Construction Co. 6320.Via Del Plaza Rancho Palos Verdes, CA.',90274 Dear Mr. Rollins: At the City Council meeting on February 11,1980 your. request for permission to install 100 Amp service on the guest house approved by Conditional Use Permit for Marvin Malmuth, Lot,93-RH, 3 Pine Tree Lane,was reviewed by the Council: The new 100 Amp service is in addition to the existing 200 Amp service on the main residence. Sincethe removal of the 200 Amp service and replacement with.,400 Amp service would be excessive in relation to the needs of the Malmuths now and in the forseeable future, instal- lation of the additional 100 Amp service is approved. A copy of this letter, will be placed in the Rolling Hills Community Association's architectural file for the Malmuth property, and a copy will, also be transmitted to the County Engineer for their file.. I am writing you in response to your letter of January 28, 1980 regarding the construction of the Marvin Malmuth servants quarters. I recall discussing this matter with you late last year and suggested that you review the matter with the Edison Company. As I indicated at that time, to receive relief from the requirement of using only one service panel you would need to have this reviewed by the Rolling Hills City Council and the Board of Directors of the Rolling Hills Community Association. I therefore would like, to ask that you furnish me with the following inform- ation. We will need a load breakdown on the 200 AMP panel and what the additional load requirement will be for the servants quarters. I can appreciate that a 400 AMP service would be extremely large, though Bill Magill, our engineering in- spector, said there are a few such panels in Rolling Hills in large homes. It is not our desire to cause the Malmuths any more expense than necessary but we need to know what the total problem may be. I am surprised to read that the Edison Company said the run was too far because that is not a consideration and it is certainly not too far according to our Inspector. After I receive the load breakdown I will be in contact with you further regarding this problem. X 248 t3 FRONTIER -9308 May 8th, 1979 City Council City of Rolling Hills Re: Zoning Case No. 222 Malmuth Guest House (Servants' Quarters) Gentlemen: Mr. and Mrs. Malmuth's application for a variance to place a "guest house" in their front yard was made with the presumption that, as far as the City, is concerned, "guest house" and "servants' quarters" are essentially syn- onyhous. Apparently this presumption was incorrect. To clarify the purpose of, the "guest house": It is to house the Malmuth's servants, a Central American couple with two small children (a boy and a girl). The Planning Commission was aware of this and, if not indicated in the minutes, it is on the tapes. The proposed "guest house" is, to replace the existing "guest house", i.e. "servants' quarters" which does not meet the minimum required distance from the stable and which has many shortcomings. This building, which existed when the Malmuths purchased the property will be converted to a two -car garage (it was originally a garage) and storage room. Mr. and Mrs. Malmuth are trying to improve a situation that already exists,. They wish to provide more adequate and up-to-date housing for servants whom they wish to keep on a long term basis. Since the filing of the application for a variance on February 5, the City Council, on March 26, adopted Urgency Ordinance No. U-38, which places a moratorium on issuance of any permit for construction of guest houses for a period of 60 days from the date of passage of the ordinance unless a Conditional Use Permit is obtained in accordance with the provisions of the ordinance. You are also advised that pursuant to the provisions of Ordinance No. 155, which amends Ordinance No. 33, the City Council has filed an appeal from the decision of the Planning Commission granting your application for a variance of front yard requirements. Accordingly, no permit can be issued until such time as this appeal has been disposed of as required by provisions of Ordinance No. 33.
