This letter shall serve to notify you that the Planning Commission adopted a resolution on
May 17, 2005, granting a request for a Site Plan Review to permit construction of a new
stable and a Variance to exceed the maximum permitted disturbed lot area. That action,
accompanied by the record of the proceedings before the Commission was reported to the
City Council on May 23, 2005.
The Planning Commission's decision in this matter shall become effective thirty days after
the adoption of the resolution by the Commission, unless an appeal has been filed or the
City Council takes jurisdiction of the case within that thirty (30) day appeal period.
If no appeals are filed within the thirty (30) day period after adoption of the Planning
Commission's resolution, the Planning Commission's action will become final and you will
be required to cause to be recorded an Affidavit of Acceptance Form together with the
subject resolution in the Office of the County Recorder before the Commission's action takes
effect.
I have enclosed a copy of RESOLUTION NO. 2005-1f specifying the conditions of approval
set forth by the Planning Commission and the approved Exhibit A Development Plan to
keep for your files. Please complete the enclosed AFFIDAVIT OF ACCEPTANCE FORM,
have the signature(s) notarized, and forward (or hand deliver for expeditious processing)
the completed form and a copy of the Resolution to:

Dear Mr. and Mrs. Dyer:
This letter shall serve to notify you that the Planning Commission voted at their regular
meeting on April 19, 2005 to direct staff to prepare a resolution to approve your request for a
Site Plan Review to permit construction of a new stable which requires grading, and
Variance request to exceed the maximum permitted disturbance of the lot, and to deny your
request to construct a swimming pool. The Planning Commission will review and consider
the draft resolution, together with conditions of approval, at an upcoming meeting and make
its final decision on your application at that subsequent meeting.
On 4/20/05 we met with you and your representative and after a discussion of your options
you expressed desire to have the stable approved as presented but not have the Planning
Commission adopt a Resolution denying the swimming pool, but rather to continue the case
so that you may submit a revised plan for the pool. We advised you that you could withdraw,
in writing, the request for a Variance for the pool and ask the Commission to continue the
case so that you could submit a revised location for the pool. After consultation with the
Assistant City Attorney, it was determined that you could submit a written request (a
minimum of two weeks before the May 17, 2005 Planning Commission meeting) to withdraw
the Site Plan Review and Variance application for the pool, and submit a NEW application
for the pool in a different location. Due to the requirements of the California Streamlining
Act, the Commission must act on this application at their May meeting, unless you withdraw
the request for one or both of the structures (stable and/or pool).
The Planning Commission is not obligated or bound by law to accept the withdrawal.
However, in anticipation that the Planning Commission accepts your withdrawal of the
Variance for the pool, staff will prepare a Resolution for the May 17, 2005 Planning
Commission meeting approving the stable only. A new public hearing will be held for the
Variance for locating the pool in the rear setback, if applied for.
The findings and conditions of approval of the draft resolution will be forwarded to you for
your review before the next Planning Commission meeting, and the signed resolution by the
Planning Commission Chairman and City Clerk will be mailed to you after the City Council
meeting.

Council's agenda at the Council's regular meeting on Monday, May 23, 2005.
Please inform me as soon as possible if you are planning to submit a new application for a
Variance to encroach with the pool into the rear setback so that I may begin to prepare the
applicable notices and reports. We will only charge you for a Variance ($1,250), and use the
previously submitted environmental documents and address labels for this new application.
The next Planning Commission meeting, after the 5/17/05 date will be on June 21, 2005.

This letter is to inform you that the Planning Commission continued your case to the April 19,
2005 meeting to allow you time to amend the proposal.
At the field trip and at the regular Planning Commission meeting the Commissioners expressed
concerns about the size of the area proposed to be disturbed, thus, eliminating the natural
terrain and knolls on the property (56% disturbance of the lot); the size of the pool in relationship
to its location, in the side yard, but yet exposed to both street frontages, and the amount of the
impervious surface surrounding ,the pool.
In addition, concerns were expressed regarding the drainage design.
Please submit revised plans, including cross sections, a minimum of ten days prior to the next
meeting, which will be held on April 19, 2005, to allow staff time to properly review the proposal
and place it on the agenda.

the proposed project on Tuesday. March 15. 2005 at 4:00 P.M.
The site must be prepared according to the enclosed Silhouette Construction Guidelines and the
following requirements:
A. A full-size silhouette in conformance with the
attached guidelines must be prepared for • ALL
STRUCTURES of the project showing the footprints,
and roof ridges;
B. Stake the buildable pad area for the stable and for
the pool;
C. Stake the side and rear setback lines in the area of

E. Show the limits (toe of the slope) of the graded area

Eastfield Drive, Rolling Hills, CA. (Lot 83-EF).
Dear Mr. and Mrs. Dyer:
The Planning Commission will conduct a field inspection of your property to view a silhouette of
the proposed project on Tuesday. October 19. 2004 at 5: 45 P.M.
The site must be prepared according to the enclosed Silhouette Construction Guidelines and the
following requirements:
A. A full-size silhouette in conformance with the
attached guidelines must be prepared for ALL
STRUCTURES of the project showing the footprints,
and roof ridges;
B. Stake the buildable Dad area for the stable and for
the pool;
C. Stake the side and rear setback lines in the area of
the proposed project;
D. Show the height of the finished floor of the proposed
stable.
E. Show the limits of the graded area for the proposed
pool.
The owner and/or representative must be present to answer any questions regarding the
proposal.
The Planning Commission will meet at 6:30 PM in the City Hall on the same day to further
consider your proposal.

SILHOUETTE CONSTRUCTION GUIDELINES
When required by the Planning Commission or City Council, a silhouette of
proposed construction should be erected for the week preceding the
designated Planning Commission or City Council meeting.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not
acceptable.
Bracing should be provided where possible.
Wire, twine or other suitable material should be used to delineate roof ridges
and eaves.
Small pieces of cloth or flags should be attached to the wire or twine to aid i n
the visualization of the proposed construction.
The application may be delayed if inaccurate or incomplete silhouettes are
constructed.
