SITE PLAN REVIEW CRITERIA
Site Plan Review criteria upon which the Planning Commission must
make an affirmative finding. Describe in detail the project's
conformance to the below criteria:
A. Is the project compatible with the General Plan, the zoning
ordinance and surrounding uses? Explain how it compares to sizes,
set -backs and other characteristics of neighboring houses.
The proposed single family residence complies with the General Plan and zoning

B. Does the project preserve and integrate into the site design,
to the maximum extent feasible, existing natural topographic features
of the lot including surrounding native vegetation, mature trees,
drainage courses, and land forms (such as hillsides and knolls)?
Explain how the project preserves and integrates existing natural
features.
This building has deliberately been located as far away from the street as possible,
in order to preserve and enhance as much of the existing terraine and vegetation
near the street as possible. Some natural terrain and vegetation must be sacrificed
in order to create the building pad.

C. Does the site development plan follow natural contours of the
site to minimize grading; extensive grading and recontouring of
existing terrain to maximize buildable area shall not be approved?
Graded slopes shall be rounded and contoured so as to blend with
existing terrain. Grading shall not modify existing drainage or
re -direct drainage flow unless into an existing drainage courses.
Explain the nature and extent of the impact of grading and proposed
minimization measures.
The proposed building pad will constitute only about 15% of the lot area. Drainage
is being directed to established drainage courses to the east and west sides of the
Property.
D. Does the site development plan preserve surrounding native
vegetation and supplement it with landscaping that is compatible with
and enhances the rural character of the community? Landscaping
should provide a buffer and transition zone between private and
public areas. Explain how the project preserves native vegetation,
integrates landscaping and creates buffers.
The combination of the large setback and the preservation of native contours and
vegetation will buffer this residence from the street. Landscape plans for
this property will integrate existing vegetation wherever possible.
E. Does the site development plan substantially preserve the
natural and undeveloped state of the lot by minimizing building
coverage? Lot coverage requirements shall be regarded as maximums
and the actual amount of lot coverage permitted should depend upon
the existing buildable area of the lot. Explain how the lot coverage
proposed compares with lot coverage square footage and percentages on
neighboring lots.
The proposed lot coverage is significantly below the allowable limits: 12.2%
for structures and 22.7% total coverage.
F. Is the site development plan harmonious in scale and mass with
the site, the natural terrain and surrounding residences? Setbacks
shall be regarded as minimums and more restrictive setbacks shall be
imposed where necessary to assure proportionality and openness.
Explain how the proposed project setbacks compare with the existing
setbacks of neighboring properties.

Vehicular circulation is of paramount importance to this plan due to the remote
siting of the house. Circulation will be divided into service and residents
(access road). and guests (quest parking and turnaround). This plan encourages
off street parking.
H. Does the site development plan conform with the requirements of
the California Environmental Quality Act? Explain how the project
impacts the environment, e.g., significant impact, proposed
mitigation measures.

SUPPLIMENTAL INFORMATION SHEET
20. SITE DESCRIPTION - The property is located on the west side of Buggy Whip
drive in the City of Rolling Hills, CA. It is
irregularly shaped with a street frontage of approximately
374 feet and a maximum depth along the south of the
property line of approximately 750 feet.
Geographically, the site is situated on the north facing
side of a small ridge which is off a large northwest-
southweast trending ridge near the crest of the Palos
Verdes Hills. Locally, the lot has natural slopes varying
from 12 to approximately 34 degrees descending to the
north. Small drainage swales enter the property in the
central portion of the east half and along the west property
line. Drainage of surface water is by sheet flow generally
toward the existing swales. No indication of significant
erosion of surface water was observed.
There are no buildings on the property; however, there are a
small concrete slab and adjacent retaining wall and several
wood fences on the property. Several dirt roads have been
graded onto the lot. Vegetation consisted of many moderate
to large trees of many varieties, shrubs and plants and
a generally moderate ground cover of wild grasses and weeds.
Existing animals include common local varieties such as
skunks, opossum,and raccoons.
The site enjoys spectactular vistas of the Los Angeles
basin ( see attached photographs)
21. SURROUNDING PROPERTIES - The properties surrounding the project site are all
single family residences. In general, the surrounding
properties are similar to the project site with respect
to topography, plants and animals. All the properties
including the project site ar extremely low density single
family residential sites. Most enjoy spectacular vistas of
the L.A. Basin.
