Project Description: Request for a Conditional Use Permit to construct a hard -surfaced area to
be used for recreational purposes.
Findings of Exemption (Attach Required Findings):
The Planning Commission finds that there is no evidence that a 3,096 square foot hard -surfaced
area to be used for recreational purposes will have an effect on endangered or threatened species of
plants and animals.
The Planning Commission finds that the construction of a 3,096 square foot hard -surfaced area to
be used for recreational purposes will not have an effect on wetlands and that water courses will not
be eliminated or converted.
The Planning Commission has determined that the proposed 3,096 square foot hard -surfaced area
to be used for recreational purposes will not have a significant adverse impact on the environment
and has adopted a Negative Declaration consistent with the provisions of the California Environmental
Quality Act (CEQA).
Certification:
I hereby certify that the lead agency has made the above findings of fact and that based upon the
initial study and hearing record the ordinance will not individually or cumulatively have an adverse

hard -surfaced areas used for recreational purposes.
Pursuant to the authority and criteria contained in the California Environmental
Quality Act (CEQA) and the CEQA Guidelines of the City of Rolling Hills, the Lead
Agency has analyzed the project and determined that the project will not have a
significant impact on the environment. Based on this finding, the Lead Agency
prepared this NEGATIVE DECLARATION.
Any person is welcome to review the subject application and plans prior to the
public hearing at the City Hall Administration Building located at 2 Portuguese Bend
Road, Rolling Hills, CA.
If you challenge the approval or denial of this permit application in court, you may
be limited to raising only those issues you or someone else raised at the public
hearing described in this notice, or in written correspondence delivered to the
