It has been brought to my attention that certain individuals are once again hoping to gain
horse trail access across our private property as well as our neighbors, the Hadleys. I
would like to be notified of any City of Rolling Hills Board meetings/discussions
regarding our property as well as the easements and trails surrounding our property, so
that I may attend and voice our family's concerns and viewpoint. Also, if there has been
recent discussion at one of your Board meetings regarding these issues, I would
appreciate having that information. I have also written the RHCA about my concerns.

Councilmembers received and filed Resolution No. 95-7 entitled:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ROLLING HILLS APPROVING A REQUEST FOR A
CONDITIONAL USE PERMIT FOR THE CONSTRUCTION OF A
RIDING RING AND APPROVING A REQUEST FOR SITE PLAN
REVIEW FOR THE CONSTRUCTION OF A NEW STABLE AND
CORRAL THAT REQUIRES GRADING IN ZONING CASE NO. 525.
By this action, the City Council reaffirmed the previous action of the Planning
Commission that was taken on May 16, 1995 approving your project. Should you

Dear Craig:
To follow up our second telephone conversation regarding the easement adjoining #8
Upper Blackwater Canyon Road property (Ishak) and the above referenced property, it is
my understanding that the Ishak's need to request the RHCA to carry out the city's
condition of approval. You indicated that if there is no dedicated trail in this particular
easement, as determined by the Community Association, the re-establishment of this
easement per the approval conditions may not be carried out.
This easement, as you know, connects the discontinuous Blackwater Canyon Road and, as
the road is used by walkers and riders, the connecting easement needs to be open and
unobstructed for that reason, as well as fire and life -safety access.
By a copy of this letter, Lynn and Mike .Ishak will be notified that clearance of the
easement will be subject to the determination of the Community Association.

We have arranged for the Planning Commission to conduct a field inspection of
your property to view a silhouette of the proposed project on Wednesday, April 5,
1995.
The Planning Commission will meet at 6 PM at 12 Outrider Road and then proceed
to your project site. Do not expect the Planning Commission at 6 PM but, be assured
that the field trip will take place before 7:00 PM.
The site must be prepared with stakes and flags around the perimeter of the dressage
ring, around the limits of proposed areas to be graded, and a full-size silhouette of
ALL STRUCTURES of the project showing the roof ridges and bearing walls and in
accordance with the enclosed Silhouette Construction Guidelines. The owner
and/or representative should be present to. answer any questions regarding the
proposal.
