17.32.090.of;:.the .Rolling Hills Municipal Code, that a Variance of
Maximum Fill Slope permitted on Lot 57-8-2-MS, located at 1 Cabal-
leros:;Road was approved by the Rolling Hills Planning Commission at
a regular meeting on October 16, 1984.. A formal report of the Plan-
ning Commission as required by Section 17.32.086 of the Municipal
Code is contained within the minutes of the proceedingsbefore the
Commission.
The City (Xouncil':of the .'City of Rolling Hills reviewed the
action of the Planning Commission on :Tuesday, November 13'•1984,
pursuant to Section 17.32.140of the Municipal Code. Since no.
action 'was 'taken by the Council regarding the Variance, the decision
of the Planning Commission has been ratified by the City Council.
The project, as outlined on a plan submitted for Zoning Case No. 303
is approved.,

SUBJECT: PROPOSED FILL SLOPE
LOT 2, TRACT 37810

Dear Mr. & Mrs. Haralambos:
This letter is to discuss the proposed'fill slope at the
referenced site.
The proposed grading is shown on a Plan, dated August 23,
1984, by. George Sweeney A.I.A. Architect.
This facility previously conducted a geotechnical
investigationof the subject site, and the following
report was issued:
"Geotechnical Investigation, Proposed .Lot Split and
Single Family Residence, Tentative Tract No. 37810,
Lot 2, 38 Crest Road East, Rolling Hills,
California," for Mr. Manny David (Project Ref.
1811(a)-92), dated February 8, 1980.
As shown on the Grading Plan, a fill slope will be placed
easterly and below the house pad. It will be constructed
to 2:1 (horizontal to vertical) steep and about 65 feet
high. A drainage terrace will be placed at about mid -
height of the slope.

Our calculations have shown that if this fill slope is
made up of fill soils with the following shear strength,
or equivalent, it should have an adequate factor -of -
safety of 1.50.
Cohesion = 300 psf
Angle of Internal Friction = 26°
Our laboratory tests have shown that the on -site soils,
when compacted to 93% relative compaction, should exhibit
the above required shear strength.
Grading specifications for the construction of this fill
slope will be included in a detailed geotechnical report.
It is our opinion that, with proper drainage and
compaction, the proposed fill slope should render a safe
site for the proposed construction. It should be noted
that the existing relatively steep side canyon slopes
will be supported by this fill slope which further
improves the stability of the site.
