Main buildings, accessory buildings, structures, tennis courts,
swimming pools,service yards (enclosed or unenclosed), stables, or an
area of not less than 200 square feet for the construction of a stable
(with vehicle access thereto) shall not cover more than twenty (20%)
percent of the net lot area; provided further that in addition to the
above described improvements, the areas included within driveways,
parking space, walks, patios, decks and asphalt or concrete paving of
any kind excepting roads maintained by the Rolling Hills Community
Association, shall not cover more than thirty-five (35%) percent of the
net lot area.
For the purposes of this Section "net area" shall exclude all
perimeter easements for a maximum of ten feet and that portion of the
lot or parcel of land which is used for roadway purposes, and shall also
exclude any private drive or driveway which provides ingress and egress
to any other lot or parcel of land, and access strip portion of any flag
lot.

20. The site is a 3.83 acre hillside with a canyon at the bottom, running in an
easterly direction; approximately one half of the way down there is an
existing level area. This is where the new house will be located. Near
the northerly corner there is an area adjacent to the new driveway that
will be level and finished in grasscrete, this will be used for offstreet
parking during times of entertaining.
In the area that will be used for the house etc. is an area of unsuitable
materials. It is imperative these materials be removed, reworked and
replaced, benching them into good firm subsoil materials. This work will
have to be undertaken prior to any construction that might take place on
the property regardless of its size,shape or placement.
The plants are common to the area, mostly grasses, some eucalyptus trees,
nothing rare or endangered.
Animals consist of gophers, skunks, racoons, hawks, sparrows, etc.
An old, small house exists on a flat area next to the cul de sac of
Outrider Road, this will be dismantled.
21.. The surrounding properties are strictly residential. The homes that are in
Rolling Hills are all in the 1 acre zone. For the most part, they are
separated by wide expanse from their neighbors, some are constructed near
the street and all are single story.Across the canyon from the subject
property is the City of Rancho Palos Verdes. The lots in this area are
much smaller and the homes are of the two story variety. The plants and
animals that are found in the surrounding neighborhood are the same as the
ones on the subject property and are considered common to the entire
peninsula.
22. b. In order to create area on which to place a house and its appurtenances,
it is necessary to undertake a certain amount of grading. This site has an
area of instability that requires the removal and recompaction of material
that is unsuitable for the construction of anything.
c. The above grading will result in a modest change to the topography
grading with ,the exception of the driveway, the overall shape remains
substantially the same.

17.16.011 Accessory uses and structures. The follow-
ing uses and structures are permitted in zone RA-S as
accessory to a legally established single-family dwelling:
A. Swimming pools, including outdoor spas, baths or

C. Barns and stables for the exclusive use of keeping

antenna or plumbing devices from solar panels shall be in-
stalled in compliance with applicable installation require-
ments,
6. A building, plumbing and/or electrical permit,
as applicable, shall be obtained prior to installation,
7. The installation shall not exceed a total over-
all height of fifteen feet from finished grade at total ex-
tension;

F. Noncommercial radio antennae, if the following
standards are met:
1. Noncommercial radio antennae shall not be lo-
cated in any required front yard or setback area and shall
be hidden or screened from view from surrounding properties
and any roadway easement in a manner acceptable to the Plan-
ning Commission, -
2. All installations shall be ground -mounted and
not affixed to a residential or permitted accessory struc-
ture, except as is deemed necessary to ensure stability.
Such installation shall be done to the satisfaction of the
City Manager,
3. No more than one noncommercial radio antenna
may be installed on any legal building site,
4. A residential structure, as defined in Section
17.08.130 of this title, must exist on the property,
5. All wiring and cables emanating from noncom-
mercial radio antennae shall be installed in compliance
with applicable installation requirements, or to the approval
of the City Manager,
6. A building or electrical permit, as applicable,
shall be obtained prior to installation,
7. The installation shall not exceed a total over-
all height of twenty-five feet from finished grade at total
retraction. Extendable (telescoping) antennae shall not
exceed fifty feet from finished grade at total extension,
8. Occupant of property must possess a valid radio
operator's license issued by the Federal Communications Com-
mission (FCC),
9. Installation shall be valid only during the
residence of a licensed radio operator, and shall be removed
upon transfer or change of ownership of the property;
G. The keeping of domestic animals, other than swine,
for noncommercial purposes;
H. Corrals or pens used for the outdoor keeping, hold-
ing or grazing of permitted domestic animals, provided that
no grading requiring a grading permit is performed, the
fencing is located not less than thirty-five feet from any
residential structure and not less than twenty-five feet
from any property line and the corral or pen is not located

17.16.012 Conditional use permit uses. The following
uses are permitted provided a conditional use permit has
been granted as provided in Chapter 17.32 and remains in
full force and effect:
A. Fire stations;
B. Schools, through grade eight, which offer instruc-
tion required to be taught in the public schools by the
Education Code of the State, but excluding trade or commer-
cial schools;
