This letter shall serve to notify you that the City Council at their regular meeting on
June 9, 2014 ratified the Planning Commission decision in your case.
Before the approval takes effect you are required to record an Affidavit of Acceptance
Form together with the subject Resolution in the Office of the County Recorder.
Please read the conditions of approval, as some may have to be met prior to issuance
of a grading and/or building permit. In addition, the conditions of approval must be
printed onto the cover sheet of the plans. Please make a copy of the resolution for
your files.

Please keep a copy of the plans with the conditions printed on the plans at the
construction site and assure that your architect, engineer, soils consultant and
contractor adhere to the conditions in the Resolution during the, construction process.
Any deviation from the approved plans and conditions of approval must be brought
to City's attention for review prior to it being implemented by your contractor.
In addition, the preparer of your plans for submission for a plan check will be
required to sign a form certifying that the plans were prepared per the City
approval. Before you obtain a grading or a building permit you will be required
to sign a certification stating that the project will be constructed according to the
approved plans.

853, (LOT 22-RH), AT 6 PORTUGUESE BEND ROAD, ROLLING HILLS,
CA. (CHANG). THE PROJECT HAS BEEN DETERMINED TO BE
CATEGORICALLY EXEMPT PURSUANT TO THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA).
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS

Section 1. Application was duly filed by Mr. and Mrs. Tsern-Shi Chang
with respect to real property located at 6 Portuguese Bend Road requesting a
Conditional Use Permit to construct a stable and corral, a Site Plan Review for
grading modification of 700 total cubic yards of dirt and a Variance to locate a short
planter wall in the front setback. The stable is proposed to be 450 square feet with a
550 square foot corral.
Section 2 This proposal is subject to the 2010 adopted stable ordinance,
which requires that all new stables over 200 square feet and corrals over 550 square
feet be reviewed under the Conditional Use Permit process.
Section 3. On July 8. 2013, after taking Case No. 830 under jurisdiction,
the City Council adopted Resolution No. 1148, upholding the Planning
Commission's decision of approval for a new 4,527 square foot residence with 1,077
square foot garage, 479 square foot covered porches, service yard and future stable.
The disturbed area of 39.9% for the stable and corral was included in the approval
for the house, however, with the subject modification, the disturbed area has been
reduced to 35.0%.
Section 4. The property is zoned RAS-1 and is located on the corner of
Portuguese Bend Road and Saddleback Road. Not including the roadway
easements, the lot is 1.20 acres. For development purposes the net lot area of the lot
is 41,704 square feet or 0.95 acres.
Section 5. The proposed stable and corral will be located to the south of
the residence with access by a 10' wide gravel or D.G. (decomposed granite)
pathway from Saddleback Road. The stable and corral will be located in the rear
setback, 25 feet from the rear property line, which is allowed for stables and corrals
only, and will be 48' from the residence.

ZONING CASE NO. 853 Request for a CUP & Variance
Mr. and Mrs. Tsern-Shi Chang:
This letter shall serve to notify you that the Planning Commission at their regular
meeting on May 20, 2014, unanimously adopted a Resolution, with conditions, granting
your request in Zoning Case No. 853. That action, accompanied by the record of the
proceedings before the Commission will be reported to the City Council on Monday,
Tune 9 2014, at their regular meeting beginning at 7:30 PM. You or your representative
should be present to answer any questions the Council may have.
Please submit additional 5 sets of plans (folded) for the City Council by June 3.
The Planning Commission's decision in this matter shall become effective thirty days
after the adoption of the resolution by the Commission, unless an appeal has been filed
within those thirty days. However, the City Council could take jurisdiction of the case
within 45 days s of Planning Commission's decision, (Section 17.54.010B & 17.54.015B) of
the Rolling Hills Municipal Code). Should there be an appeal, the Commission's
decision will be stayed until the Council completes its proceedings in accordance with
the provisions of the Municipal Code.
If no appeals are filed, as stated above, after adoption of the Planning Commission's
resolution, the Planning Commission's action will become final and you will be required
to cause to be recorded an Affidavit of Acceptance Form together with the subject
resolution in the Office of the County Recorder before the Commission's action takes
effect.
A copy of the staff report to the City Council will be forwarded to you on Friday, June 13
2014. Following the City Council's action, I will mail you instructions for recordation of
the Affidavit Of Acceptance Form and the Resolution, unless there is an appeal or the
Council takes this case under jurisdiction.

ZONING CASE NO. 853 Request for a Site Plan Review, CUP & Variance
Mr. and Mrs. Tsern-Shi Chang:
The Planning Commission voted at their meeting on April 15, 2014 to direct staff to
prepare a resolution to approve your request in Zoning Case No. 853 and shall be
confirmed in a draft resolution that is being prepared. The Planning Commission will
review and consider the draft resolution, together with conditions of approval, at an
upcoming meeting on May 20, 2014 and make its final decision on your application at
that meeting.
The findings and conditions of approval of the draft resolution together with the staff
report will be forwarded to you before the next Planning Commission meeting.
The Planning Commission's decision shall become effective thirty days after the
adoption of the resolution unless an appeal has been filed or the City Council takes
jurisdiction of the case within that thirty (30) day appeal period. (Section 17.54.010(B) of
the Rolling Hills Municipal Code). You or any interested party may appeal Planning
Commission decision. Should there be an appeal, the Commission's decision will be
stayed until the Council completes its proceedings in accordance with the provisions of

As stated above, the Planning Commission's action to review and approve the
development application by resolution is scheduled for Tuesday, Mav 20, 2014 starting
at 6:30 p.m. That action, accompanied by the record of the proceedings before the
Commission, is tentatively scheduled to be placed as a report item on the City Council's
agenda at the Council's regular meeting on Monday, June 9, 2014.

Dear Mr. & Mrs. Chang,
At its meeting of March 27, 2014, the Traffic Commission supported your request for
a new driveway apron on Saddleback Road for access to a proposed stable subject to
the following conditions:
1. Rolling Hills Community Association review and approval is required.
2. The new driveway apron shall be in compliance with the submitted plan.
3. The first 20 feet of the driveway apron shall have a maximum slope of 7%.
4. The driveway apron shall be roughened.
5. The accessway to the stable shall be a minimum 10 ft. in width.
The City Council will consider the matter in conjunction with the Planning
Commission's action relative to the proposed stable. You will be informed of that
date after the Planning Commission takes action. Please maintain the staking of the
proposed driveway until after the City Council considers the matter.

The Planning Commission will convene a public hearing in your case at a field trip to view a
silhouette of the proposed project. Such field trip has been scheduled for Tuesday, April 15,
2014 at approximately 9:45 A.M. Your neighbors will also be notified of the meeting.
The owner and/or representative must be present to answer any questions the
Commissioners may have regarding the proposal.
The project shall be staked pursuant to the enclosed guidelines and the following:
• A full-size silhouette in conformance with the
attached guidelines must be prepared for the stable
showing the footprint, roof ridge, entryway, porch;
• Stake the property lines and easements in the
vicinity of the area of grading and construction
• Stake the setback lines in areas of encroachments
• Show the height of the finished floor of the
proposed structure and walls;
• Stake the corral area.
After the field trip, the next regular meeting of the Planning Commission will take place on
Wednesday, Aorily 15, 2014, at 6:30 PM at City Hall, at which time the Commission will further
discuss and deliberate your proposal.

SILHOUETTE CONSTRUCTION GUIDELINES
A silhouette of proposed construction must be erected the week preceding the designated
Planning Commission or City Council meeting / field trip.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not acceptable.
Bracing should be provided.
Lumber, wire or other suitable material should be used to delineate roof ridges and eaves.
Flags in close proximity to each other must be attached to the wire or twine to aid in the
visualization of the proposed construction.
Property lines, setback lines and easement lines must be staked along the areas of construction.
2 1/2 - 3' high wooden stakes must be used to delineate the lines. Such stakes must be flagged
and marked on their sides:
• Property line ( red or pink flag)
• Setback line (green flag)
• Easement line (yellow flag)
and remain in the ground throughout the entire review and approval process as well as during
the entire construction process, when required by the Commission.
The application may be delayed if inaccurate or incomplete silhouettes are constructed.
