On March 18, 2008, grading plans for issuance of a grading permit were stamped for the
play area. Plans for the pool were stamped previously.
RESOLUTION OF APPROVAL NO. 2007-16 requires that prior to issuance of grading
or building permits the following conditions be met:
• Submit landscaping plans for the graded areas and the pool
• Permission shall be obtained to retain the 3-rail fences in the RHCA easements or
the fences to be relocated outside the easements. Proof of permission or relocation
to be submitted to city staff.
All other conditions of Resolution No. 2007-16 shall be in full force and effect
throughout the construction process.
Per conversation with property owner on 3/18/08, there are already trees along the north
side, will bring pictures and the remaining areas will be planted with grass. Slopes will be
planted with ground cover. Mr. Beilke will write it in on the plan.

resolution, including the provision that if any grading, walls or shoring up of the slope
becomes necessary, the project would have to be revisited by the Planning Commission.

the City and after any conditions of the Resolution required prior to issuance of building

AREA IN THE AREA OF THE EXISTING CORRAL AND A VARIANCE TO EXCEED

SINGLE FAMILY RESIDENCE IN ZONING CASE NO. 740, AT 16 GEORGEFF ROAD,
(LOT 6-GF), (BEILKE).
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES
HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. Application was duly filed by Mr. and Mrs. Jared Beilke with
respect to real property located at 16 Georgeff Road, Rolling Hills (Lot 6-GF)
requesting a Site Plan Review for grading of 246 cubic yards of cut and 246 cubic yards
of fill to create a 3,240 square foot pad area for a lawn and play area in the area of the
existing corral and to construct a 655 square foot infinity swimming pool with spa, 45
square foot pool equipment shed and 53 square foot barbecue area on the existing
residential building pad. The applicants also request a Variance to exceed the
maximum permitted disturbed area of the lot (53.7%).
Section 2. The Planning Commission conducted duly noticed public hearings
to consider the application on July 17, 2007 and at a field trip on September 18, 2007,
after the City Council remanded this matter to the Planning Commission. The
applicants were notified of the public hearings in writing by first class mail. Evidence
was heard and presented from all persons interested in affecting said proposal and
from members of the City staff and the Planning Commission having reviewed,
analyzed and studied said proposal. The applicants and their representative were in
attendance at the hearings.
Section 3. The Planning Commission in May 2007 approved a Site plan
review and variances for 260 cubic yards of cut and 260 cubic yards of fill to create a
new building pad in the middle portion of the property for the construction of a 655
square foot swimming pool and 112 square foot pool equipment shed, as well as a
patio area with a 172 square foot trellis and 128 square foot outdoor barbecue area, and
Variances to exceed the maximum permitted disturbed area of the lot (46%), and to
exceed the maximum permitted slope for access to the future stable area (average 40%
slope). In June, the City Council took this case under jurisdiction. The Council
expressed concern with the several Variances requested and the fact that an existing
stable will be removed to make room for a pool. In July at the City Council meeting the
applicants submitted a revised plan, which was substantially different from the
original proposal and the Council remanded the case back to the Planning
Commission.
Section 4. The Planning Commission finds that the project qualifies as a
Class 1 Exemption, Existing Facilities, and is therefore categorically exempt from
environmental review under the California Environmental Quality Act.

SILHOUETTE CONSTRUCTION GUIDELINES
A silhouette of proposed construction must be erected the week preceding the designated
Planning Commission or City Council meeting/field trip.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not acceptable.
Bracing should be provided.
Lumber, wire or other suitable material should be used to delineate roof ridges and eaves.
Flags in close proximity to each other must be attached to the wire or twine to aid in the
visualization of the proposed construction.
Property lines, setback lines and easement lines must be staked along the areas of
construction. 21/2 - 3' high wooden stakes must be used to delineate the lines. Such stakes must
be flagged and marked on their sides:
• Property line ( red or pink flag)
• Setback line (green flag)
• Easement line (yellow flag)
and remain in the ground throughout the entire review and approval process as well as
during the entire construction process, when required by the Commission.
The application may be delayed if inaccurate or incomplete silhouettes are constructed.

Due to lack of quorum for a field trip and for the regular Planning Commission meeting
on August 21, 2007, the Planning Commission tentatively continued this case to their
September 18, 2007 meeting.
Pursuant to State law, a quorum must be present to deliberate and vote on any project
before the Planning Commission or City Council. Three Planning Commissioners
constitute a quorum. Due to the resignation of one of the Commissioners, there are
currently only four members on the Commission. One member may not vote on your
project, due to proximity of his property to the project, and one member will be away. For
these reasons the meeting on your project was continued to the September meeting.
A field trip to your property has been tentatively scheduled for September 18, 2007 at

SUBJECT: ZONING CASE NO. 740. Request for a Site Plan Review for grading and
Variances.
Dear Mr. and Mrs. Beilke:
A field trip to your property to view a silhouette of the proposed project is being
scheduled for TUESDAY. APRIL 17. 2007 at 8:00 am.
The owner and/or representative must be present to answer questions regarding the
proposal. Your neighbors will be notified of this meeting.
• A full-size silhouette in conformance with the attached
guidelines must be prepared for ALL PROPOSED
STRUCTURES of the project showing the footprints of
the pool, porches, or trellises, if any;
• Stake the limits grading;
• Stake/tape the side setback line and side easement line
near the area of the project;
• Stake/ delineate the future stable access;
• Stake/delineate the future stable/corral area.
After the field trip, the next regular meeting of the Planning Commission will take place on the
same day, Tuesday. APRIL 17, at 6:30 PM at City Hall, at which time the Commission will
further discuss and deliberate your proposal.

SILHOUETTE CONSTRUCTION GUIDELINES
When required by the Planning Commission or City Council, a silhouette of
proposed construction should be erected for the week preceding the
designated Planning Commission or City Council meeting.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not
acceptable.
Bracing should be provided where possible.
Wire, twine or other suitable material should be used to delineate roof ridges
and eaves.
Small pieces of cloth or flags should be attached to the wire or twine to aid in
the visualization of the proposed construction.
The application may be delayed if inaccurate or incomplete silhouettes are
constructed.
