This letter shall serve to notify you that the City Council at their regular meeting
on September 27, 2004, received and filed the Planning Commission's resolution
granting your request in Zoning Case No. 690.
The decision shall become effective thirty days after the adoption of the
resolution by the Planning Commission, unless an appeal has been filed within
that thirty (301 day appeal period. (Section 17.54.010(B) of the Rolling Hills
Municipal Code). Should there be an appeal, the Commission's decision will be
stayed until the Council completes its proceedings in accordance with the
provisions of the Municipal Code. Before this case takes effect you are required
to cause to be recorded an Affidavit of Acceptance Form together with the
subject resolution in the Office of the County Recorder.
I have enclosed a copy of RESOLUTION NO. 2004-21, specifying the conditions
of approval set forth by the Planning Commission, which needs to be recorded,
and the approved Development Plan to keep for your files. Please complete the

your proposal.
At the meeting, the Commission expressed concerns about the size of the addition, the location
of the addition in an area that requires large quantity of fill and the enlargement of the existing
building pad. Commissioner DeRoy was also concerned with the resulting slope, after the
addition/fill is completed.
Please submit a revised plan and appropriate application and calculation forms for my review no
later than Monday, August 2, 2004.

Dear Mr. and Mrs. Mabry:
The Planning Commission reviewed your proposal at their June 15, 2004 meeting and made
several suggestions, which I would recommend that you address prior to the field trip and
submit revised site plans:
1. Show/mark the horse trail by its name on the plans
2. Show /indicate the size of the underground drainpipes and the energy dissipater
and its distance from the trail. The water cannot drain onto the trail.
3. Show access to the future stable.
The Commission also expressed concern over the proposed coverage on the building pad.
The Planning Commission scheduled a field trip to your property to view a silhouette of
the proposed project on July 13. 2004.
The Planning Commission will visit two other properties before visiting your project.
Although the public hearing will start at 5:30 p.m. on that day, it is anticipated that
the Commission will not arrive at your property before 6:00 p.m.
The owner and/or representative must be present to answer any questions regarding the
proposal.
The site must be prepared according to the enclosed Silhouette Construction Guidelines
and the following requirements:
A. A full-size silhouette in conformance with the
attached guidelines must be prepared for ALL
STRUCTURES of the project showing the footprints
and roof ridges indicating heights;

B. Stake the front property line and setback line in
the area of the proposed addition;.
C. Show the height of the finished floor of the
proposed addition;
D. Indicate (i.e. with a ribbon), which trees, shrubs
and other vegetation will be removed as a result
of this project;
E. Delineate theextent of the proposed graded area,
where the import of soil is necessary;
F. Delineate all patio areas, covered porches,
entryways, trellises and all other proposed
structures, includina the future stable and corral.
Your neighbors within 1000-foot radius will be notified of this field trip.
The next Planning Commission meeting after the field trip will be on July 20, 2004.

SILHOUETTE CONSTRUCTION GUIDELINES
When required by the Planning Commission or City Council, a silhouette of
proposed construction should be erected for the week preceding the
designated Planning Commission or City Council meeting.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not
acceptable.
Bracing should be provided where possible.
Wire, twine or other suitable material should be used to delineate roof ridges
and eaves.
Small pieces of cloth or flags should be attached to the wire or twine to aid in
the visualization of the proposed construction.
The application may be delayed if inaccurate or incomplete silhouettes are
constructed.
