Dear Mr. and Mrs. Ruth: It has come to our attention that the required Building Permit fees for the subject case may have been based on an undervaluation. Please contact Ms. Lata Thakar, District Engineer at the Lomita office of the Los Angeles County Building & Safety Division at 23420 S. Narbonne Avenue (213) 534-3760 for determination and submittal of fees to the Building Department. At the same time, certain items required by Planning Commission Resolution No. 91-22 have not been met. Notably, Section 6, Paragraph F, requires an approved preliminary landscape plan and bond, and Paragraph L, requires a notarized, recorded Affidavit of Acceptance of the resolution conditions. We have notified the Assistant City Attorney and the Los Angeles County Division of Building and Safety about these requirements. Should you fail to provide the appropriate requirements by Friday, October 11, 1991, you will compel the City to issue a "stop work order" which means that no further work at the property will be permitted. Section 17.34.080 (B) of the Rolling Hills Municipal Code requires that application for an extension must be made "on or before the date of expiration of approval." Therefore, City Council Resolution No. 599,. granting site plan review approval, had lapsed on December 11, 1990. Enclosed is the new Site Plan Review Application Form. The Planning Staff will expedite the discretionary hearing process for the new Site Plan Review as soon as we receive the necessary documents from you. OUIGLEY DONALD E. DAWSON ROSS N. BOLTON CONSULTING ENGINEERS I herewith respectfully request a one year time extention to the Approved Site Plan Review Zoning Case 396, #5 Outrider Road. This request has become necessary as the planned remodel just simply would not work and leave one wall standing. It became very evident that the garage simply had to be moved as it blocked the entire pad and the flow of the house. In an attempt to come up with a design that utilized as much of the construction that has already taken place, the architect exceeded the 25% allowable. The original house, as it existed along with the garage, was 3695 sq. ft. If we take the maximum allowable 25%, that is 924 sq. ft., add it to 3695 sq. ft., we would be allowed to build, without a site review, a total of 4619 sq. ft. The house that we are now desirous of building is 401 sq. ft. over the 25%; it will be a total of 5020 sq. ft., including the garage. The Site Plan was approved for a house and garage of 6180 sq. ft. The new design of 5020 sq. ft. is an 18.8% reduction. The 5020 sq. ft. design has been approved by the Architectural Committee. The proposed pool is not a part of the permit process for the residence because the decision to demolish the existing pool was just recently made. The existing pool has several structural cracks and defects and would need significant repair to restore to use. The proposed pool is designed to be approximately the same size and will occupy a similar position on the site. The proposed pool is currently being detailed by the Landscape Architect and we will forward these plans to you around the later part of next week. We are hoping that because of the similarities of the two pools, this application to the City and Association would be reviewed as a Staff level decision as we could then proceed to include this portion of the project with the residence. We strongly feel that the approval of this variance will be detrimental to the total appearance and ambiance of Outrider Road. We understand the residents of Crest Road have had the same debate over corrals in the front yard. We believe that Outrider Road is as beautiful and important to the city of Roll ng Hills as Crest and should be given the same cons deration.
