NOTICE IS HEREBY GIVEN, that the Planning Commission of the City of Rolling Hills will
hold a Public Hearing at 7:30 PM on Tuesday, May 21, 1996 and Tuesday, June 18, 1996, in the
Council Chambers of City Hall, 2 Portuguese Bend Road, Rolling Hills, CA for the purpose of
receiving public input regarding the following:

APPLICATION REQUIRED BY THE MUNICIPAL CODE: Section 17.16.040(B) - Conditional
Use As Primary Use.
Pursuant to the authority and criteria contained in the California Environmental Quality Act (CEQA)
and the CEQA Guidelines of the City of Rolling Hills, the Lead Authority has analyzed the
proposed requests. After reviewing the Initial Study and any applicable mitigating measures for
the project, staff has determined that this project will not have a significant effect on the
environment. Accordingly, a Negative Declaration has been prepared.
Consideration of this proposed Negative Declaration is in conjunction with the Commission's
review of the proposed project to determine whether the project conforms with the Zoning Code
and General Plan of the City of Rolling Hills. The Planning Commission will thereafter consider
whether to adopt the Negative Declaration at a subsequent meeting for which notice is also given.
Public comments will be received by the City of Rolling Hills on the Negative Declaration for this
project through May 30, 1996.
Any person is welcome to review the subject application and plans prior to the public hearing at the
City Hall Administration Building located at 2 Portuguese Bend Road, Rolling Hills, CA 90274

Application has been filed with the City of Rolling Hills for approval of the project known as
Zoning Case No. 532A to be located at the approximately 32 acre western portion of Lot 74-MS
and currently 38 Crest Road West. Rolling Hills. CA and to be implemented by the Palos Verdes
Peninsula Unified School District.
The request is briefly described as:

HAS BEEN DETERMINED THAT THE PROJECT WILL NOT HAVE A SIGNIFICANT

A period of at least 20 days from the date of publication of the notice of this NEGATIVE
DECLARATION will be provided to enable public review of the project specifications, the Initial

ENVIRONMENTAL SETTING
38. Describe the project site as it exists before the project, including information on topography, soil stability,

The Droiect site is a large ±31.14 acre parcel consisting of undulating hillsides and knolls covered by grasses. and
mature shrubs and trees. with some areas being heavily wooded. Currently . there are 12 one-story structures at the
site. They consist of 7 school buildings. 1 maintenance building. 1 warehouse building. 1 computer/office
equipment repair building. 1 vehicle repair shop. and 1 administration building. A long tree lined driveway off Crest
Road West outside the City of Rolling Hills' gates beginning at the westernmost portion of the lot serves as the
accesswav to the Palos Verdes School District property.
The school district is requesting to extend and modify a Conditional Use Permit to hermit portions of school district
property used for a maintenance and warehouse facility at the Palos Verdes Peninsula Unified School District
property to be used by a joint powers transit agency for administrative uses and increase storage narking from 10
vans to up to 14 vans at the site. There will not be any increase in service. The site will continue to be used for the
Rancho Del Mar Continuation High School and the storage and maintenance of school district vehicles and
equipment.
Native brush grows on the steep slope at the rear of the lot. Trees and shrubs surround the existing facility at the
south. west and north. with native plants. grasses. shrubs. and trees beyond the facility area. Native birds and
animals frequent the area such as sparrows. crows. raccoons. possum. skunks. gophers and an occasional fox.
39. Describe the surrounding properties, including information on plants and animals and any cultural,
historical or scenic aspects. Indicate the type of land use (residential, commercial, etc.), intensity of land
use (one -family, guest house, office use, etc.) and scale of development (height, frontage, set -back, rear
yard, etc.). Attach photographs of the vicinity. Snapshots or polaroid photos will be accepted.
The site is located within a one unit per 2-acre designation and is surrounded at the north and west by one-story ranch
style development with agricultural outbuildings. The Mary & Joseph Retreat property and St. John Fisher Church
property. respectively. are located directly to the west of the school district property in the City of Rancho Palos
Verdes. One and two story residential housing in the City of Rancho Palos Verdes is located to the southwest.

there will be approximately 40 average daily trips (ADT) by 10 of the 14 stored vans. Ten transit agency vans will
leave and return approximately 2 times a day. The total number of vehicle trios are equivalent to the total ADT of
up to 4 single family residences which average 10 ADT's ner residence. Regionally. the ADT's of the transit agency
vans are shortened because it will not be necessary for the vans to travel from and to the Long Beach maintenance
facility 4 times a dav during "down" time. The impact on air auality in the City of Rolling Hills will be less than
significant.

The nronosed use will not require anv development on the site. The only animal listed by the Federal Government
is the Palos Verdes Blue. a butterfly which had not been seen in the Rolling Hills area from 1986 to 1994. In 1994.
the Palos Verdes Blue was seen at the nearby San Pedro Fuel Depot Station. Several other animals do occur.
however. that are considered as candidates for protection by either the Federal Government or the State Government.
The California enatcatcher. the Cactus wren. and the Coast horned lizard are targeted species being studied by the
State of California Department of Fish and Game. The impact of the nronosed use of nortions of a maintenance and
warehouse facility area of school district property to be used by a ioint Dowers transit agency for administrative uses
and the storage narking only of un to 14 vans at the site is expected to be less than significant.

Sneed limit signs have been installed by the applicant on the internal driveway of the site.
Maintenance of the transit vans shall not take place at the school district property but. at an off -site repair facility.
Landscaping shall be maintained to obscure the buildings and vehicles on the site so that the structures. vehicles,
driveway. and slopes are screened and obscured from view at the northern nronerty line with native drought -resistant
vegetation that is compatible with the surrounding vegetation of the community.
