FINDINGS AND REPORT
The application of Dr. Albert Kaufman, Lots 56 and 57-SF,
Southfield Tract, for a Conditional Use Permit under Section 3.01,
Paragraph 3 (a) of Ordinance No. 170 for construction of a riding
ring came on for hearing on the 27th day of May, .1980 in the Council
Chambers of the Administration Building, 2 Portuguese Bend Road,
Rolling Hills, California, and the applicant, having submitted evidence
in support of the application, the Planning Commission, being advised,
now makes its Findings and Report as required by the Ordinances of the
City of Rolling Hills, California.
I.
The Commission finds that the applicant, Dr. Albert Kaufman,
is the owner of that certain real property described as Lots 56 and
57-SF, located at 55 Crest Road East. The Commission finds, further,
that notice of the public hearing in connection with said application
was given as required by Sections 8.06 and 8.07 of Ordinance No. 33
of the City of Rolling Hills, California, and that no comment, written
or verbal, was received in favor of or in opposition to the request.
The Commission further finds that subsequent to a field trip to the'.
site by members of the. Commission, Dr. Leonard Chessmore, owner of
Lot 58-SF located at 59 Crest Road East, telephoned to express his
concern about the fence around the proposed riding ring, which he
said would be in his view.
II.
The Commission finds that the applicant wishes to have a
riding ring built on his property for use by his family, and that the
plan submitted shows, in addition to the proposed riding ring, a future
stable and swimming pool, to be built in legal locations on the pro-
perty. The Commission finds that following the original submittal
the ring was re-evaluated, and was reduced in size, and that proposed
retaining walls were eliminated, and the site for the ring was moved

eight feet south to provide a greater separation from the Chessmore
property. The Commission finds that the request for a Conditional
Use Permit should be granted in order to preserve substantial property
rights in the same vicinity and zone, and that the granting of such
Conditional Use Permit would not be materially detrimental to the
public welfare, nor injurious to property in the same vicinity and
zone.
III.
From the foregoing it is concluded that a Conditional Use
Permit should be granted to Dr. Albert Kaufman for construction of a
riding ring on Lots 56 and 57-SF, subject to the following conditions:
That drainage be to the satisfaction of the City Engineer;
That sprinklers be installed to the satisfaction of the
Planning Commission, and that grass be planted and maintained
in the center of the ring;
That bonding be required for thelandscaping and sprinklers;
the bond for sprinklers to be released upon inspection and
approval of the sprinkler system, and the bond for landsca-
ping to be retained by the City for a period of 18 months
after planting to guarantee growth;
That the area not be used as a corral or for housing any
animals;
That the fence surrounding the ring be not less than 28 feet
from the northerly property line and 45 feet from the east-
erly property line;
That cut and fill be balanced;
That the proposed stable be re -located 20 25 feet westerly
of the location shown on Exhibit "B" and that a revised
Exhibit "B" showing the proposed re -location and footprint
of the proposed stable be submitted;
and it is, therefore, so ordered.
This approval shall expire one year from the date of grant,
if not acted on.
