418, Construct corral which require, Staff Reports** STAFF REPORT DATE: June 11, 1990 TO: PLANNING COMMISSION FROM: STAFF SUBJECT: ZONING CASE NO. 418; Request for a Conditional Use Permit for a corral requiring a grading permit; 26 Caballeros Road, Lot 11-SK; Owner: Linda Cigliano DISCUSSION The Planning Commission, at their regular meeting of May 15, 1990, continued the above -stated application to an adjourned meeting so as to conduct a field inspection of the site and surrounding properties. At the field inspection, it was noted that the existing corral area will be expanded an additional 3,360 square feet and 525 CY of cut/fill is proposed. Issues to be addressed from the previous meetings are as follows: 1. Land use compatibility of the proposed corral expansion 2. Modifications to the natural terrain 3. Alteration of on -site and perimeter drainage courses 4. Landscaping RECOMMENDATION Staff recommends that the Planning Commission closely examine the proposal for land use compatibility, and evaluate potential impacts to the site and surrounding properties. Before a conditional use permit may be granted, the Commission must determine if the required showing is present in that granting of the conditional use permit would be consistent with the purposes and objectives of the Zoning Ordinance and General Plan, and would be desirable to the public convenience and welfare. zc418#4 • • STAFF REPORT DATE: May 7, 1990 TO: PLANNING COMMISSION FROM: STAFF SUBJECT: ZONING CASE NO. 418; Request for a Conditional Use Permit for a corral requiring a grading permit; 26 Caballleros Road, Lot 11-SK; Owner: Linda Cigliano DISCUSSION The City is receipt of a letter, dated May 3, 1990, from Mrs. Linda Cigliano, requesting that her application for Zoning Case No. 418 remain active for processing by the City. The Planning Commission will recall, at your meeting of February 20, 1990, the application was continued indefinitely so as to receive confirmation from the applicant regarding her wishes to further process the matter. A field site review of the subject property and surrounding lots was conducted prior to the last meeting on the matter. Issues raised at the last meeting included land use compatibility of the proposed 3,360 square foot expansion of the corral and grading impacts associated with the proposed 525 CY cut/fill earth movement. An approximate six foot high retaining wall structure is also proposed to lineate the corral. The Commission must address those impacts as they pertain to modifications of the natural terrain, alteration of on -site and perimeter drainage courses, and landscaping. RECOMMENDATION Staff .recommends that the Planning Commission closely examine the proposal for land use compatibility, and evaluate potential impacts to the site and surrounding properties. Before a conditional use permit may be granted, the Commission must determine if the required showing is present in that granting of the conditional use permit would be consistent with the purposes and objectives of the zoning ordinance, and would be desirable to the public convenience and welfare.
