driveway and access to the stable, several retaining walls and grading of a total of 48,180
cubic yards of dirt in Zoning Case No. 902, at 23 Crest Road East, (Lot 132A-MS), Rolling
Hills, CA (Hynes). The project is exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15303, Class 3 exemption Guidelines.
Following the Planning Commission approval of the project, the City Council took it under
jurisdiction, whereas the project was reviewed "de novo"and the public notified. Following
several public hearings and applicant's revisionsto the project the City Council directed staff to
prepare a Resolution of approval for consideration at their January 23, 2017 meeting. Just prior to
the January 23, 2017 meeting members of the City Council and staff received additional
information from a neighbor regarding water run-off, which members of the City Council would
like to review and consider, necessitating re -opening of the public hearing.
Any person is welcome to review the subject application and plans prior to the public hearing at
the City Hall Administration Building located at 2 Portuguese Bend Road, Rolling Hills, CA. We
welcome your input. You may provide your comments in writing to the Planning Department
