DISCUSSION In reviewing the applicant's request under Title 17 (Zoning), staff would identify the following issues for evaluation: 1. The existing residential structure was destroyed by fire on December 25, 1992. The applicants would like to reconstruct their existing house on the same foundation and add less than 25% to the existing master bedroom. The applicants were required to make this application because according to Section 17.28.080 of the Rolling Hills Municipal Code, more than 50% of the reasonable replacement value of the residence was destroyed. 2. The applicants are requesting a Variance to permit the encroachment of portions of a residential structure into the front yard setback because the existing legal nonconforming structure was built within the front yard setback prior to 1955. 3.. The applicants are also requesting Site Plan Review to permit the reconstruction of the residential structure on the existing foundation along with the enlargement of the master bedroom which will not exceed 25% of the existing residential square footage. 4. Grading for the project site will not be required. 5. Structural lot coverages, total lot coverages, and building pad coverages are shown on the attached Development Plan. As residents of our community for over 20 years, they have shown a sincere desire to keep Rolling Hills the unique and beautiful community that we love. In designing a new home Paul tells me that they are only going to add a small amount of footage and that the house will be basically the same as it was prior to the fire. Their home is totally secluded from Eastfield and so their house will not be a nuisance or an eye sore while under construction. Hopefully you and the other boards that they must appear before will do your best to make the trama of the fire fade as quickly as possible so they can return to thier home and get on with their lives. Mrs. Cataldi of 4 Hackamore Road came in to City Hall to talk about about the project and voiced no objection. Also, attached is a letter from Mr. William Corette supporting the project. NEALIS, CITY MANAGER DATE: DECEMBER 28, 1992 SUBJECT: STRUCTURE FIRE AT #1 HACKAMORE ROAD Attached to this memorandum is written comments prepared by the Los Angeles County Fire Department relating to the Friday, December 25, 1992 structure fire at #1 Hackamore Road. As indicated in the memorandum, it is estimated that the fire may have smoldered for up to 2 hours before the fire was observed as it broke through the windows at the location. Several comments have been received by the City Council relative to the response time of the County of Los Angeles Fire Department. I have spoken to Station 56 Fire Captain Kummelehne who has reiterated the following regarding this unfortunate incident. Response time was 6 minutes 23 seconds. 6:12:40 P.M. 6:13:17 P.M. 911 Emergency Center receives first call describing a fire somewhere in the Eastfield vicinity of Rolling Hills, possibly behind Maverick Lane. 911 Emergency Center dispatches Station 56 to a fire somewhere in the vicinity of Eastfield Drive ... specific location still unknown (a call was also received from the Eastfield Gate Guard indicating that a motorist has stopped at the gate and reported a fire at a unknown location somewhere along Eastfield). Station 56 personnel are in route to Eastfield area in search of the Fire (while in route, they receive radio confirmation that the fire is at #1 Hackamore Road). Other fire units are requested to respond from the City of Lomita and City of Rolling Hills Estates. The Miraleste Station fire unit is already responding to a separate emergency medical situation. 6:19:40 P.M. Station 56 reports they are at the scene at #1 Hackamore Road beginning to initiate the fire suppression activities. Suppression lasts for 15 to 20 minutes. Captain Kummelehne reiterated that they have driven this route since the fire and reported a normal response drive time of slightly under 6 minutes. Further, Captain Kummelehne reports that the preheating of the room and smoldering up to 2 hours caused all of the damage to the interior of the structure prior to the first 911 call. Mrs. Grubs contacted City Hall and has indicated that she and her husband are staying with friends in an apartment, and are willing to house sit in the City of Rolling Hills. I indicated to her that we would include this message in the next City-wide Newsletter. The Balch's, #6 Hackamore, are handling messages for the Grubbs (310) 377-3288.
