value of all property
adjoining the school property and interfere with the enjoyment of the residential
use of the adjacent properties by the residents and owners.

C. On November 13, 1995, the Zoning Ordinance was amended to allow
joint powers transit authority uses as a conditionally permitted use in the RA-S-2
Zone. On November 17, 1995, a Conditional Use Permit to allow portions of school
district property to be used by the Palos Verdes Peninsula Transit Authority for
administrative uses and the storage parking only of 10 vans at the school district
property.
Section 3, On May 9, 1996, Planning staff prepared an initial study for the
project. The initial study found that the project would not have a significant effect
on the environment. A Negative Declaration was prepared and was circulated to
the applicant and other interested parties in accordance with State of California
CEQA Guidelines. The public notice of the Planning Commission's intent to
recommend approval of the Negative Declaration was published on May 11, 1996.
Copies of the Negative Declaration were sent to adjacent cities and other
government agencies. No comments on the Negative Declaration were received.
Section 4. The application applies to the ±31.14 acre western portion of Lot
72-RH. The General Plan Land Use designation for this property is Very Low Density
Residential 2+ Net Acres per Dwelling Unit.
Section 5. The subject site is presently occupied by 7 school buildings, a
maintenance building, a warehouse building, a computer/office equipment repair
building, a vehicle repair shop, and an administration building. The zone
designation for the subject site is RA-S-2 and the zone designation on adjacent
properties is RA-S-2.
Section 6. The project as proposed is to permit portions of school district
property used as a maintenance and warehouse facility to be used by a joint powers
transit authority for administrative uses and the storage parking only of up to 14
vans at the site. The site will continue to be used for the storage and maintenance of
school district vehicles and equipment. The school district proposes to permit a
joint powers transit authority to use 500 square feet of the northernmost portion of a
7,600 square foot warehouse for administrative uses and 3,500 square feet of an
existing asphalt paved area of school district property for the storage parking only of
up to 14 vans.
Section 7. The Planning Commission conducted a duly noticed public
hearing to consider the application on May 21, 1996 and June 18, 1996. The
applicants were notified of the public hearing in writing by first class mail. Evidence
was heard and presented from all persons interested in affecting said proposal, from
all persons protesting the same, and from members of the City staff and the
Planning Commission having reviewed, analyzed and studied said proposal. Palos
Verdes Peninsula Unified School District and Palos Verdes Peninsula Transit
Authority representatives were in attendance at the hearing.

Section 8, The Planning Commission has reviewed the proposed Negative
Declaration and finds that it represents the independent judgment of the City and
that it was prepared in compliance with CEQA. Therefore, the Planning
Commission finds that the proposed project would not have a significant effect on
the environment. Based upon these findings, the Planning Commission hereby
recommends that the City Council adopt the Negative Declaration in accordance
with the California Environmental Quality Act.
Section 9. Ordinance No. 256 was adopted by the City Council on
November 13, 1995 requiring a Conditional Use Permit for transit authority uses in
the RA-S-2 Zone. With respect to the request for a Conditional Use Permit for
transit authority administrative uses and the storage parking only of up to 14 vans,
the Planning Commission finds:
A. The granting of a Conditional Use Permit for, administrative uses and
the storage parking only of 14 vans by a joint powers transit authority would be
consistent with the purposes and objectives of the Zoning Ordinance and General
Plan and will be desirable for the public convenience and welfare because the use is
consistent with similar school district uses on the property and these uses will be
located in an area of the property where such use will be the least intrusive to
surrounding properties. The transit vans will not use Rolling Hills' roads for access
in and out of the site. In addition, locating the vans at this location will reduce the
travel distances for use of these vans, thereby incrementally decreasing traffic, fuel
consumption and negative impacts to air quality.
B. The nature, condition, and development of adjacent uses, buildings, and
structures have been considered, and the public transit authority administrative
uses and the storage parking only of 14 vans will not adversely affect or be
materially detrimental to adjacent residential uses because the existing residences
are at a sufficient distance away and adequately screened so as not to impact the
view or privacy of surrounding neighbors.
C. The project is harmonious in scale and mass with the site, the natural
terrain, and surrounding residences because the public transit authority
administrative uses and the storage parking only of 14 vans will comply with the
low profile residential development pattern of the community, be consistent with
uses on that site, will be located on a ±31.14 acre parcel of property that is adequate in
size, shape and topography to accommodate such use.
D. The proposed conditional use complies with all applicable development
standards of the zone district because the public transit authority administrative
uses and the storage parking only of 14 vans will not require any new development
at the existing site.
E. The proposed conditional use is consistent with the portions of the Los
Angeles County Hazardous Waste Management Plan relating to siting and siting

criteria for hazardous waste facilities because the project, though listed on the
current State of California Hazardous Waste and Substances Sites List, will not
require any development at the site.
F. The proposed conditional use observes the spirit and intent of Title 17 of
the Zoning Code because the public transit authority administrative uses and the
storage parking only of 14 vans will not require any new development at the site
and access to the site will be located outside the gates of the City.
Section 10, Based upon the foregoing findings, the Planning Commission
approves the request for a Conditional Use Permit in Zoning Case No. 532A to allow
joint powers transit authority limited administrative uses and the storage parking
only of 14 vans at the Palos Verdes Peninsula Unified School District site, as shown
on the Development Plan dated August 8, 1995 and marked Exhibit A, subject to the
conditions specified in Section 11.
Section 11. The Planning Commission's approval of a Conditional Use
Permit in Zoning Case No. 532A to allow joint powers transit authority limited
administrative uses and the storage parking only of 14 vans at the Palos Verdes
Peninsula Unified School District site is subject to the following conditions:
A. The Conditional Use Permit shall expire on June 18, 1998, unless
extended by the Planning Commission prior to that date.
B. It is declared and made a condition of this Conditional Use Permit
approval, that if any conditions thereof are violated, this approval shall be
suspended and the privileges granted thereunder shall lapse; provided that the
applicant has been given written notice to cease such violation and has failed to do
so for a period of thirty (30) days.
C. All requirements of the Buildings and Construction Ordinance, the
Zoning Ordinance, and of the zone in which the subject property is located must be
complied with unless otherwise set forth in the Permit, or shown otherwise on an
approved plan.
D. The lot shall be maintained in substantial conformance with the site
plan on file dated August 8, 1995 and marked Exhibit A, except as otherwise
provided in these conditions.
E. Administrative office space shall be limited to 500 square feet of the
7,600 square foot warehouse building.
F. The 3,500 square foot storage parking area at the western portion of the
property designated for the 14 transit vans shall be striped and marked "For Van
Storage Parking Only" and shall be maintained as such until the use terminates. No
vans shall be parked on the site outside the 3,500 square foot parking area.

G. The vehicles shall be parked in such a manner so as to prevent and
prohibit the backing up of vehicles.
H. Vehicular access to and from the school district property shall be from
the driveway at the northwest portion of the property outside the gates of the City of
Rolling Hills.
I. Van engines shall not be started nor shall the vans depart from the
school district storage parking site before 6 AM.
J. Car pooling among drivers shall be encouraged where feasible.
Documentation of the fraction and number of drivers who are carpooling shall be
included in status reports as scheduled in Condition Q.
K. Maintenance of the 14 transit vans shall not take place at the school
district property but, at an off -site repair facility.
L. Existing service using 11 vans and storing 3 vans in reserve shall not
be increased.
M. Speed limit signs shall be maintained by the applicant on the internal
driveway of the site.
N. Landscaping shall be maintained to obscure the buildings and vehicles
on the site so that the structures, vehicles, driveway, and slopes are screened and
obscured from view at the northern property line with native drought -resistant
vegetation that is compatible with the surrounding vegetation of the community.
O. Noise on the site shall be limited to reasonable levels and monitored
using measurements, tests or other acoustical evaluation.
P. A meeting or meetings with area residents shall be coordinated by the
applicant and the transit authority regarding their concerns prior to the Planning
Commission meetings in December, 1996; March, 1997; December, 1997; and March,
1998.
Q. The applicant and City staff shall schedule a public hearing before the
Planning Commission at the Commission's meetings in December, 1996; March,
1997; December, 1997; and March, 1998 to hear a status report on the uses approved
by this application.
R. Any substantial modifications to the project which would constitute
additional development or significantly alter the use shall require the filing of a
new application for approval by the Planning Commission.
S. The applicant shall execute an Affidavit of Acceptance of all conditions
of this Conditional Use Permit approval, or the approval shall not be effective.
