The proposed project is to construct a six -horse stable which will serve equestrian and
agricultural uses, plus a riding ring (175' X 55') and a round ring (60' diameter).
A variance is required because the riding ring and round ring will increase the disturbed
area on the lot by 17,600 sq. ft. (8.7% of the net lot area of 203,160 sq. ft). Current
disturbed area is 85,000 sq. ft, or 41.8% of this 203,160 sq. ft. property. Current
disturbed area exceeds the 40% limit.

Criteria to be satisfied for grant of Variance
Such change is based upon the following described exceptional or extraordinary circumstances
or conditions that do not apply generally to other property in the same vicinity and zone.
This property was developed prior to the 40% limitation on disturbed area. We calculate
that the residence, previous stable and corral, the tennis court and the driveway/motor
court disturbed 85,000 sq. ft. or 41.8% of this 203,160 sq. ft. lot, thereby creating an
existing/non-conforming condition that does not generally apply to other properties in the
vicinity.

Such change will not be materially detrimental to the public welfare nor injurious to the
property or improvements in such vicinity and zone where property is located because
Granting a variance to disturb an additional 17,600 sq. ft. (8.7%) will allow the logical
development of the riding ring and round ring, both of :• • will be located in an

in an area that was previously graded, thereby not increasing the disturbed area). Grading
to create the riding and round rings will be balanced cut and fill, and the average depth of

Proposed setbacks exceed the minimum allowable setbacks substantially, thereby
insuring that property and/or improvements in the vicinity will not be affected. The
equestrian and agricultural uses of the stable are consistent with Rolling Hills zoning and
general plan, thereby insuring that there will be no materially detrimental impact on the
public welfare.

The proposed stable will be compatible with the surrounding properties, all of which are
zoned for equestrian uses. Equestrian activity is part of the fabric of life in Rolling Hills.
Will the grant of this Conditional Use Permit be consistent with and in,furtherance of the public health safety and
general welfare?
The granting of this Conditional Use Permit Application will be consistent with and in
furtherance of the public health, safety and general welfare because it will allow the
construction and use of a horsekeeping facility that complies with applicable codes and
ordinances which protect public health, safety and general welfare.

SITE PLAN REVIEW CRITERIA
Site plan review criteria upon which the Planning Commission must make an affirmative finding.
Describe in detail the project's conformance with the criteria below:
A. Is the project compatible with the General Plan, the Zoning Ordinance and surrounding arcs? Explain how it
compares to the sizes, setbacks and other characteristics of neighboring houses.
The proposed stable, which will serve equestrian and agricultural uses, is consistent with
the General Plan of the City of Rolling Hills. The proposed size is compatible with the
scale of this large property. The proposed rear setback exceeds the minimum for stables.
B. How does the project preserve and integrate into the site design, to the inaxilnum extent feasible, existing natural
topographic features of the lot including surrounding native vegetation, mature trees, drainage courses, and land
forms (such as hillsides and knolls)? Explain how the project preserves and integrates existing natural features.

The design of the proposed stable is consistent with the architectural design of the
residence. The board-and-batt treatment is typical of Rolling Hills architecture. The
stable will be located where a smaller stable previously existed. Grading is proposed to
level the area of the stable and the riding and round rings.
How does the site development plan follow natural contours of the site to minimize grading? Extensive grading and
recontouring of existing terrain to maximize buildable area shall not be approved. Graded slopes shall be rounded and
contoured so as to blend with existing terrain. Grading shall not modify existing drainage or redirect drainage flow
unless into an existing drainage course. ,Explain the nature and extent of the impact of. grading and proposed
minimization on lots.
Grading is proposed in order to level the area of the proposed stable and the riding and
round rings. Cut and fill will be balanced.
D. To what extent does the site development plan preserve surrounding native vegetation and supplenzent it with
landscaping that is compatible with and enhances the rural character of the community? Landscaping should provide
a buffer and transition zone between private and public areas. Explain how the project preserves native vegetation,
integrates landscaping and creates buffers.
Some existing plantings may be removed to provide space for the corral; otherwise there
will be no impact on any significant existing/native vegetation.

E. How aloes the site development plan preserve the natural and undeveloped state of the lot by minimizing building
coverage? Lot coverage requirements shall be regarded as maximums and the actual amount of lot coverage
permitted should depend upon, the existing buildable area of the lot.
Lot coverage for this project will be substantially below the Rolling Hills guidelines for
this 5.6 acre property.
F. Is the site development plan harmonious in scale and mass with the site, the natural terrain and surrounding
residences? Setbacks shall be regarded as minimums and more restrictive setbacks shall be imposed where necessary
to assure proportionality and openness. Explain how the proposed project setbacks compare with the existing setbacks
of neighboring properties.
The stable is located 45 ft from the rear property line (38 ft to the posts supporting the
overhang) which exceeds the 25 ft minimum rear setback for stables.
Is the site development plan sensitive and not detrimental to convenience and safety of circulation for pedestrians and
vehicles? Explain how the number and types of vehicles relate to the driveway location, design, landscaping and
other on -site parking or storage areas.
Unpaved vehicular access is provided to the stable per Rolling Hills requirements.
H. Does the site development plan conform with the requirements of the California Environmental Quality Act? Explain
how the project impacts the environment, e.g. significant impact, proposed mitigation measures.
We anticipate little or no impact to natural resources, traffic, views, natural water
courses, or any other aspect of the environment from this project.
