Further, a visit to this lot will show conclusively that, because of their Immediate proximity, residents of this lot will naturally be a part of,the Chuckwagon-Bowie Rd. neighborhood. No direct communion between residents of this lot and residents of the RAS-2 zone is possible. From every practical standpoint, therefore, this lot must be considered as a part of the Eastfield community and it is our firm and considered opinion that the north boundary of the RAS-2 zone should be along the south boundary of our lot rather than along its north boundary. (2) As recorded in the minutes of the February 27, 1961 meeting of the Architectural Committee of the City :of Rolling Hills, that Committee concluded that there exists two building sites on said parcel.- • • (3) The Planning Commission of the 'City of Rolling Hills, at its meeting of July 18, 1961, conducted a public hearing relative to the petition of the undersigned for a variation from the zoning ordinance to change the zoning7'of•said parcel from•RAS2 to RAS Subsequent to.the public hearing, and at the same meeting the Planning Commission voted favorably 'to recommend to the City Council that the requested zoning variance be granted., (4) During the ensuing'four years since the above action was taken, the general tenor of opinion relative to' subdivision of larger parcels of land has changed significaitly.- This change, in large part, has been occasioned by continueing reassessment activities on the part of the assessors office of the County of Los Angeles, which has resulted in excessive, and frightening increases in taxes on Rolling Hills property. As a specific example, in 1961 the taxes on subject parcel were increased 600%. In May of this year '(1965) the undersigned were informed by an assessors office representative :.that..the area,surrounding said parcel will be reassessed,•in 1966. If the rate of.increase is equivalent to the reassessments completed in 1965, the taxes on this parcel stand to be increased over.1000% in.5 years time. (5) As a result�of this changedtenor, and possible of greater significance to this petition, during these past four years, approvals by the City .Council of the City -of Rolling Hills and the Rolling Hills Communnity Ass'n. for numerous,.,,subdivisions• and/or,lot,,.splits, have...es.tablished._definite ..... - . precedents, for, actions of. this..nature.
