ROLLING HILLS APPROVING A MODIFICATION TO PLANNING
COMMISSION RESOLUTION NO. 98-1 AND APPROVING AN
EXTENSION TO A PREVIOUSLY APPROVED VARIANCE TO
ENCROACH INTO THE FRONT YARD SETBACK TO CONSTRUCT A
RETAINING WALL, A PREVIOUSLY APPROVED VARIANCE TO
ENCROACH INTO THE SIDE YARD TO CONSTRUCT RETAINING
WALLS, AND A PREVIOUSLY APPROVED SITE PLAN REVIEW FOR
THE CONSTRUCTION OF A NEW SINGLE FAMILY RESIDENCE IN
ZONING CASE NO. 568.
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES HEREBY
FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. A request has been filed by Mr. Wiliam Powers with respect to real
property located at 18 Crest Road East (Lot 193-1-MS), Rolling Hills, requesting an
extension to a previously approved Variance to encroach into the front yard setback to
construct a retaining wall, a previously approved Variance to encroach into the side
yard to construct retaining walls, and a previously approved Site Plan Review for the
construction of a new single family residence.
Section 2. The Commission considered this item at a meeting on January 19,
1999 at which time information was presented indicating that the extension of time is
necessary in order to comply with both the City and Community Association
requirements.
Section 3. Based upon information and evidence submitted, the Planning
Commission does hereby amend Paragraph A, Section 10 of Resolution No. 98-1, dated
February 17,1998, to read as follows:
"A. The Variance and Site Plan Review approvals shall expire within two
years of the approval of this Resolution."
Section 4. Except as herein amended, the provisions of Resolution No. 98-1
shall continue to be in full force and effect.

This letter shall serve to notify you that the Planning Commission adopted a resolution on February
17, 1998 to approve your request for a Variance to encroach into the side yard setback to
construct retaining walls, and request for Site Plan Review to construct a new single family
residence at 18 Crest Road East (Lot 193-1-MS), Rolling Hills, CA in Zoning Case No. 568.
That action, accompanied by the record of the proceedings before the Commission will be reported
to the City Council on February 25,4998.
The Planning Commission's decision in this matter shall become effective thirty days after the
adoption of the resolution by the Commission, unless an appeal has been filed or the City Council
takes jurisdiction of the case within that thirty (30) day anneal period. (Section 17.54.010(B) of the
Rolling Hills Municipal Code). Should there be an appeal, the Commission's decision will be
stayed until the Council completes its proceedings in accordance with the provisions of the
Municipal Code.
If no appeals are filed within the thirty (30) day period after adoption of the Planning
Commission's resolution, the Planning Commission's action will become final and you will be
required to cause to be recorded an Affidavit of Acceptance Form together with the subject
resolution in the Office of the County Recorder before the Commission's action takes effect.
We have enclosed a copy of RESOLUTION NO. 98-1, specifying the conditions of approval set
forth by the Planning Commission and the approved Exhibit A Development Plan to keep for your
files. Once you have reviewed the Resolution, please complete the enclosed AFFIDAVIT OF

SILHOUETTE CONSTRUCTXON GUIDELINES
1. When required by the Planning Commission or City Council, a
silhouette of proposed construction should be erected for the
week preceding the designated Planning Commission or City
Council meeting. The Silhouette shall not remain erected for
a period longer than one week unless directed by the Planning
Commission or City Council.
2. Silhouettes should be constructed with 2" x 4" lumber.
Printed boards are not acceptable.
3. Bracing should be provided where possible.
4. Wire, twine or other suitable material should be used to
delineate roof ridges and eaves.
5. Small pieces of cloth or flags should be attached to the wire
or twine to aid in the visualization of the proposed
construction.
6. The application may be delayed if inaccurate or incomplete
silhouettes are constructed.

SUBJECT: CONSIDERATION OF A REQUEST FOR A NEW DRIVEWAY
LOCATION FOR A NEW RESIDENCE AT 18 CREST ROAD EAST
(LOT 193-0-MS) -- MR. AND MRS. WILLIAM POWERS.

BACKGROUND
The applicants in this case are requesting to build a new residential structure at 18
Crest Road East. The applicants are proposing to modify the previous driveway
access from Crest Road East in conjunction with this development.
The applicants propose to relocate the driveway access easterly for a distance of
approximately 41 feet from its existing location. The attached plans depict a 45 foot
wide driveway apron.
RECOMMENDATION
It would be in order for members of the Traffic Commission to consider this request,
and adjourn to the field for review of the proposed driveway location, and make an
appropriate recommendation.
