NATURE OF PROPOSED PROJECT
Describe in detail the nature of the proposed use and under what Section of the Zoning Ordinance the
conditional use is permitted in the zone.
The proposed addition seeks to enhance the usefulness and function of the
existing stable structure. The enclosure of the covered porch at the first
floor enlarges the stable area, increasing the opportunity for future equine
and storage uses.
The second floor is to be used as a Tack Room and the entire first floor, both
the original area and addition, will be used for the storage of general
household items as outlined in the Stable Ordinance 17.18. Allowing this
flexibility of use is essential to preserve the community asset of residential
stables and the rural character of Rolling Hills.

Will the proposed use be compatible with the uses in the surrounding area, and if so, why?
The proposed addition and use is similar to the uses of stable structures both
in the area and throughout the City of Rolling Hills. The proposed use for
the storage of household items is compatible with the intent of the Stable
Ordinance 17.18.060.
Will the grant of this Conditional Use Permit be consistent with and in furtherance of the public health safety and
general welfare?
The granting of this CUP will increase public safety as it will promote the
improvement of stables in the City of Rolling Hills. The original structure
was a fire hazard with a wood shingle roof, dilapidated wood siding and
outdated electrical wiring. The renovations removed the hazardous aspects
of the original structure enhancing public safety. Legalization of both the
use and addition will promote the goal of maintaining stables in the City of
Rolling Hills and encourage residents to follow proper procedures.

The proposed addition seeks to enhance the usefulness and function of the
pre-existing stable. The second floor is to be used as a Tack Room and the
entire first floor, both the original area and addition, will be used for the
storage of general household items as outlined in Ordinance 17.18.
The following aspects of the project require a variance. The proposed
project is an addition to a legal non -conforming structure. The proposed
addition also falls within a sideyard setback. The access to the Tack Room
is from the existing Driveway and thus is entirely paved.

Criteria to be satisfied for grant of Variance
Such change is based upon the following described exceptional or extraordinary circumstances
or conditions that do not apply generally to other property in the same vicinity and zone.
The shape of lot is irregular with a triangular portion at its south side. The
slope of portions of the lot are extreme further limiting buildable area. The
stable is a legal pre-existing structure, which is in a setback.
Such change will not be materially detrimental to the public welfare nor injurious to the
property or improvements in such vicinity and zone where property is located because
No neighbor will be adversely affected by the addition. The stable structure
is to be used similarly to other stables in the city.
The additions and continued maintenance of the structure enhances public
safety by removing fire hazards and allowing the owner to obtain permits
and complete building department inspections.
