area of the lot, to locate 5' high retaining walls in the front setback and to reconstruct the
garage with a non -compliant out of grade condition at 3 Eastfield Drive, (Lot 58-EF),
Rolling Hills, CA (Bennett).
The project has been determined to be categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) pursuant to Sections 15301.e and 15303 of
the CEQA Guidelines.
APPLICATIONS REQUIRED BY MUNICIPAL CODE: Chapter 17.38 - Variances;
Chapter 17.42 - Conditional Use Permits; Chapter 17.46 - Site Plan Review.
The Planning Commission held public hearings in this matter on December 15, 2015 and
January 19, 2016, including a field trip, at which time it was determined that a portion of
the garage would be out of grade and a terraced wall to screen the out of grade portion
of the garage was recommended. Both conditions require a Variance.
At the public hearing, the Planning Commission will also consider a Resolution to
approve the project.
Any person is welcome to review the subject application and plans prior to the public
hearing at the City Hall Administration Building located at 2 Portuguese Bend Road,
Rolling Hills. We welcome your input. You may provide your comments in writing to
the Planning Department prior to the hearing or come to the hearing and address the
