On December 20, 2006, Yolanta and I met with representatives of the Palos
Verdes Peninsula Unified School District and PV Transit. Participants in the
meeting were:

This meeting follows a meeting between Yolanta and I with Walker and Pearl when we
talked about conditions of the PVPUSD's conditional use permit and PV Transit's
operating conditions. This meeting was intended to bring together all the parties to
discuss the maintenance area.
• PVPUSD stated that it has an electrician that arrives at 5:00 a.m. They advised
that this person makes no noise. Other staff arrive at 6:30 a.m. because, for
example, the pool man needs to be in and out of the pool before students arrive to
use the facility. The shop staff arrive at 7:00 a.m. and begin work (making noise)
at 7:30 a.m. although it is not known how far the noise can actually be heard.
They stated that on a foggy morning, sound seems to travel quite far.
• The PV Transit staff work Monday — Friday and begin arriving at 5:00 a.m.
(supervisor). Drivers arrive in the vicinity of 5:45 a.m. to begin driving at 6:00
a.m. for 7:00 a.m. service. Most drivers arrive on site by personal vehicle; a
couple may take a PV Transit commuter bus after parking their vehicles at a
location off the peninsula. For those driving their personal vehicles, we were told
that there is enough parking to pull their car into a parking space without moving
a PV Transit vehicle. Around 8:30 a.m. or 9:00 a.m., the PV Transit buses return
to the facility where they stay until 2:30 for afternoon service. The last bus
typically return around 6:10 p.m. or 6:15 p.m. Upon arrival in the morning, the
drivers meet with their supervisor in the office before starting their routes.
• During the summer, PV Transit is the latest to leave the site. During the school
year, due to adult school, the PVPUSD is the latest on site. It was stated that 9:00
p.m. is the latest someone may be at the site. There is also the District's
construction management firm that could be on site late but no one knew exactly
how late.
• After hours and on weekends, sports group like Little League and AYSO use the
field facility and as such, have full access to the site. Furthermore, each has a key
to the restroom facility in their particular shed. All coaches are provided with the
key to the site. Their permits allow them to use the facility until sundown. Also
on the weekends, the Fire Dept. may use the road to lay hose or do excercises.
• It was noted that the PVPUSD is responsible for "maintaining" the landscaping
overlooking the site. The District questioned whether "maintain" means add new
or just landscaping. There seemed to be differences of interpretation between the
District and the City.
• It was acknowledged by the PVPUSD and PV Transit that the first, main gate is
not closed or locked at the end of the day. There was a lot of discussion about
how that could happen. The City expressed concern about after hours access,
security and the District's liability if the gate is open. Concurrently, all in the
discussion agreed that the City and the District want to continue providing the
sports league with access and use to the fields. In the end, there was agreement
that discussions would need to continue on this matter to figure out a way to
balance District and sports league access to the site.
• The City mentioned the potential need in the future for the District to enclose
(gate) the stairway from the Rancho Del Mar parking lot to Crest Road. It was
stated that there isn't a need to do it at this time but in the future, there may be if
there appears to be people parking and hoping the existing fence to get into
Rolling Hills. In response, Rosemary stated that she can identify vehicles that are
not regular parkers and will call the Sheriff with license plate numbers in such
cases.
• PV Transit explained that it has buses that are also stored off Rolling Hills Road
at the Botanical Gardens. The buses at this site are larger than the ones stored at
the Rolling Hills site.
• In regard to the junk (e.g., chairs and debris) at the District maintenance yard, the
City asked that the District look into how it might be screened to the passer-by
who is walking or running on the access road. There was some hesitancy to do
this because there are so few people who could see the items. The items are
collected until there is enough to dispose of/surplus.
• It was noted that the Hawkins have been provided with the personal telephone
numbers of the PV Transit managers and they have had on -going and numerous
discussions with both PVPUSD and PV Transit staff. When the City meets with
them, the City can offer to provide the phone numbers again if needed. Both
PVPUSD and PV Transit representatives said that they have not received phone
calls from the Hawkins since at least last April.
• It was noted that the bushes on Crest overlooking the maintenance site were
trimmed by "someone." Staff has since confirmed wit the writing of these notes,
that it was done by the RHCA. The bushes were trimmed and thinned. They are
expected to fill back out completely but they were getting too big according to the
RHCA.

Status report on a Conditional Use Permit that permits portions of the Palos Verdes
Peninsula Unified School District Crest Road property used for a maintenance and
warehouse facility to continue to be used by the Palos Verdes Peninsula Transit
Authority for administrative uses and the storage parking of up to 14 vans at the
school district property at 38 Crest Road West, Rolling Hills, CA (±31.14 acre western
portion of Lot 74-MS). Service will not be increased.
BACKGROUND
1. Staff received the attached letter from Mr. John Meyer, Administrator, Palos
Verdes Peninsula Transit Authority in which he states that that although
they were hampered by inclement weather and inability to reach Mr.
Frederick J. Grewen, 25 Crestwind Drive, Rancho Palos Verdes, the fencing
requested by the latter has been installed. Mr. Meyer states that he will report
Mr. Grewen's reaction to the Commission at the meeting. He also contacted
Mrs. Christa Hawkins, 37 Crest Road West, who has had no complaints and
said, "So far, things are super duper." Staff also attempted to reach Mr.
Grewen at his home.

2. On June 18, 1996 by Resolution No. 96-12, the Planning Commission adopted
a resolution to extend the Conditional Use Permit for Transit Authority uses
for two years with reviews in December and March each year and permitting
the storage parking of up to 14 vans. Conditions included the limitation that
eleven vans be operational at any given time, that the Transit Authority
encourage carpooling among drivers, where feasible, and that the transit
service not allow vehicles to start their engines prior to 6 AM.
3. On June 18, 1996, the Planning Commission found that the project will not
have a significant effect on the environment and adopted a Negative
Declaration in accordance with the California Environmental Quality Act.
RECOMMENDATION
It is recommended that the Planning Commission open the public hearing and take
public testimony.

SUBJECT: Update on Parking Area
Dear Mr. Nealis:
This letter serves as an update on our progress to screen the bus parking area and the
permitted uses.
Following the execution of the Memorandum of Understanding (MOU) with the Los •
Angeles County Metropolitan Transportation Authority (LACMTA) pertaining to our
capital improvements, we obtained bids from fencing contractors in January. A contract
for the fencing was let and the project should be completed this weekend. The project
was slightly delayed due to inclement weather. It consists of a 6' chain link fence along
the access road on the north and a 12' fence all along the southern edge. It was deemed
necessary to go to this height in order to completely screen the vehicle roofs from the
neighbor's view. We opted for the insertion of dark green vinyl slats in this section of the
fence and are contemplating the planting of vines on the south side to assure complete
screening.
We were requested at the last Planning Commission meeting to keep Mr. Grewen of 25
Crestwind Drive, Rancho Palos Verdes apprised of our plans and to show him a sample
of the screening material. We left phone messages with him on 2/17 and 2/25. Mr. Meyer
visited his house the evening of 2/18 but the Grewen family was not at,home. Mr.
Grewen called us on 2/28 and said he had been out of the country when we called. We
left a message at Mr. Grewen's office on 3/3 and apprised him of our screening plans. We
hope to report on his reaction to these improvements at your March 17th meeting.
We also spoke with Ms. Christa Hawkins of 31 Crest Road West, Rolling Hills on 2/11
and she said she had no complaints and said, "so far things are super duper."

two residents. Our ability to adequately serve the citizens on the Peninsula is totally
dependent on the savings created by the availability of the Rolling Hills facility and we

BACKGROUND
1. Staff received the attached letters from Mr. Martin Gombert, Palos Verdes
Peninsula Transit Authority. The first letter addresses a complaint made by
Mr. Frederick J. Grewen, 25 Crestwind Drive, Rancho Palos Verdes, at the
December 16, 1997 Planning Commission meeting about the impairment of
his canyon view by the Transit Authority buses. The Transit Authority
proposes to build a twelve foot high fence along the parking area that faces
Mr. Grewen's property to obscure the buses. The other letter addresses a
complaint on December 22, 1997 by Mrs. Christa Hawkins, 37 Crest Road
West, concerning bus noise in the early morning.

Staff spoke with both Mr. Grewen and Mrs. Hawkins on January 15, 1998. Mr.
Grewen was pleased but skeptical about the construction of a fence and would
like to be consulted about the materials and appearance of the proposed fence.
Mrs. Hawkins has been in contact with Mr. Gombert and had no complaints
about bus operations at the present time.

This letter serves as a follow-up to our recent conversation concerning Mr. Fred Grewen.
We met with Mr. Grewen on December 27, 1997 at his residence. He showed us the different
views from his property and where he could see the buses. The buses had been moved from the
parking area to allow it to be repaved. We still were able to get a good idea of his concerns
relating to the view of buses, however. We told Mr. Grewen that we were getting estimates for
fencing and screening and that we would update him on these plans in early January.
In late December we arranged for two fencing companies to visit the parking site and submit
estimates. We have received one estimate and are waiting for the second. Our preliminary plan is
to construct a 10 to 12 foot wood fence along the parking area that faces Mr. Grewen's property.
We anticipate receiving the final estimate, make a decision on the fencing material, and award a
contract by the end of January.
We left a message on Mr. Grewen's phone on January 9, 1998 updating him on our progress. We
will call him once we receive the second estimate and update him on our plans.
Several trees were planted along the parking area facing Mr. Grewen's home during last summer
in an effort to close some of the gaps in foliage. A number of these trees did not survive and they
were replaced on January 13, 1998. Additional landscaping will commence once the above
fencing has been installed and we can get a better idea of what additional efforts are required.
These efforts were also reviewed at the January 8th PVPTA Board meeting with all the member
cities participating in the discussion.
As we have noted, our plan is to select the fencing contractor, fencing material type, and award
the contract by the end of January. Fencing and additional landscaping should be completed in the

This letter serves as a follow-up to our recent conversation concerning Ms. Christa Hawkins.
We called Ms. Hawkins on December 23, 1997 after she called your office concerning bus noise from
the Crest Road parking area. We had a long discussion concerning bus operations. She was primarily
concerned with operations on the weekend. We told her that PV Transit operates 3 to 4 charters per
year that may operate on weekends and they are primarily for the home tours. We explained to Ms.
Hawkins that PV Transit had been operating the Holiday Shoppers shuttle the weekend prior to
Christmas and that it would end the following weekend. We also told her that, except for a rare charter
service, the only activity on the weekend at the parking location would be maintenance personnel taking
vehicles off the hill for maintenance.
We told her that we would like her to contact our office immediately if she had any noise complaints
and that we wanted to minimize her problems. She was very appreciative that we called.
We spoke with Ms. Hawkins again today and she said "things have been very quiet." We told her we
would contact her within two weeks to double check on her observations. We encouraged her to call
again if she had any problems.

This communication is a follow up on previous correspondence in which we brought the City up
to date on any activities during the summer months and the concern expressed regarding early
morning noise during our start-up week in September.
As reported at that time, we immediately conducted a meeting with the drivers to reiterate the
need to conduct the early morning pull-out with a minimum of conversation and avoidance of any
back-ups. Two recommendations came out of that meeting: That the conditions be clearly
spelled out in the training manual for new drivers and that some vehicles be parked in parallel
fashion at the end of the afternoon shift in order to ascertain that no vehicles have to back up even
for a few feet in the morning. These driver originating suggestions were promptly implemented
and we have not become aware of any comments since the one during the first week of
September.
As previously reported, some $3000 worth of additional landscaping was planted by PVPTA this
summer to improve upon the screening of the parking lot. We are awaiting the final approval of a
Memorandum of Understanding for the MTA grant to further enhance the fencing and screening
of this area. Meanwhile, the PVPUSD has undertaken a much needed renovation program to
improve the restrooms, jointly used by their personnel, the credit union and ourselves.
In as much as I will be at my assignment on the privatization of transit in the European. Union at
the time of the next Planning Commission meeting, Mr. Martin Gombert will attend to answer any
questions the committee members or the city staff may have,
Once again we would like to thank the City for their cooperation in making these facilities
available to the Authority. As a result we were able to implement the current route system which
has resulted in unprecedented ridership increases during the past two years.

BACKGROUND
1. The Transit Authority has been working diligently to comply with the
Conditional Use Permit and respond to the view complaints of Mr. Frederick
J. Grewen, 25 Crestwind Drive, Rancho Palos Verdes. Administrator John
Meyer has met with district personnel and inspected the bus area. They are
securing price quotes and delivery dates for landscaping plants and will
update the Planning Commission on the details of the landscaping/screening
efforts and estimated completion dates at the meeting.

The City of Rolling Hills Planning Commission scheduled a public hearing on March 18, 1997 to
hear a status report on the limited uses permitted to PVPTA at the school district property. The
previous hearing was on December 17, 1996, at which time there were no communications from
any of the neighbors.
Attached please find copies of correspondence from Mr. Frederick Grewen and our response.
We have met with Mr. & Mrs. Grewen at their property and again after the meeting last evening
in an effort to find a way whereby their concerns could be addressed. Mr. Grewen states that he
will not be satisfied until the vans are either completely removed from the canyon or at least
moved to the main parking lot. The fact that he was not even aware that the vans have been
there since the fall of 1995 strengthens our conviction that they were not noticed before the tree
trimming took place more than a year later.
The Planning Commission requested that we work something out along the lines suggested by us,
i.e. planting some fast growing trees and bushes in the three gaps were the underbrush was
removed. We will take this up again with the District before the Authority meeting. District
officials did convey regrets that they could not be present last evening.
The Commission continued the public hearing until next month.
Mr. & Mrs. Grewen indicated to me that they wish to address the PVPTA Board at the March 27,
1997 meeting.

Status report on a Conditional Use Permit that permits portions of the Palos Verdes
Peninsula Unified School District Crest Road property used for a maintenance and
warehouse facility to continue to be used by the Palos Verdes Peninsula Transit

BACKGROUND
1. On June 18, 1996, the Planning Commission adopted a resolution to extend
the Conditional Use Permit for Transit Authority uses for two years with
reviews in December and March each year and permitting the storage parking
of up to 14 vans. Conditions included the limitation that eleven vans be

carpooling among drivers, where feasible, and that the transit service not

included in Resolution No. 96-12 that is attached.

Following receipt of Mr. Fred Grewen's letter to you, we promptly investigated the situation and found that
this homeowner's problem was greatly aggravated, if not totally caused by, the tree cutting and underbrush
trimming undertaken by the District last December. PVPUSD needed to do this for safety and aesthetical
reasons. Unfortunately, a number of the vans became visible from Mr. Grewen's location through some
gaps in the foliage.
We suggested to Mr. & Mrs. Grewen that one manner in which to remedy this situation would be to
improve the landscaping by planting some fast growing bushes in the above mentioned areas. Mr. Grewen
asked us to first explore the possibility of moving the vans to the main parking lot where the vehicles would
be completely out of his line of sight. We diligently followed up on this request and have held several
discussion with the District. However, we are all concerned that such a move may have a negative impact
upon the homeowners closer to that location.
At the March 27, 1997 Authority meeting we will be presenting the Grewen's communication to our Board
with the recommendation that the landscaping improvement suggestion be pursued forthwith. As you know,
we have been extremely sensitive to the conditions set forth in the CUP during the past 18 months and have
made every effort to address any potential problems.
Please be assured that these efforts will continue. We are always ready to meet with any of the neighbors.
We will also be represented at the Planning Commission meeting on Tuesday to answer any questions.

Thank you for your correspondence dated January 25, 1997, describing the storage of
PV Transit Vans on the Palos Verdes Unified School District property. Permission
to utilize the property in this manner is authorized . under an approved Rolling
Hills Conditional Use Permit for that limited use.
The condition that requires parallel parking for the vans was included at the request
of several residents who reside south of the property in the City of Rancho Palos
Verdes. Their concern was to reduce early morning noise caused by the van back-up
warning devices.
We have forwarded a copy of your correspondence to PV Transit Administrator
John Meyer for his consideration. Members of the Rolling Hills Planning
Commission are scheduled to consider a status report regarding the use of this

On June 25,1996, I spoke to your City Council about vans that were being parked along
a service road that is fully visible from my house and those of my neighbors. When I told the
Council that this is a new development, they told me it was apparently being done to avoid the
beeping sound that the vans make when they back up in the morning. Seven months later
nothing has changed.
Our view is one of a beautiful green canyon, city lights and mountains. I paid
handsomely for this view only to have some logistics genius make a road a parking lot. We all
know that the properties on this hill have values based on the views that they afford their owners.
I also don't have to tell you about the quality of life that our views give us.
Since the vans have occupied our view, our quality of life and perceived property value
have been diminished This, all in the interest of aiming the vans in one direction.
There is a parking area designated for these vans that doesn't spoil anyone's view. In the
interest of doing what is right, proper and considerate, I sincerely hope that my plea will not be
ignored this time. We invited Ms. Rosemary Humphrey, Councilwoman P. V. Estates to visit
our property after the meeting on June 25. She promised she would do so in the near future but
we never heard from her.
I expect the responsible party to do the right thing and resolve this problem without my
having to take this issue beyond my own efforts. I also expect a timely response.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ROLLING HILLS GRANTING AN EXTENSION AND
MODIFICATION OF A CONDITIONAL USE PERMIT FOR JOINT
POWERS TRANSIT AUTHORITY LIMITED USES IN ZONING CASE
NO. 532A.
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES HEREBY
RESOLVE AS FOLLOWS:
Section 1. An application was duly filed by the Palos Verdes Peninsula Unified
School District with respect to real property at the ±31.14 acre western portion of Lot
72-RH, and currently, 38 Crest Road West, Rolling Hills, requesting to extend and
modify a Conditional Use Permit to permit portions of the Palos Verdes Peninsula
Unified School District Crest Road property that is used for a maintenance and
warehouse facility to continue to be used by the Palos Verdes Peninsula Transit
Authority for administrative uses and to increase storage parking from 10 vans to up
to 14 vans at the school district property.
Section 2. Prior City actions with respect to this property and this proposed
use include the following:
A. On February 26, 1963, a Conditional Use Permit was approved by the
Planning Commission for the following five structures to be constructed at the Palos
Verdes Peninsula Unified School District site: (1) administration building, (2)
education material and library facility building, (3) warehouse building, (4) district
maintenance building, and (5) an elementary school building, The Conditional Use
Permit expired on February 26, 1964 and no new buildings were constructed.
B. On, June 5, 1964 a Conditional Use Permit was denied by the Planning
Commission to permit the construction of an (1) administration building, (2)
elementary school building, and (3) district maintenance building. The Planning
Commission found that the construction and location of the proposed
administration building, maintenance building and garage would establish and
permit a commercial use of the property that would consist of a garage for the
storage of approximately thirty-seven (37) diesel school buses, a facility for repairing,
maintaining and servicing the buses, a warehouse for the storage of school supplies
and a repair/workshop for the repair and maintenance of school property, all of
which uses will create noise, dirt and confusion from 6 AM in the morning until
approximately 5 PM in the afternoon each day the facilities are in operation, and
these uses would constitute a nuisance and depreciate the value of all property
adjoining the school property and interfere with the enjoyment of the residential
use of the adjacent properties by the residents and owners.

C. On November 13, 1995, the Zoning Ordinance was amended to allow
joint powers transit authority uses as a conditionally permitted use in the RA-S-2
Zone. On November 17, 1995, a Conditional Use Permit to allow portions of school
district property to be used by the Palos Verdes Peninsula Transit Authority for
administrative uses and the storage parking only of 10 vans at the school district
property.
Section 3. On May 9, 1996, Planning staff prepared an initial study for the
project. The initial study found that the project would not have a significant effect
on the environment. A Negative Declaration was prepared and was circulated to
the applicant and other interested parties in accordance with State of California
CEQA Guidelines. The public notice of the Planning Commission's intent to
recommend approval of the Negative Declaration was published on May 11, 1996.
Copies of the Negative Declaration were sent to adjacent cities and other
government agencies. No comments on the Negative Declaration were received.
Section 4. The application applies to the ±31.14 acre western portion of Lot
72-RH. The General Plan Land Use designation for this property is Very Low Density
Residential 2+ Net Acres per Dwelling Unit.
Section 5. The subject site is presently occupied by 7 school buildings, a
maintenance building, a warehouse building, a computer/office equipment repair
building, a vehicle repair shop, and an administration building. The zone
designation for the subject site is RA-S-2 and the zone designation on adjacent
properties is RA-S-2.
Section 6. The project as proposed is to permit portions of school district
property used as a maintenance and warehouse facility to be used by a joint powers
transit authority for administrative uses and the storage parking only of up to 14
vans at the site. The site will continue to be used for the storage and maintenance of
school district vehicles and equipment. The school district proposes to permit a
joint powers transit authority to use 500 square feet of the northernmost portion of a
7,600 square foot warehouse for administrative uses and 3,500 square feet of an
existing asphalt paved area of school district property for the storage parking only of
up to 14 vans.
Section 7. The Planning Commission conducted a duly noticed public
hearing to consider the application on May 21, 1996 and June 18, 1996. The
applicants were notified of the public hearing in writing by first class mail. Evidence
was heard and presented from all persons interested in affecting said proposal, from
all persons protesting the same, and from members of the City staff and the
Planning Commission having reviewed, analyzed and studied said proposal. Palos
Verdes Peninsula Unified School District and Palos Verdes Peninsula Transit
Authority representatives were in attendance at the hearing.

Section 8. The Planning Commission has reviewed the proposed Negative
Declaration and finds that it represents the independent judgment of the City and
that it was prepared in compliance with CEQA. Therefore, the Planning
Commission finds that the proposed project would not have a significant effect on
the environment. Based upon these findings, the Planning Commission hereby
recommends that the City Council adopt the Negative Declaration in accordance
with the California Environmental Quality Act.
Section 9. Ordinance No. 256 was adopted by the City Council on
November 13, 1995 requiring a Conditional Use Permit for transit authority uses in
the RA-S-2 Zone. With respect to the request for a Conditional Use Permit for
transit authority administrative uses and the storage parking only of up to 14 vans,
the Planning Commission finds:
A. The granting of a Conditional Use Permit for, administrative uses and
the storage parking only of 14 vans by a joint powers transit authority would be
consistent with the purposes and objectives of the Zoning Ordinance and General
Plan and will be desirable for the public convenience and welfare because the use is
consistent with similar school district uses on the property and these uses will be
located in an area of the property where such use will be the least intrusive to
surrounding properties. The transit vans will not use Rolling Hills' roads for access
in and out of the site. In addition, locating the vans at this location will reduce the
travel distances for use of these vans, thereby incrementally decreasing traffic, fuel
consumption and negative impacts to air quality.
B. The nature, condition, and development of adjacent uses, buildings, and
structures have been considered, and the public transit authority administrative
uses and the storage parking only of 14 vans will not adversely affect or be
materially detrimental to adjacent residential uses because the existing residences
are at a sufficient distance away and adequately screened so as not to impact the
view or privacy of surrounding neighbors.
C. The project is harmonious in scale and mass with the site, the natural
terrain, and surrounding residences because the public transit authority
administrative uses and the storage parking only of 14 vans will comply with the
low profile residential development pattern of the community, be consistent with
uses on that site, will be located on a ±31.14 acre parcel of property that is adequate in
size, shape and topography to accommodate such use.
D. The proposed conditional use complies with all applicable development
standards of the zone district because the public transit authority administrative
uses and the storage parking only of 14 vans will not require any new development
at the existing site.
E. The proposed conditional use is consistent with the portions of the Los
Angeles County Hazardous Waste Management Plan relating to siting and siting

criteria for hazardous waste facilities because the project, though listed on the
current State of California Hazardous Waste and Substances Sites List, will not
require any development at the site.
F. The proposed conditional use observes the spirit and intent of Title 17 of
the Zoning Code because the public transit authority administrative uses and the
storage parking only of 14 vans will not require any new development at the site
and access to the site will be located outside the gates of the City.
Section 10. Based upon the foregoing findings, the Planning Commission
approves the request for a Conditional Use Permit in Zoning Case No. 532A to allow '
joint powers transit authority limited administrative uses and the storage parking
only of 14 vans at the Palos Verdes Peninsula Unified School District site, as shown
on the Development Plan dated August 8, 1995 and marked Exhibit A, subject to - the
conditions specified in Section 11.
Section 11. The Planning Commission's approval of a Conditional Use
Permit in Zoning Case No. 532A to allow joint powers transit authority limited
administrative uses and the storage parking only of 14 vans at the Palos Verdes
Peninsula Unified School District site is subject to the following conditions:
A. The Conditional Use Permit shall expire on June 18, 1998, unless
extended by the Planning Commission prior to that date.
B. It is declared and made a condition of this Conditional Use Permit
approval, that if any conditions thereof are violated, this approval shall be
suspended and the privileges granted thereunder shall lapse; provided that the
applicant has been given written notice to cease such violation and has failed to do
so for a period of thirty (30) days.
C. All requirements of the Buildings and Construction Ordinance, the
Zoning Ordinance, and of the zone in which the subject property is located must be
complied with unless otherwise set forth in the Permit, or shown otherwise on an
approved plan.
D. The lot shall be maintained in substantial conformance with the site
plan on file dated August 8, 1995 and marked Exhibit A, except as otherwise
provided in these conditions.
E. Administrative office space shall be limited to 500 square feet of the
7,600 square foot warehouse building.
F. The 3,500 square foot storage parking area at the western portion of the
property designated for the 14 transit vans shall be striped and marked "For Van
Storage Parking Only" and shall be maintained as such until the use terminates. No
vans shall be parked on the site outside the 3,500 square foot parking area.

G. The vehicles shall be parked in such a manner so as to prevent and
prohibit the backing up of vehicles.
H. Vehicular access to and from the school district property shall be from
the driveway at the northwest portion of the property outside the gates of the City of
Rolling Hills.
I. Van engines shall not be started nor shall the vans depart from the
school district storage parking site before 6 AM.
J. Car pooling among drivers shall be encouraged where feasible.
Documentation of the fraction and number of drivers who are carpooling shall be
included in status reports as scheduled in Condition Q.
K. Maintenance of the 14 transit vans shall not take place at the school
district property but, at an off -site repair facility.
L. Existing service using 11 vans and storing 3 vans in reserve shall not
be increased.
M. Speed limit signs shall be maintained by the applicant on the internal
driveway of the site.
N. Landscaping shall be maintained to obscure the buildings and vehicles
on the site so that the structures, vehicles, driveway, and slopes are screened and
obscured from view at the northern property line with native drought -resistant
vegetation that is compatible with the surrounding vegetation of the community.
O. Noise on the site shall be limited to reasonable levels and monitored
using measurements, tests or other acoustical evaluation.
P. A meeting or meetings with area residents shall be coordinated by the
applicant and the transit authority regarding their concerns prior to the Planning

Status report on a Conditional Use Permit that permits portions of the Palos Verdes
Peninsula Unified School District Crest Road property used for a maintenance and
warehouse facility to continue to be used by the Palos Verdes Peninsula Transit
Authority for administrative uses and the storage parking of up to 14 vans at the
school district property at 38 Crest Road West, Rolling Hills, CA (±31.14 acre western
portion of Lot 74-MS). Service will not be increased.
BACKGROUND
1. On June 18, 1996, the Planning Commission adopted a resolution to extend
the subject Conditional Use Permit for two years with reviews in December
and March each year and modifying the request to increase storage parking
from 10 vans to up to 14 vans. Additional conditions included the limitation
that eleven vans be operational at any given time, that the Transit Authority
encourage carpooling among drivers, where feasible, and that the transit
service not allow vehicles to start their engines prior to .6 AM. These
conditions are included in Resolution No. 96-12 that is attached.
2. Attached is a recent letter from Mr. John Meyer, Transit Authority Manager.
Since the last meeting on June 18, 1996, we have not received any letters or
verbal reports from nearby residents.

Dear Mr. Nealis,
Pursuant to our verbal report on the start up of the September services we would like to follow
up with a report on one of the conditions in the above mentioned Conditional Use Permit.
With a number of new drivers on board, we have asked our contractor to place great emphasis on
the need for car pooling during their training and safety sessions. A reminder is also prominently
displayed on the assignment board utilized by all the drivers. At this time approximately 20% of
the drivers are in a car pool on a daily basis. Others avail themselves of the opportunity do so
when their shift coincides with someone else within their geographic area. Two impediments
toward car pooling have been identified: The disperse area from which these folks have to come
and the fact that a number of them are part-timers who work on different shifts. Please rest
assured that we will continue to monitor this situation closely.
This information is presented at this time in order that it can be presented in December to the
Planning Commission. We continue to be amazed at the savings created by our ability to keep
the vehicles here overnight. The Agency Members as well as the school district continue to be
deeply appreciative of this cooperative effort by the City of Rolling Hills.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ROLLING HILLS GRANTING AN EXTENSION AND
MODIFICATION OF A CONDITIONAL USE PERMIT FOR JOINT
POWERS TRANSIT AUTHORITY LIMITED USES IN ZONING CASE
NO. 532A.
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES HEREBY
RESOLVE AS FOLLOWS:
Section 1. An application was duly filed by the Palos Verdes Peninsula Unified
School District with respect to real property at the ±31.14 acre western portion of Lot
72-RH, and currently, 38 Crest Road West, Rolling Hills, requesting to extend and
modify a Conditional Use Permit to permit portions of the Palos Verdes Peninsula
Unified School District Crest Road property that is used for a maintenance and
warehouse facility to continue to be used by the Palos Verdes Peninsula Transit
Authority for administrative uses and to increase storage parking from 10 vans to up
to 14 vans at the school district property.
Section 2. Prior City actions with respect to this property and this proposed
use include the following:
A. On February 26, 1963, a Conditional Use Permit was approved by the
Planning Commission for the following five structures to be constructed at the Palos
Verdes Peninsula Unified School District site: (1) administration building, (2)
education material and library facility building, (3) warehouse building, (4) district
maintenance building, and (5) an elementary school building, The Conditional Use
Permit expired on February 26, 1964 and no new buildings were constructed.
B. On, June 5, 1964 a Conditional Use Permit was denied by the Planning
Commission to permit the construction of an (1) administration building, (2)
elementary school building, and (3) district maintenance building. The Planning
Commission found that the construction and location of the proposed
administration building, maintenance building and garage would establish and
permit a commercial use of the property that would consist of a garage for the
storage of approximately thirty-seven (37) diesel school buses, a facility for repairing,
maintaining and servicing the buses, a warehouse for the storage of school supplies
and a repair/workshop for the repair and maintenance of school property, all of
which uses will create noise, dirt and confusion from 6 AM in the morning until
approximately 5 PM in the afternoon each day the facilities are in operation, and
these uses would constitute a nuisance and depreciate the value of all property
adjoining the school property and interfere with the enjoyment of the residential
use of the adjacent properties by the residents and owners.

C. On November 13, 1995, the Zoning Ordinance was amended to allow
joint powers transit authority uses as a conditionally permitted use in the RA-S-2
Zone. On November 17, 1995, a Conditional Use Permit to allow portions of school
district property to be used by the Palos Verdes Peninsula Transit Authority for
administrative uses and the storage parking only of 10 vans at the school district
property.
Section 3. On May 9, 1996, Planning staff prepared an initial study for the
project. The initial study found that the project would not have a significant effect
on the environment. A Negative Declaration was prepared and was circulated to
the applicant and other interested parties in accordance with State of California
CEQA Guidelines. The public notice of the Planning Commission's intent to
recommend approval of the Negative Declaration was published on May 11, 1996.
Copies of the Negative Declaration were sent to adjacent cities and other
government agencies. No comments on the Negative Declaration were received.
Section 4. The application applies to the ±31.14 acre western portion of Lot
72-RH. The General Plan Land Use designation for this property is Very Low Density
Residential 2+ Net Acres per Dwelling Unit.
Section 5. The subject site is presently occupied by 7 school buildings, a
maintenance building, a warehouse building, a computer/office equipment repair
building, a vehicle repair shop, and an administration building. The zone
designation for the subject site is RA-S-2 and the zone designation on adjacent
properties is RA-S-2.
Section 6. The project as proposed is to permit portions of school district
property used as a maintenance and warehouse facility to be used by a joint powers
transit authority for administrative uses and the storage parking only of up to 14
vans at the site. The site will continue to be used for the storage and maintenance of
school district vehicles and equipment. The school district proposes to permit a
joint powers transit authority to use 500 square feet of the northernmost portion of a
7,600 square foot warehouse for administrative uses and 3,500 square feet of an
existing asphalt paved area of school district property for the storage parking only of
up to 14 vans.
Section 7. The Planning Commission conducted a duly noticed public
hearing to consider the application on May 21, 1996 and June 18, 1996. The
applicants were notified of the public hearing in writing by first class mail. Evidence
was heard and presented from all persons interested in affecting said proposal, from
all persons protesting the same, and from members of the City staff and the
Planning Commission having reviewed, analyzed and studied said proposal. Palos
Verdes Peninsula Unified School District and Palos Verdes Peninsula Transit
Authority representatives were in attendance at the hearing.

Section 8. The Planning Commission has reviewed the proposed Negative
Declaration and finds that it represents the independent judgment of the City and
that it was prepared in compliance with CEQA. Therefore, the Planning
Commission finds that the proposed project would not have a significant effect on
the environment. Based upon these findings, the Planning Commission hereby
recommends that the City Council adopt the Negative Declaration in accordance
with the California Environmental Quality Act.
Section 9. Ordinance No. 256 was adopted by the City Council on
November 13, 1995 requiring a Conditional Use Permit for transit authority uses in
the RA-S-2 Zone. With respect to the request for a Conditional Use Permit for
transit authority administrative uses and the storage parking only of up to 14 vans,
the Planning Commission finds:
A. The granting of a Conditional Use Permit for administrative uses and
the storage parking only of 14 vans by a joint powers transit authority would be
consistent with the purposes and objectives of the Zoning Ordinance and General
Plan and will be desirable for the public convenience and welfare because the use is
consistent with similar school district uses on the property and these uses will be
located in an area of the property where such use will be the least intrusive to
surrounding properties. The transit vans will not use Rolling Hills' roads for access
in and out of the site. In addition, locating the vans at this location will reduce the
travel distances for use of these vans, thereby incrementally decreasing traffic, fuel
consumption and negative impacts to air quality.
B. The nature, condition, and development of adjacent uses, buildings, and
structures have been considered, and the public transit authority administrative
uses and the storage parking only of 14 vans will not adversely affect or be
materially detrimental to adjacent residential uses because the existing residences
are at a sufficient distance away and adequately screened so as not to impact the
view or privacy of surrounding neighbors.
C. The project is harmonious in scale and mass with the site, the natural
terrain, and surrounding residences because the public transit authority
administrative uses and the storage parking only of 14 vans will comply with the
low profile residential development pattern of the community, be consistent with
uses on that site, will be located on a ±31.14 acre parcel of property that is adequate in
size, shape and topography to accommodate such use.
D. The proposed conditional use complies with all applicable development
standards of the zone district because the public transit authority administrative
uses and the storage parking only of 14 vans will not require any new development
at the existing site.
E. The proposed conditional use is consistent with the portions of the Los
Angeles County Hazardous Waste Management Plan relating to siting and siting

criteria for hazardous waste facilities because the project, though listed on the
current State of California Hazardous Waste and Substances Sites List, will not
require any development at the site.
F. The proposed conditional use observes the spirit and intent of Title 17 of
the Zoning Code because the public transit authority administrative uses and the
storage parking only of 14 vans will not require any new development at the site
and access to the site will be located outside the gates of the City.
Section 10, Based upon the foregoing findings, the Planning Commission
approves the request for a Conditional Use Permit in Zoning Case No. 532A to allow
joint powers transit authority limited administrative uses and the storage parking
only of 14 vans at the Palos Verdes Peninsula Unified School District site, as shown
on the Development Plan dated August 8, 1995 and marked Exhibit A, subject to the
conditions specified in Section 11.
Section 11. The Planning Commission's approval of a Conditional Use
Permit in Zoning Case No. 532A to allow joint powers transit authority limited
administrative uses and the storage parking only of 14 vans at the Palos Verdes
Peninsula Unified School District site is subject to the following conditions:
A. The Conditional Use Permit shall expire on June 18, 1998, unless
extended by the Planning Commission prior to that date.
B. It is declared and made a condition of this Conditional Use Permit
approval, that if any conditions thereof are violated, this approval shall be
suspended and the privileges granted thereunder shall lapse; provided that the
applicant has been given written notice to cease such violation and has failed to do
so for a period of thirty (30) days.
C. All requirements of the Buildings and Construction Ordinance, the
Zoning Ordinance, and of the zone in which the subject property is located must be
complied with unless otherwise set forth in the Permit, or shown otherwise on an
approved plan.
D. The lot shall be maintained in substantial conformance with the site
plan on file dated August 8, 1995 and marked Exhibit A, except as otherwise
provided in these conditions.
E. Administrative office space shall be limited to 500 square feet of the
7,600 square foot warehouse building.
F. The 3,500 square foot storage parking area at the western portion of the
property designated for the 14 transit vans shall be striped and marked "For Van
Storage Parking Only" and shall be maintained as such until the use terminates. No
vans shall be parked on the site outside the 3,500 square foot parking area.

G. The vehicles shall be parked in such a manner so as to prevent and
prohibit the backing up of vehicles.
H. Vehicular access to and from the school district property shall be from
the driveway at the northwest portion of the property outside the gates of the City of
Rolling Hills.
I. Van engines shall not be started nor shall the vans depart from the
school district storage parking site before 6 AM.
J. Car pooling among drivers shall be encouraged where feasible.
Documentation of the fraction and number of drivers who are carpooling shall be
included in status reports as scheduled in Condition Q.
K. Maintenance of the 14 transit vans shall not take place at the school
district property but, at an off -site repair facility.
L. Existing service using 11 vans and storing 3 vans in reserve shall not
be increased.
M. Speed limit signs shall be maintained by the applicant on the internal
driveway of the site.
N. Landscaping shall be maintained to obscure the buildings and vehicles
on the site so that the structures, vehicles, driveway, and slopes are screened and
obscured from view at the northern property line with native drought -resistant
vegetation that is compatible with the surrounding vegetation of the community.
O. Noise on the site shall be limited to reasonable levels and monitored
using measurements, tests or other acoustical evaluation.
P. A meetingor meetings with area residents shall be coordinated by the
applicant and the transit authority regarding their concerns prior to the Planning
Commission meetings in December, 1996; March, 1997; December, 1997; and March,
1998.
Q. The applicant and City staff shall schedule a public hearing before the
Planning Commission at the Commission's meetings in December, 1996; March,
1997; December, 1997; and March, 1998 to hear a status report on the uses approved
by this application.
R. Any substantial modifications to the project which would constitute
additional development or significantly alter the use shall require the filing of a

transit authority administrative uses and the storage parking only of up to 14 vans,
the Planning Commission finds:
A. The granting of a Conditional Use Permit for administrative uses and
the storage parking only of 14 vans by a joint powers transit authority would be
consistent with the purposes and objectives of the Zoning Ordinance and General
Plan and will be desirable for the public convenience and welfare because the use is
consistent with similar school district uses on the property and these uses will be
located in an area of the property where such use will be the least intrusive to
surrounding properties. The transit vans will not use Rolling Hills' roads for access
in and out of the site. In addition, locating the vans at this location will reduce the
travel distances for use of these vans, thereby incrementally decreasing traffic, fuel
consumption and negative impacts to air quality.
B. The nature, condition, and development of adjacent uses, buildings, and
structures have been considered, and the public transit authority administrative
uses and the storage parking only of 14 vans will not adversely affect or be
materially detrimental to adjacent residential uses because the existing residences
are at a sufficient distance away and adequately screened so as not to impact the
view or privacy of surrounding neighbors.
C. The project is harmonious in scale and mass with the site, the natural
terrain, and surrounding residences because the public transit authority
administrative uses and the storage parking only of 14 vans will comply with the
low profile residential development pattern of the community, be consistent with
uses on that site, will be located on a ±31.14 acre parcel of property that is adequate in
size, shape and topography to accommodate such use.
D. The proposed conditional use complies with all applicable development
standards of the zone district because the public transit authority administrative
uses and the storage parking only of 14 vans will not require any new development
at the existing site.
E. The proposed conditional use is consistent with the portions of the Los
Angeles County Hazardous Waste Management Plan relating to siting and siting

criteria for hazardous waste facilities because the project, though listed on the
current State of California Hazardous Waste and Substances Sites List, will not
require any development at the site.
F. The proposed conditional use observes the spirit and intent of Title 17 of
the Zoning Code because the public transit authority administrative uses and the
storage parking only of 14 vans will not require any new development at the site
and access to the site will be located outside the gates of the City.
Section 10.. Based upon the foregoing findings, the Planning Commission
approves the request for a Conditional Use Permit in Zoning Case No. 532A to allow
joint powers transit authority limited administrative uses and the storage parking
only of 14 vans at the Palos Verdes Peninsula Unified School District site, as shown
on the Development Plan dated August 8, 1995 and marked Exhibit A, subject to the
conditions specified in Section 11.
Section 11. The Planning Commission's approval of a Conditional Use
Permit in Zoning Case No. 532A to allow joint powers transit authority limited
administrative uses and the storage parking only of 14 vans at the Palos Verdes
Peninsula Unified School District site is subject to the following conditions:
A. The Conditional Use Permit shall expire on June 18, 1998, unless
extended by the Planning Commission prior to that date.
B. It is declared and made a condition of this Conditional Use Permit
approval, that if any conditions thereof are violated, this approval shall be
suspended and the privileges granted thereunder shall lapse; provided that the
applicant has been given written notice to cease such violation and has failed to do
so for a period of thirty (30) days.
C. All requirements of the Buildings and Construction Ordinance, the
Zoning Ordinance, and of the zone in which the subject property is located must be
complied with unless otherwise set forth in the Permit, or shown otherwise on an
approved plan.
D. The lot shall be maintained in substantial conformance with the site
plan on file dated August 8, 1995 and marked Exhibit A, except as otherwise
provided in these conditions.
E. Administrative office space shall be limited to 500 square feet of the
7,600 square foot warehouse building.
F. The 3,500 square foot storage parking area at the western portion of the
property designated for the 14 transit vans shall be striped and marked "For Van
Storage Parking Only" and shall be maintained as such until the use terminates. No
vans shall be parked on the site outside the 3,500 square foot parking area.

G. The vehicles shall be parked in such a manner so as to prevent and
prohibit the backing up of vehicles.
H. Vehicular access to and from the school district property shall be from
the driveway at the northwest portion of the property outside the gates of the City of
Rolling Hills.
I. Van engines shall 'not be started nor shall the vans depart from the
school district storage parking site before 6 AM.
J. Car pooling among drivers shall be encouraged where feasible.
Documentation of the fraction and number of drivers who are carpooling shall be
included in status reports as scheduled in Condition Q.
K. Maintenance of the 14 transit vans shall not take place at the school
district property but, at an off -site repair facility.
L. Existing service using 11 vans and storing 3 vans in reserve shall not
be increased.
M. Speed limit signs shall be maintained by the applicant on the internal
driveway of the site.
N. Landscaping shall be maintained to obscure the buildings and vehicles
on the site so that the structures, vehicles, driveway, and slopes are screened and
obscured from view at the northern property line with native drought -resistant
vegetation that is compatible with the surrounding vegetation of the community.
O. Noise on the site shall be limited to reasonable levels and monitored
using measurements, tests or other acoustical evaluation.
P. A meeting or meetings with area residents shall be coordinated by the
applicant and the transit authority regarding their concerns prior to the Planning
Commission meetings in December, 1996; March, 1997; December, 1997; and March,
1998.
Q. The applicant and City staff shall schedule a public hearing before the
Planning Commission at the Commission's meetings in December, 1996; March,
1997; December, 1997; and March, 1998 to hear a status report on the uses approved
by this application.
R. Any substantial modifications to the project which would constitute
additional development or significantly alter the use shall require the filing of a
new application for approval by the Planning Commission.
S. The applicant shall execute an Affidavit of Acceptance of all conditions
of this Conditional Use Permit approval, or the approval shall not be effective.

BACKGROUND
1. On May 21, 1996, the Planning Commission directed staff to prepare a
resolution to extend the Conditional Use Permit for two years with reviews
in December and March each year and modifying the request to increase
storage parking from 10 vans to up to 14 vans. Additional conditions
included the limitation that eleven vans be operational at any given time,
that the Transit Authority encourage carpooling among drivers, where
feasible, and that the transit service not allow vehicles to start their engines
prior to 6 AM and are included in draft Resolution No. 96-12 that is attached.
2. On May 9, 1996, Planning staff prepared an initial study for the project. The
initial study found that the project would not have a significant effect on the
environment. A Negative Declaration was prepared and was circulated to the
applicant and other interested parties in accordance with State of California
ZONING CASE NO. 532A

THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES HEREBY
RESOLVE AS FOLLOWS:
Section 1. An application was duly filed by the Palos Verdes Peninsula Unified
School District with respect to real property at the ±31.14 acre western portion of Lot
72-RH, and currently, 38 Crest Road West, Rolling Hills, requesting to extend and
modify a Conditional Use Permit to permit portions of the Palos Verdes Peninsula
Unified School District Crest Road property that is used for a maintenance and
warehouse facility to continue to be used by the Palos Verdes Peninsula Transit
Authority for administrative uses and to increase storage parking from 10 vans to up
to 14 vans at the school district property.
Section 2. Prior City actions with respect to this property and this proposed
use include the following:
A. On February 26, 1963, a Conditional Use Permit was approved by the
Planning Commission for the following five structures to be constructed at the Palos
Verdes Peninsula Unified School District site: (1) administration building, (2)
education material and library facility building, (3) warehouse building, (4) district
maintenance building, and (5) an elementary school building, The Conditional Use
Permit expired on February 26, 1964 and no new buildings were constructed.
B. On, June 5, 1964 a Conditional Use Permit was denied by the Planning
Commission to permit the construction of an (1) administration building, (2)
elementary school building, and (3) district maintenance building. The Planning
Commission found that the construction and location of the proposed
administration building, maintenance building and garage would establish and
permit a commercial use of the property that would consist of a garage for the
storage of approximately thirty-seven (37) diesel school buses, a facility for repairing,
maintaining and servicing the buses, a warehouse for the storage of school supplies
and a repair/workshop for the repair and maintenance of school property, all of
which uses will create noise, dirt and confusion from 6 AM in the morning until
approximately 5 PM in the afternoon each day the facilities are in operation, and
these uses would constitute a nuisance and depreciate the value of all property
adjoining the school property and interfere with the enjoyment of the residential
use of the adjacent properties by the residents and owners.

C. On November 13, 1995, the Zoning Ordinance was amended to allow
joint powers transit authority uses as a conditionally permitted use in the RA-S-2
Zone. On November 17, 1995, a Conditional Use Permit to allow portions of school
district property to be used by the Palos Verdes Peninsula Transit Authority for
administrative uses and the storage parking only of 10 vans at the school district
property.
Section 3. On May 9, 1996, Planning staff prepared an initial study for the
project. The initial study found that the project would not have a significant effect
on the environment. A Negative Declaration was prepared and was circulated to
the applicant and other interested parties in accordance with State of California
CEQA Guidelines. The public notice of the Planning Commission's intent to
recommend approval of the Negative Declaration was published on May 11, 1996.
Copies of the Negative Declaration were sent to adjacent cities and other
government agencies. No comments on the Negative Declaration were received.
Section 4. The application applies to the ±31.14 acre western portion of Lot
72-RH. The General Plan Land Use designation for this property is Very Low Density
Residential 2+ Net Acres per Dwelling Unit.
Section 5. The subject site is presently occupied by 7 school buildings, a
maintenance building, a warehouse building, a computer/office equipment repair
building, a vehicle repair shop, and an administration building. The zone
designation for the subject site is RA-S-2 and the zone designation on adjacent
properties is RA-S-2.
Section 6. The project as proposed is to permit portions of school district
property used as a maintenance and warehouse facility to be used by a joint powers
transit authority for administrative uses and the storage parking only of up to 14
vans at the site. The site will continue to be used for the storage and maintenance of
school district vehicles and equipment. The school district proposes to permit a
joint powers transit authority to use 500 square feet of the northernmost portion of a
7,600 square foot warehouse for administrative uses, and 3,500 square feet of an
existing asphalt paved area of school district property for the storage parking only of
up to 14 vans.
Section 7. The Planning Commission conducted a duly noticed public
hearing to consider the application on May 21, 1996 and June 18, 1996. The
applicants were notified of the public hearing in writing by first class mail. Evidence
was heard and presented from all persons interested in affecting said proposal, from
all persons protesting the same, and from members of the City staff and the
Planning Commission having reviewed, analyzed and studied said proposal. Palos
Verdes Peninsula Unified School District and Palos Verdes Peninsula Transit
Authority representatives were in attendance at the hearing.

Section 8. The Planning Commission has reviewed the proposed Negative
Declaration and finds that it represents the independent judgment of the City and
that it was prepared in compliance with CEQA. Therefore, the Planning
Commission finds that the proposed project would not have a significant effect on
the environment. Based upon these findings, the Planning Commission hereby
recommends that the City Council adopt the Negative Declaration in accordance
with the California Environmental Quality Act.
Section 9. Ordinance No. 256 was adopted by the City Council on
November 13, 1995 requiring a Conditional Use Permit for transit authority uses in
the RA-S-2 Zone. With respect to the request for a Conditional Use Permit for
transit authority administrative uses and the storage parking only of up to 14 vans,
the Planning Commission finds:

The nroiect site is a large ±31,14 acre Parcel consisting of undulating hillsides and knolls covered by grasses, and
mature shrubs and trees, with some areas being heavily wooded. Currently. there are 12 one-story structures at the
site. They consist of 7 school buildings. I maintenance building. I warehouse building. 1 comnuter/office
eauinment repair building. 1 vehicle repair shoo, and 1 administration building. A long tree lined driveway off Crest
Road West outside the City of Rolling Hills' gates beginning at the westernmost Portion of the lot serves as the
accesswav to the Palos Verdes School District property.
The school district is requesting to extend and modify a Conditional Use Permit to Hermit portions of school district
nronertv used for a maintenance and warehouse facility at the Palos Verdes Peninsula Unified School District
property to be used by a joint powers transit agency for administrative uses and increase storage narking from 10
vans to un to 14 vans at the site. There will not be any increase in service. The site will continue to be used for the
Rancho Del Mar Continuation High School and the storage and maintenance of school district vehicles and
equipment.
Native brush grows on the steen slone at the rear of the lot. Trees and shrubs surround the existing facility at the
south. west and north. with native plants, grasses. shrubs. and trees beyond the facility area. Native birds and
animals freauent the area such as sparrows, crows. raccoons, possum. skunks. gophers and an occasional fox,

Verdes. One and two story residential housing in the City of Rancho Palos Verdes is located to the southwest.

The oronosed use will not require any development on the site. The only animal listed by the Federal Government
is the Palos Verdes Blue, a butterfly which had not been seen in the Rolling Hills area from 1986 to 1994. In 1994.
the Palos Verdes Blue was seen at the nearby San Pedro Fuel Depot Station. Several other animals do occur,
however, that are considered as candidates for protection by either the Federal Government or the State Government.
The California gnatcatcher. the Cactus wren. and the Coast horned lizard are targeted snecies being studied by the
State of California Denartment of Fish and Game. The impact of the proposed use of portions of a maintenance and
warehouse facility area of school district nronertv to be used by a ioint powers transit agency for administrative uses
and the storage parking only of up to 14 vans at the site is expected to be less than significant.

West, Rolling Hills, CA (±31.14 acre western portion of Lot 74-MS).
BACKGROUND
1. On October 17, 1995, the Planning Commission approved transit authority
limited uses in accordance with attached Resolution No. 95-16. The school
district is applying to extend the Conditional Use Permit because the previous
Conditional Use Permit required that the Planning Commission review this
case in March, 1996 and once again, prior to its expiration on June 30, 1996.
The only modification to the conditional use is the request to increase storage
parking from 10 vans to up to 14 vans at the school district property for
storage parking only. Otherwise, the extra vans would have to pay rental at
the Long Beachmaintenance facility. There will not be any increase in van
service.

Previously at the meeting on March 19, 1996, the Planning Commission
requested that the Transit Authority address the following concerns of the
Commission:
• Morning departure time of transit vans (earlier than originally
proposed and "down time" previous to first run);
• The running of vans on weekends; and
• Number of vehicles.
Staff duly notified property owners within a 1,000 foot radius of the property,
transit authority and school district representatives of this public hearing.
We requested that the school district give a report responding to residents'
concerns about the transit authority uses at the school district site. A letter
from Commissioner Arvel Witte is attached.
2. The project as conditioned permits portions of school district property used as
a maintenance and warehouse facility to be used by a joint powers transit
authority for limited administrative uses and the storage parking only of up
to 14 vans at the site. The site continues to be used for the storage and
maintenance of school district vehicles and equipment. The Conditional Use
Permit permits the Palos Verdes Peninsula Transit Authority to use 500
square feet of the northernmost portion of a 7,600 square foot warehouse for
limited administrative uses and 3,500 square feet of an existing asphalt paved
area of school district property for the storage parking only of 14 vans. There
are no transportation services behind the gates of the City of Rolling Hills and
the City is not spending any funds to support the transportation services.
Palos Verdes Peninsula Transit Authority and Palos Verdes Peninsula
School District representatives will be in attendance at the meeting.
3. The subject site is presently occupied by 7 school buildings, a maintenance
building, a warehouse building, a computer/office equipment repair building,
a vehicle repair shop, and an administration building. The site is located
within a one unit per 2-acre designation and is surrounded at the north and
west by one-story ranch style development with agricultural outbuildings.
The Mary & Joseph Retreat property and St. John Fisher Church property,
respectively, are located directly to the west of the school district property in
the City of Rancho Palos Verdes. One and two story residential housing in
the City of Rancho Palos Verdes is located to the southwest.
4. On February 26, 1963, a Conditional Use Permit was approved by the Planning
Commission for the following five structures to be constructed at the Palos
Verdes Peninsula Unified School District site: (1) administration building, (2)
education material and library facility building, (3) warehouse building, (4)
district maintenance building, and (5) an elementary school building, The

Conditional Use Permit expired on February 26, 1964 and no new buildings
were constructed.
5. On, June 5, 1964 a Conditional Use Permit was denied by the Planning
Commission to permit the construction of an (1) administration building, (2)
elementary school building, and (3) district maintenance building. The
Planning Commission found that the construction and location of the
proposed administration building, maintenance building and garage would
establish and permit a commercial use of the property that would consist of a
garage for the storage of approximately thirty-seven (37) diesel school buses, a
facility for repairing, maintaining and servicing the buses, a warehouse for
the storage of school supplies and a repair/workshop for the repair and
maintenance of school property, all of which uses will create noise, dirt and
confusion from 6 AM in the morning until approximately 5 PM in the
afternoon each day the facilities are in operation, and these uses would
constitute a nuisance and depreciate the value of all property adjoining the
school property and interfere with the enjoyment of the residential use of the
adjacent properties by the residents and owners. (At that time, it appears that
the maintenance of the school buses was the most objectionable issue).
6. Pursuant to the authority and criteria contained in the California
Environmental Quality Act (CEQA) and the CEQA Guidelines of the City of
Rolling Hills, Planning staff has analyzed the proposed request. After
reviewing the Initial Study and any applicable mitigating measures for the
project, staff has determined that this project will not have a significant effect
on the environment. Accordingly, a Negative Declaration has been prepared.
RECOMMENDATION
It is recommended that the Planning Commission review the current status of
Zoning Case No. 532A, the Negative Declaration and take public testimony.

THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES HEREBY
RESOLVE AS FOLLOWS:
Section L On August 7, 1995, applications were duly filed by the Palos Verdes
Peninsula Unified School District with respect to real property at the ±31.14 acre western
portion of Lot 72-RH, and currently, 38 Crest Road West, Rolling Hills, requesting (1) to
amend the Rolling Hills Zoning Ordinance to allow joint powers transit authority uses as
a conditionally permitted use in the RA-S-2 Zone; and (2) a Conditional Use Permit to
allow portions of school district property used as a maintenance and warehouse facility at
the Palos Verdes Peninsula Unified School District property to be used by a joint powers

Rolling Hills, CA (±31.14 acre western portion of Lot 74-MS).
Section 2. On February 26, 1963, a Conditional Use Permit was approved by the
Planning Commission for the following five structures to be constructed at the Palos
Verdes Peninsula Unified School District site: (1) administration building, (2) education
material and library facility building, (3) warehouse building, (4) district maintenance
building, and (5) an elementary school building, The Conditional Use Permit expired on
February 26, 1964 and no new buildings were constructed.
Section 3. On, June 5, 1964 a Conditional Use Permit was denied by the Planning
Commission to permit the construction of an (1) administration building, (2) elementary
school building, and (3) district maintenance building. The Planning Commission found
that the construction and location of the proposed administration building, maintenance
building and garage would establish and permit a commercial use of the property that
would consist of a garage for the storage of approximately thirty-seven (37) diesel school
buses, a facility for repairing, maintaining and servicing the buses, a warehouse for the
storage of school supplies and a repair/workshop for the repair and maintenance of school
property, all of which uses will create noise, dirt and confusion from 6 AM in the morning
until approximately 5 PM in the afternoon each day the facilities are in operation, and
these uses would constitute a nuisance and depreciate the value of all property adjoining
the school property and interfere with the enjoyment of the residential use of the adjacent
properties by the residents and owners.
Section 4. Applications were made for the subject project by the Palos Verdes
Peninsula Unified School District on August 7, 1995. On August 17, 1995, Planning staff
prepared an initial study for the project. The initial study found that the project would not
have a significant effect on the environment. A Negative Declaration was prepared and
was circulated to the applicant and other interested parties in accordance with State of
California CEQA Guidelines. The public notice of the Planning Commission's intent to

recommend approval of the Negative Declaration waspublishedon August 31, 1995.

Copies of the Negative Declaration were sent to adjacent cities and other government
agencies. No comments on the Negative Declaration were received.
Section! 5 The application applies to the ±31.14 acre western portion of Lot 72-RH.
The General Plan Land Use designation for this property is Very Low Density Residential
2+ Net Acres' per Dwelling Unit.
Section 6. The subject site is presently occupied by 7 school buildings, a
maintenance building, a warehouse building, a computer/office equipment repair
building, a vehicle repair shop, and an administration building. The zone designation for
the subject site is RA-S-2 and the zone designation on adjacent properties is RA-S-2.
Section 7. The project as proposed is to permit portions of school district property
used as a maintenance and warehouse facility to be used by a joint powers transit authority
for administrative uses and the storage parking only of 10 vans at the site. The site will
continue to be used for the storage and maintenance of school district vehicles and
equipment. The school district proposes to permit a joint powers transit authority to use
500 square feet of the northernmost portion of a 7,600 square foot warehouse for
administrative uses and 2,500 square feet of an existing asphalt paved area of school district
property for the storage parking only of 10 vans.
Section 8. The Planning Commission conducted a duly noticed public hearing to
consider the applications on September 19, 1995 and October 17, 1995. The applicants were
notified of the public hearing in writing by first class mail. Evidence was heard and
presented from all persons interested in affecting said proposal, from all persons protesting
the same, and from members of the City staff and the Planning Commission having
reviewed, analyzed and studied said proposal. Palos Verdes Peninsula Unified School
District representatives were in attendance at the hearing.
Section 9. The Planning Commission has reviewed the proposed Negative
Declaration and finds that it represents the independent judgment of the City and that it
was prepared in compliance with CEQA. Therefore, the Planning Commission finds that
the proposed project could not have a significant effect on the environment. Based upon
these findings, the Planning Commission hereby recommends that the City Council adopt
the Negative Declaration in accordance with the California Environmental Quality Act.
Section 10. On October 17, 1995, the Planning Commission adopted Resolution
No. 95-15 which recommended the adoption of an ordinance to authorize joint power
transit authority limited uses in the RA-S-2 Zone. The Conditional Use Permit requested
by the applicant is, therefore, dependent on the City Council's adoption of this ordinance.
Section 11. With respect to the request for a Conditional Use Permit for
administrative uses and the storage parking only of 10 vans by a joint powers transit
authority, the Planning Commission finds:
A. The granting of a Conditional Use Permit for administrative uses and the
storage parking only of 10 vans by a joint powers transit authority would be consistent

A. The g g rantin of a Conditional Use Permit for administrative uses and the
storage parking only of 10 vans by a joint powers transit authority would be consistent
with the purposes and objectives of the Zoning Ordinance and General Plan and will be
desirable for the public convenience and welfare because the use is consistent with similar
school district uses in the community and these uses will be located in an area of the
property where such use will be the least intrusive to surrounding properties. The transit
vans will not use Rolling Hills' roads, traffic will be decreased on the Palos Verdes
Peninsula, fuel consumption will be reduced on the Peninsula, and air quality of the
Peninsula will be preserved.
B. The nature, condition, and development of adjacent uses, buildings, and
structures have been considered, and the public transit authority administrative uses and
the storage parking only of 10 vans will not adversely affect or be materially detrimental to
these adjacent uses, buildings, or structures because the existing structures are sufficiently
screened and will not impact the view or privacy of surrounding neighbors.
C. The project is harmoniou's in scale and mass with the site, the natural terrain,
and surrounding residences because the public transit authority administrative uses and
the storage parking only of 10 vans will comply with the low profile residential
development pattern of the community and will be located on a ±31.14 acre parcel of
property that is adequate in size, shape and topography to accommodate such use.
D. The proposed conditional use complies with all applicable development
standards of the zone district because the public transit authority administrative uses and
the storage parking only of 10 vans will not require any development at the existing site.
E. The proposed conditional use is consistent with the portions of the Los
Angeles County Hazardous Waste Management Plan relating to siting and siting criteria
for hazardous waste facilities because the project, though listed on the current State of
California Hazardous Waste and Substances Sites List, will not require any development at
the site.
F. The proposed conditional use observes the spirit and intent of Title 17 of the
Zoning Code because the public transit authority administrative uses and the storage
parking only of 10 vans will not require any development at the site and access will be
outside the gates of the City.
Section 12. Based upon the foregoing findings, the Planning Commission
approves the request for a Conditional Use Permit in Zoning Case No. 532 to allow joint
powers transit authority limited administrative uses and the storage parking only of 10
vans at the Palos Verdes Peninsula Unified School District site, as shown on the
Development Plan dated August 8, 1995 and marked Exhibit A, subject to the conditions
specified in Section 13. The Conditional Use Permit approval shall not take effect until the
effective date of an ordinance adopted by the City Council authorizing joint powers transit
authority limited uses in the RA-S-2 Zone.
Section 13. The Planning Commission's approval of a Conditional Use Permit in
Zoning Case No. 532 to allow joint powers transit authority limited administrative uses

A. The Conditional Use Permit approval shall not take effect until the effective
date of an ordinance adopted by the City Council authorizing joint powers transit authority
limited uses in the RA-S-2 Zone.
B. The Conditional Use Permit shall expire on June 30, 1996 unless extended by
the Planning Commission prior to that date.
C. It is declared and made a condition of this Conditional Use Permit approval,
that if any conditions thereof are violated, this approval shall be suspended and the
privileges granted thereunder shall lapse; provided that the applicant has been given
written notice to cease such violation and has failed to do so for a period of thirty (30) days.
D. All requirements of the Buildings and Construction Ordinance, the Zoning
Ordinance, and of the zone in which the subject property is located must be complied with
unless otherwise set forth in the Permit, or shown otherwise on an approved plan.
E. The lot shall be maintained in substantial conformance with the site plan on
file dated August 8, 1995 and marked Exhibit A, except as otherwise provided in these
conditions.
F. Administrative office space shall be limited to 500 square feet of the 7,600
square foot warehouse building.
G. The 2,500 square foot storage parking only area at the western portion of the
property designated for 10 transit vans shall be striped and marked "For Van Storage
Parking Only."
H. The vehicles shall be parked in such a manner so as to prevent and prohibit
the backing up of vehicles.
I. Vehicular access to and from the school district property shall be from the
driveway at the northwest portion of the property outside the gates of the City of Rolling
Hills.
J. Speed limit signs shall be installed by the applicant on the internal driveway
of the site.
K. Maintenance of the 10 transit vans shall not take place at the school district
property but, at an off -site repair facility.
L. Landscaping shall be maintained to obscure the buildings and vehicles on the
site so that the structures, vehicles, driveway, and slopes are screened and obscured from
view at the northern property line with native drought -resistant vegetation that is
compatible with the surrounding vegetation of the community.
M. The applicant and other affected agencies shall coordinate a meeting or
meetings with area residents regarding their concerns (i.e., noise abatement, car pooling,

starting times, housekeeping on the site, etc.) prior to the March, 1996 Planning
Commission meeting.
N. At the March, 1996 Planning Commission meeting, the applicant shall submit
a report on the actions taken to decrease noises on the site, which may include
measurements, tests or other acoustical evaluation.
O. The applicant and City staff shall schedule a public hearing before the
Planning Commission at the Commission's March, 1996 meeting to hear a status report on
the uses approved by this application.
P. Any substantial modifications to the project which would constitute
additional development or significantly alter the use shall require the filing of a new
application for approval by the Planning Commission.
Q. The applicant shall execute an Affidavit of Acceptance of all conditions of this
Conditional Use Permit approval, or the approval shall not be effective.

Application has been filed with the City of Rolling Hills for approval of the project known as
Zoning Case No. 532A to be located at the approximately 32 acre western portion of Lot 74-MS
and currently 38 Crest Road West. Rolling Hills. CA and to be implemented by the Palos Verdes
Peninsula Unified School District.
The request is briefly described as:

finding, the Lead Authority prepared this NEGATIVE DECLARATION.

ENVIRONMENTAL SETTING

The project site is a large ±31.14 acre parcel consisting of undulating hillsides and knolls covered by grasses. and
mature shrubs and trees, with some areas being heavily wooded. Currently, there are 12 one-story structures at the
site. They consist of 7 school buildings. 1 maintenance building. 1 warehouse building. 1 computer/office
eauinment repair building. 1 vehicle repair shop, and 1 administration building, A long tree lined driveway off Crest
Road West outside the City of Rolling Hills' gates beginning at the westernmost portion of the lot serves as the
accesswav to the Palos Verdes School District property.,
The school district is reauesting to extend and modify a Conditional Use Permit to permit portions of school district
property used for a maintenance and warehouse facility at the Palos Verdes Peninsula Unified School District
property to be used by a joint powers transit agency for administrative uses and increase storage narking from 10
vans to up to 14 vans at the site. There will not be any increase in service. The site will continue to be used for the
Rancho Del Mar Continuation High School and the storage and maintenance of school district vehicles and
equipment.
Native brush grows on the steep slope at the rear of the lot. Trees and shrubs surround the existin .facility at the,
south. west and north. with native plants. grasses, shrubs. and trees beyond the facility area. Native birds and
animals frequent the area such as sparrows. crows. raccoons. possum. skunks. gophers and an occasional fox.
39. Describe the surrounding properties, including information on plants and animals and any cultural,
historical or scenic aspects. Indicate the type of land use (residential, commercial, etc.), intensity of land
use (one -family, guest house, office use, etc.) and scale of development (height, frontage, set -back, rear

The site is located within a one unit per 2-acre designation and is surrounded at the north and west by one-story ranch
style development with agricultural outbuildings. The Mary & Joseph Retreat nroner y and St. John Fisher Church
property. respectively, are located directly to the west of the school district property in the city of Rancho Palos
Verdes. One and two story residential housing in the City of.ancho Palos Verdes is located to the southwest.

leave and return approximately 2 times a day. The total number of vehicle trips are eauivalent to the total ADT of
up to 4 single family residences which average 10 ADT's per residence. Regionally. the ADT's of the transit agency
vans are shortened because it will not be necessary for the vans to travel from and to the Lone Beach maintenance
facility 4 times a day during "down" time. The impact on air quality in the City of Rolling Hills will be less than
ggnificant.

The proposed use will not require any development on the site. The only animal listed by the Federal Government
is the Palos Verdes Blue, a butterfly which had not been seen in the Rolling Hills area from 1986 to 1994. In 1994.
the Palos Verdes Blue was seen at the nearby San Pedro Fuel Depot Station. Several other animals do occur.
however. that are considered as candidates for protection by either the Federal Government or the State Government,.
The California enatcatcher. the Cactus wren. and the Coast horned lizard are targeted species being studied by the
State of California Department of Fish and Game. The impact of the proposed use of portions of a maintenance and
warehouse facility area of school district property to be used by a joint powers transit agency for administrative uses
and the storage narking only of up to 14 vans at the site is expected to be less than significant.

tins are eauivalent to the total ADT of 4 single family residences which average 10 ADT per residence. Access to
the school district site will be from outside the gates of the City of Rolling Hills. This is considered less than
