This means that we are deeming your project under construction and will not expire the approval of Zoning Case No. 652 at this time. However, the building permit cannot remain "open" forever. I asked the Building Department to keep it open until February 1, 2006. Therefore. you will have to commence work on all or part of the addition/renovation by that date or the approvals in Zoning Case No. 652 will expire. As you know, the approvals in Zoning Case No. 652 would have expired on October 17, 2004 have you not commenced trenching for the undergrounding by that date. The second threshold for expiration of your case should have been when the building permit for undergrounding was "finaled", as there would have not been another open permit on the property. Pursuant to the City Zoning Code, 1 do not have any further authority to prolong the life of you approval. Therefore, I would appreciate your cooperation to commence the work by February 1, 2006, or I will have no other choice but to expire your case. As I mentioned to you previously, if there is any part of the approval that you are sure you would want to proceed with, you can submit plans to Building and Safety for plan check at any time. She apologized for taking awhile to get back to me, but Spring Break and other considerations have set us all back. She told me that flier parents are currently working with a lawyer on personal legal documents which need to be notarized and that they will have the Edison easement documents notarized at the same time. Mrs. Shlateman fet that this would occur in early June. The City of Rolling Hills has requested that I attempt to put as muc h of the electrical wiring underground as possible both on my property and'3ff. Naturally I wi [1 comply and put the wires underground on my property. RH would prefer me to rut the electrical cables underground for the total distance: from the pole to my house. Because the electrical pole is not on my property, I am not able to fully comp! y with their wishes. Unfortunately for us all, the pole from which the electrical for my house is located is 15 feet ontc your property. In this case, there is no utility easement which would allow Edison 1:o come on to your property without your permission. Rolling Hills has requested that I ask your permission to do this. As the City s been very cooperative with me, I would like to be as cooperative with them as 1 can be. But, to be fair to us all, I do want you to know that this is not a favor I am asking you, nor is it my understanding that would you be compelled to 3o this by law. This is something RH would like to see happen, but it is my understanding they can bring no force to bear on either of us should you wish to refuse us all access. This is an agreement we may or may not make between the two of us. Thus, though I want to be a good citizen in RH and cooperate to my fullest ability, I do not wish to put either of us in a position that is uncomfortable or perhaps even litigious. Though I wish to oblige the City if I can, I have no desire to make enemies of so neone I have lived next door to for more than 3 years, and whom I hope to live next door to for many more! Dear property owners: This letter shall serve to notify you that the Planning Commission voted at their regular meeting on August 20, 2002 to direct staff to prepare a resolution to approve your request for a Site Plan Review, CUP and Variances. The Planning Commission will review and consider the draft resolution, together with conditions of approval, at an upcoming meeting and make its final decision on your application at that meeting. The findings and conditions of approval of the draft resolution will be forwarded to you for your review before the next Planning Commission meeting, and the signed resolution by the Planning Commission Chairman and City Clerk will be mailed to you after the City Council meeting. The decision shall become effective thirty days after the adoption of the Planning Commission's resolution unless an appeal has been filed or the City Council takes jurisdiction of the case within that thirty (30) day appeal period. Should there be an appeal, the Commission's decision will be stayed until the Council completes its proceedings in accordance with the provisions of the Municipal Code. Your neighbors within 1000-foot radius of your property will be notified of the field trip. The site must be prepared according to the enclosed Silhouette Construction Guidelines and the following requirements: • A full-size silhouette in conformance with the attached guidelines must be prepared for ALL STRUCTURES of the project showing the footprints, roof ridges and bearing walls; • Stake the limits of the proposed driveway, patios, terraces and garage; • Show the height of the finished floor of the proposed additions. • Stake the retaining walls; and • Stake the limit of the basement above finished grade.
