The grading and drainage improvements at 3 Meadowlark Lane in Rolling Hills were approved as a
single plan and permit; however the construction has taken place in three separate stages. The grading
and drainage for the main residence is completed and Bolton Engineering is satisfied with all of the
devices installed on said pad. Additionally, the installation of the jute mesh over the 2:1 manufactured
slopes will help to prevent any erosion until future slope planting can be completed.
However, there are remaining items still needing further work on the pool pad and stable pad. For the
pool pad the slope between the pool wall and stable is still being completed and then will require the
installation of the jute mesh for erosion purpose. There is also flat work being installed adjacent to the
pool which will require the drainage devices to be adjusted. As for the stable pad, there is a rubble wall
that needs to be constructed at the stable. The drainage devices have all been installed on these pads
but due to the outstanding issues Bolton Engineering cannot sign off on the Final Grading Certification.
Bolton Engineering takes no exception to the grading and drainage improvements at the main
residence; and will continue working closely with Greg Keenan to bring the final items into compliance.

June 10, 2013 received and filed your project.
Before this case takes effect you are required to record an Affidavit of Acceptance
Form together with the subject Resolution in the Office of the County Recorder.
Please familiarize yourself and your client with the conditions of approval, as some
may have to be met prior to issuance of a permit. In addition, the conditions of

THE PLANNING COMMISSION DOES HEREBY FIND, RESOLVE AND ORDER

Section 1. An application was duly filed by Mr. Gregory Keenan, on behalf of a
property owner, Lydia De LA Torre, with respect to real property located at 3
Meadowlark Lane (Lot 19-RH), Rolling Hills, CA requesting a Conditional Use Permit to
construct a 480 square foot stable with 120 square foot covered porch, 360 square foot loft
and 700 square foot corral, to be located in an area previously approved for a swimming
pool and where grading and disturbance for the swimming pool was approved. The pool
is proposed to be reduced from 410 square feet to 290 square feet and be re -located to the
upper level of the lot. Also proposed is a 96 square foot trellis near the pool and enlarged
basement. These additional projects on site are subject to administrative approval.
Section 2. The Planning Commission conducted duly noticed public hearings to
consider the application on March 19, 2013 and April 16, 2013 and at a field trip visit on
April 16, 2013. The applicants were notified of the public hearings in writing by first class
mail. Evidence was heard and presented from all persons interested in affecting said
proposal and from members of the City staff and the Planning Commission having
reviewed, analyzed and studied said proposal. The applicants' representatives were in
attendance at the hearings. Two neighbors were present at the field trip.
Section 3. The, property is zoned RAS-1 and the gross lot area is 1.56 acres,
(excluding roadway easement). The net lot area, as calculated for development purposes,
is 56,013 square feet (1.29 acres).
Section 4. Pursuant to City requirements, applicants for new development are
required to construct a stable and corral or set aside a minimum of 450 square foot stable
area with adjacent 550 square foot corral area for future construction. The previous
owners requested and were granted a Variance from this requirement. The approval of
the Variance in the 2010 application did not preclude someone else from submitting plans
for a stable and corral in the future.
Section 5. In April of 2010 the Planning Commission approved the construction
of a new 3,045 square foot residence with 410 square foot garage, 324 square feet of
attached porches, 410 square foot swimming pool, including spa, pool equipment area,
and service yard. A 2,250 square foot basement was also approved. Grading for this
project was approved at 2,314 cubic yards of cut and fill. The pool was to be located on a
lower pad, in the location where the stable and corral are currently proposed. The
applicants also received approval for Variances to waive the requirement to construct or
to set aside an area for a stable and corral and other miscellaneous variances were also
granted.
Currently the lot has been graded and the basement excavated and foundation poured.
Section 6. The Planning Commission finds that the project qualifies as Class 3
exemption from environmental review under the California Environmental Quality Act.
Section 7. Section 17.18 of the Rolling Hills Municipal Code permits approval
of a stable over 200 square feet and a corral over 550 square feet, provided the Planning

This letter is in follow up to the preliminary approval of your stable at 3 Meadowlark Lane,
specifically in regard to the proposed access to the stable. We understand that your property on
Meadowlark is challenging due to its size and topography and because of this, access to the
stable will be through the Association's easement on the north side of the property.
Using an easement on your property as access for your stable is acceptable but please keep in
mind that hardscape, concrete or vegetation is not permitted in an easement without the prior
approval from the Board of Directors. Please take this into consideration when allowing for
stable access. We highly recommend that you determine whether or not a rough concrete surface
will be needed to allow for a vehicle to access the stable prior to obtaining a building permit or
starting construction. We recommend this because hardscape in the easement is subject to
approval and you may be required to consider another means of stable access that does not
require a structure in an easement.

This letter shall serve to notify you that the Planning Commission voted at their
regular meeting on April 16, 2013 to direct staff to prepare a resolution to approve your
request, in Zoning Case No. 836 and shall be confirmed in the draft resolution that is
being prepared. The Planning Commission will review and consider the draft
resolution, together with conditions, at an upcoming meeting on May 21, 2013 and
make its final decision on your application at that meeting.
The Commission requested that you modify the lawn area near the pool and
maintain the tree by the property line. In addition staff is to research if a
bathrooms are allowed in the loft (Section 17.18.060).
The findings and conditions of approval of the draft resolution will be forwarded to
you for your review before the Planning Commissions meeting. Please review the
conditions and if you have any questions or concerns, you may bring them up at the
meeting or appeal them to the City Council.
The Planning Commission decision will become effective thirty days after the adoption
of the Planning Commission's resolution unless an appeal has been filed or • the City
Council takes jurisdiction of the case within that thirty (30) day appeal period. (Section
17.54.010(B) of the Rolling Hills Municipal Code). Should there be an appeal, the
Commission's decision will be stayed until the Council completes its proceedings in
accordance with the provisions of the Municipal Code.
As stated above, the Planning Commission's meeting to consider the resolution of
approval is scheduled for Tuesday, May 21 at 6:30 P.M. in the City Council Chambers.

Dear Mr. Keenan:
The Planning Commission scheduled to conduct a field inspection of your property to
view the proposed project on Tuesday, April 16, 2013 at about 8:30-8:45 am.
The owner and/or representative must be present to explain and answer questions
regarding the project. Your neighbors will be notified of this meeting.
The site shall be prepared according to the enclosed Silhouette Construction Guidelines
and the following requirements:
• A full-size silhouette showing the footprints, roof ridges and exterior walls of all
structures must be constructed;
• Stake the pool and any walls around the pool
• Stake the location of the rubble walls
• Stake the open porch in different color flags;
• Delineate in different color tape or chalk on the ground the side yard setback (20
ft from the side property line) in the area of the stable and the pool; delineate the
limits of the corral
• Delineate the property line and easement line in the area of the stable and pool
• Delineate the access to the stable/corral
After the field trip, the next regular meeting of the Planning Commission will take place
on Tuesday, April 16, at 6:30 PM at City Hall, at which time the Commission will further
discuss your project.

SILHOUETTE CONSTRUCTION GUIDELINES
A silhouette of proposed construction must be erected the week preceding the designated
Planning Commission or City Council meeting/field trip.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not acceptable.
Bracing should be provided.
Lumber, wire or other suitable material should be used to delineate roof ridges and eaves.
Flags in close proximity to each other must be attached to the wire or twine to aid in the
visualization of the proposed construction.
Property lines, setback lines and easement lines must be staked along the areas of
construction. 21/2 - 3' high wooden stakes must be used to delineate the lines. Such stakes must
be flagged and marked on their sides:
• Property line ( red or pink flag)
• Setback line (green flag)
• Easement line (yellow flag)
and remain in the ground throughout the entire review and approval process as well as
during the entire construction process, when required by the Commission.
The application may be delayed if inaccurate or incomplete silhouettes are constructed.
