This is to confirm that we have removed all encroachments on to our neighbor Mike
Ziegler's property in constructing railroad tie retaining walls to fix up the existing horse access
between our stables and the easement trail to the south of our stables. I have shown the
surveyors marks to Mike, to confirm this, before his children destroyed those marks. He has
agreed that no encroachments are on his property. Of course, you also have inspected the area,
with the remaining marks which were sufficient to show you the location of the property line
outside of our path walls.
This will also confirm that we will be landscaping and irrigating the areas of our
property where we removed overgrown brush, dead pine trees and stumps, and poison oak as
recommended by the Fire Department last spring, and to provide horse access and use of our
property. We are planning to use wild flowering plum trees, with wild strawberry as ground
cover, and not vinca, which you indicated should be acceptable. I have also obtained your list of
recommended plants earlier this week. Although I have not had a chance to read it completely,
we are certainly interested in cooperating and using your recommendations for fire protection
and drought resistance. We will not be using pine trees, to reduce fire issues, nor ivy, to reduce
rat habitat. I plan to continue removing dead grasses and poison oak as they occur on my
property and will plant as necessary to prevent erosion.

SUBJECT: DILAPIDATED BARN AT 28 CABALLEROS (LOT 12-SK)
Dear Mr. and Mrs. Rodriguez:
We have been informed by the Los Angeles County Department of Building and
Safety that the building permit for a barn on your property taken out on December
11, 1991 was expired on Apri126, 1996.
On many occasions and following numerous complaints, the City, Senior Building
Engineering Building Inspector Mr. Raphael Bernal, and the Community
Association requested that you complete the barn to no avail. The barn is
incomplete and in disrepair. Neighbors are complaining that the barn is an
attractive nuisance.
The City has been very patient with you regarding this matter. Therefore, it is
incumbent upon you that within the next thirty days (bv Tune 1, 1996). that you
renew the permit and begin completion of the project or remove the offending barn.
If you do not bring your property into compliance within that time period, the City
will have no alternative but, to forward this case to the District Attorney.

SUBJECT: INCOMPLETE BARN AT 28 CABALLEROS
Spoke to Mr. Rod Rodriguez about complaints of neighbors because the barn that he
had been constructing is incomplete and in disrepair. Neighbors are complaining
that the barn is an attractive nuisance.
Mr. Rodriguez said that he had stopped work on the barn because he was not
permitted to put a septic tank above the barn by the Rolling Hills Community
Association. (He had planned to put a restroom on the second floor but, was denied
by the RHCA). We suggested that he speak with the Health Department about
locating the septic tank. He thought that was a great idea and said that he would be
doing that.
