As per my request, the Los Angeles County Building Inspector inspected the undergrounding of
the utility lines project on your property, as required by conditions of Zoning Case No. 652, and
released the power to the property, but left the building permit "open", (not finaled). This means
that we are deeming your project under construction and will not expire the approval of Zoning
Case No. 652 at this time.
However, the building permit cannot remain "open" forever. I asked the Building Department to
keep it open until February 1, 2006. Therefore. you will have to commence work on all or part of
the addition/renovation by that date or the approvals in Zoning Case No. 652 will expire.
As you know, the approvals in Zoning Case No. 652 would have expired on October 17, 2004
have you not commenced trenching for the undergrounding by that date. The second threshold for
expiration of your case should have been when the building permit for undergrounding was
"finaled", as there would have not been another open permit on the property.
Pursuant to the City Zoning Code, 1 do not have any further authority to prolong the life of you
approval. Therefore, I would appreciate your cooperation to commence the work by February 1,
2006, or I will have no other choice but to expire your case.
As I mentioned to you previously, if there is any part of the approval that you are sure you would
want to proceed with, you can submit plans to Building and Safety for plan check at any time.

Dear Yolanta:
1 spoke today with Kate Shlateman, Mr. & Mrs. Stringfellow's daughter. She apologized for
taking awhile to get back to me, but Spring Break and other considerations have set us all back.
She told me that flier parents are currently working with a lawyer on personal legal documents
which need to be notarized and that they will have the Edison easement documents notarized at
the same time.
Mrs. Shlateman fet that this would occur in early June. She told me she will let me know when
the Edison docs hiive been signed, notarized and mailed back to Edison. 1' will let you and my
contractor know a} soon as this happens so we can get the utility undergrounding issue
completed asap.

I called your home yesterday and spoke with a young lady who said she would give
you my messz.ge. After giving it some consideration, I also felt I should write you a
letter to let yc u know I would be happy to come by your house at your
convenience io discuss any of this.
As I'm sure was explained to you, I need to upgrade our electrical service at my
home at 63 C -est Road East. The City of Rolling Hills has requested that I attempt
to put as muc h of the electrical wiring underground as possible both on my
property and'3ff.
Naturally I wi [1 comply and put the wires underground on my property. RH would
prefer me to rut the electrical cables underground for the total distance: from the
pole to my house. Because the electrical pole is not on my property, I am not able
to fully comp! y with their wishes.
Unfortunately for us all, the pole from which the electrical for my house is located
is 15 feet ontc your property. In this case, there is no utility easement which would
allow Edison 1:o come on to your property without your permission. Rolling Hills
has requested that I ask your permission to do this.
As the City s been very cooperative with me, I would like to be as cooperative
with them as 1 can be. But, to be fair to us all, I do want you to know that this is
not a favor I am asking you, nor is it my understanding that would you be
compelled to 3o this by law. This is something RH would like to see happen, but it
is my understanding they can bring no force to bear on either of us should you
wish to refuse us all access. This is an agreement we may or may not make between
the two of us.
Thus, though I want to be a good citizen in RH and cooperate to my fullest ability, I
do not wish to put either of us in a position that is uncomfortable or perhaps even
litigious. Though I wish to oblige the City if I can, I have no desire to make
enemies of so neone I have lived next door to for more than 3 years, and whom I
hope to live next door to for many more!
My further ur:.derstanding is that the process goes like this (assuming you have no
further questi,Dns):
1 . You wish to decline for If this is the case, the City asked me to
request that y ou write a letter to Edison (I don't have the Edison contact at the
moment, but if you want to give me the letter I will make sure it will get to the
right person) denying permission to come on to your property or to underground

Edison will pass this on to the City of RH which will then put it in my file. This
will enable me to continue my project.

If this is the case, the City requires that 1 must ask you to do the following:
a. Provide Edison with a copy of the Grant Deed to your property.
b. Fill ou.: Edison's Easement permission form (I'm currently looking into how

c. Providh Edison with a letter stating that you are giving them permission to
come on to your property to perform their work.
Once Edison nd the City have these, it is my understanding that they can begin
work.
Of course in e ther case I would be happy to stop by your house to pick up or drop
off any of the:: e things and make sure they get to the proper parties so as to
minimize the 3ffort you would have to make.

This is to notify you that pursuant to the City requirements, Section 17.27.030 of the
Zoning Code, you must underground the utility lines servicing the existing stable, since
your plan calls for upgrade of the panel in that location.
Please contact the Edison Co., Roger Archer at 783-9396 for requirements to
underground from the pole, which is located off site.
As you know the approvals for Zoning Case No. 652 will expire on October 17, 2004,
unless work commences on or prior to that day.
Since you have to trench for the proposed undergrounding, such trenching on your
client's property, if started by October 15, 2004, will constitute commencement of work,
and we will not deem the approval voided.
However, a permit for electrical work and approved plans from the Edison Co. to
underground the utilities from the pole located off -site must be obtained by November
30, 2004, and work to commence immediately thereafter.

This letter is to inform you that it has been almost one year since the approval of
Zoning Case No. 652 by the Planning Commission. The approval will expire on
OCTOBER 17, 2003 unless grading and/or construction commences prior to that date.
You can extend the approvals for one year only if you apply to the Planning
Commission in writing to request an extension prior to the expiration date. In your
request indicate the reason for seeking the extension. The filing fee for the time
extension is $200 to be paid to the City of Rolling Hills.
The Planning Commission meets on the third Tuesday of each month. In order for your
request to be placed on the Planning Commission's agenda, it must be submitted to the

This letter shall serve to notify you that the Planning Commission adopted a resolution on
September 17, 2002, granting a request in the above mentioned case at an existing single
family residence at 63 Crest Road East, Rolling Hills, CA. That action accompanied by the
record of the proceedings before the Commission was reported to the City Council on
September 23, 2002. The City Council received and filed the report.
The Planning Commission's decision in this matter shall become effective thirty days after the
adoption of the resolution by the Commission, unless an appeal has been filed or the City
Council takes jurisdiction of the case within that thirty (30) day appeal period. (Section
17.54.010(B) of the Rolling Hills Municipal Code). Should there be an appeal, the Commission's

Dear property owners:
This letter shall serve to notify you that the Planning Commission voted at their regular meeting on
September 17, 2002 to adopt resolution to approve your request for Site Plan Review for new
construction that requires grading, Conditional Use Permit and Variances at an existing single family
residence in Zoning Case No. 652.
Staff prepared a resolution, which included conditions for the submittal of a landscaping plan for the
graded areas and a landscaping bond for the cost of the landscaping. The Commission, however,
adopted a resolution without those requirements. Other standard planting conditions are included.
Enclosed is a copy of the resolution as approved by the Planning Commission.
The approval shall become effective thirty days after the adoption of the Planning Commission's
resolution unless an appeal has been filed by you or other party, or the City Council takes jurisdiction of
the case within that thirty (30) day appeal period. (Section 17.54.010(B) of the Rolling Hills Municipal
Code). Should there be an appeal, the Commission's decision will be stayed until the Council completes
its proceedings in accordance with the provisions of the Municipal Code.
Appeal procedures are attached.
The action, accompanied by the record of the' proceedings before the Commission, is scheduled to be
placed as a report item on the City Council's agenda at the Council's regular meeting on Monday
September 23, 2002. You or your representative must be present to answer any questions the Council
may have.

2002 to direct staff to prepare a resolution to approve your request for a Site Plan Review, CUP and
Variances. The Planning Commission will review and consider the draft resolution, together with conditions of
approval, at an upcoming meeting and make its final decision on your application at that meeting.
The findings and conditions of approval of the draft resolution will be forwarded to you for your review before
the next Planning Commission meeting, and the signed resolution by the Planning Commission Chairman and
City Clerk will be mailed to you after the City Council meeting.

The Planning Commission will conduct a field inspection of your property to view a silhouette of the proposed
project on August 5. 2002 at 5:30 P.M. Your neighbors within 1000-foot radius of your property will be
notified of the field trip.
The site must be prepared according to the enclosed Silhouette Construction Guidelines and the following
requirements:
• A full-size silhouette in conformance with the attached guidelines
must be prepared for ALL STRUCTURES of the project showing
the footprints, roof ridges and bearing walls;
• Stake the limits of the proposed driveway, patios, terraces and
garage;
• Show the height of the finished floor of the proposed additions.
• Stake the retaining walls; and
• Stake the limit of the basement above finished grade.
The owner and/or representative should be present to answer any questions regarding the proposal. Please

After the field trip, the next regular meeting of the Planning Commission will take place on Tuesday,
August 20, 2002 at 7:30 PM at City Hall, at which time the Planning Commission will discuss their
