FINDINGS AND FORMAL REPORT
The application of William J. Zimmerman, Lot 18,
Tract 19040, to establish a front yard setback in accordance
with Section 3.06 of Ordinance 33, came on for hearing on the
26th day of March, 1963, at the hour of 8:00 P.M., at the
City Hall of the City of Rolling Hills, California, and the
Applicant having submitted evidence in support of his
application and the Planning Commission being advised, now
makes its Findings and Formal Report as required by the
Ordinance of the City of Rolling Hills, California.
I.
The Commission finds that the applicant William J.
Zimmerman is the owner of that certain real property described
as Lot 18, Tract 19040, located in the City of Rolling Hills,
California, and that notice of the public hearing in
connection with said application was given as required
by Sections 8.06 and 8.07 of Ordinance No. 33 of the City of
Rolling Hills, California.

That no person appeared at said public hearing in,
opposition to the application for a variance and that one
1 communication only, received from E. Mitchell,
2 23 Georgeff Road, was received by the Commission in opposition
3 thereto.

The Commission further finds that said proposed

residence is to be located 20 feet from the road instead
7
8 of the 30 foot front yard setback as required by the
9 Zoning Ordinance, due to severe slope of the lot which would
10 not allow sufficient room for residence and future pool,
11 and further finds that by reason of the terrain of said
12
Lot 18, the variance should be granted to applicant in
13
14 order to preserve substantial property rights possessed
15 by other property in the same vidinity and zone, and
16 that the granting of such variance will not be materially
17 detrimental to the public welfare or injurious to property
18 or improvements in such vicinity and zone in which
19
applicant'sproperty is located, and that there are exceptional
20
and extraordinary circumstances and conditions by reason
21
22 of physical location and terrain of said Lot 18, which
23 do not apply generally to other property in the same
24 va,ciiiity•and 'zone.
25 IV.
26 From the foregoing it is concluded that a variance
27
should be granted by the Planning Commission of the City of
28
Rolling Hills to William J. Zimmerman on Lot 18, Tr 19040, in
'29 -
30 accordance with the Plot Plan marked Exhibit 1 on file in these
31 proceedings and, it is therefore, so ordered.
