,Dear Mr. Negri,
Thank you for your personal visit to City Hall in response to my recent phone call
regarding your final working drawings presented to the Rolling Hills Community
Association Architectural Committee (RHCA) on June 2nd.
The City's concern is regarding the area of trellis structures proposed for your home.
When the Planning Commission approved your project, that action was based on your
submitted plan that provided for one 250 square foot trellis. The most recent plan
provided by you calls for two trellis structures, one to the east approximately 320
square feet and one to the west, approximately 480 square feet in area (800 square feet
total).
In looking into this, we contacted the RHCA and were advised that its architectural
committee has not mandated that you extend the trellis along the north side as a
condition of its approval, only recommended it. Regardless, this expansion cannot be
approved by the City Planning Department over the counter as a minor revision. This
is because a trellis is classified as "structural development" which is limited to the
amount specifically approved by the Planning Commission in the public hearing
process (see project condition AE of Planning Commission Resolution No. 2006-08).
If you wish to proceed with a trellis expansion, beyond the 250 square foot originally
approved, it is necessary that you file a new Site Plan Review application, including the
appropriate fee, which would be brought back for review and approval by the Planning
Commission.

This letter shall serve to notify you that the City Council at their regular meeting on June 26,
2006 received and filed the Planning Commission's resolution granting your request in
Zoning Case No. 725.
The decision shall become effective thirty days after the adoption of the resolution by the
Planning Commission, unless an appeal has been filed to the City Council within that thirty
(30) day appeal period. (Section 17.54.010(B) of the Rolling Hills Municipal Code). Should
there be an appeal, the Commission's decision will be stayed until the Council completes its
proceedings in accordance with the provisions of the Municipal Code.
Before this case takes effect you are required to record an Affidavit of Acceptance Form
together with the subject Resolution in the Office of the County Recorder.

THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS
DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. Application was duly filed by Mr. Giovanni Negri with
respect to real property located at 9 Packsaddle Road East, Rolling Hills (Lot 28-
EF) requesting a 987 square foot addition to the existing residence and garage, of
which approximately 490 square feet would encroach into the front setback.
When completed the residence would be 3,466 square feet with a 719 square foot
garage and 250 square foot attached trellis. The applicant is also requesting a
Variance to encroach with the service yard into the front setback, to encroach
with less than 3-foot walls into the front and side yard setbacks and a Variance
from the requirement that an area (1,000 sq.ft.), for a future stable and corral be
set aside with any discretionary application. During the proceedings of this
application the applicant requested to be allowed to construct in conjunction
with this project a 600 square foot swimming pool/spa that would normally. be
administratively approvable.
Section 2. The Planning Commission conducted duly noticed public
hearings to consider the application and at a regular meeting on April 18, 2006,
May 16, 2006 and at a field trip on May 16, 2006. The applicant was notified of
the public hearings in writing by first class mail. Evidence was heard and
presented from all persons interested in affecting said proposal and from
members of the City staff and the Planning Commission having reviewed,
analyzed and studied said proposal. The applicant and his representatives were
in attendance at the hearings.
Section 3. The Planning Commission finds that the project qualifies as
a Class 1 Exemption, Existing Facilities, and is therefore categorically exempt
from environmental review under the California Environmental Quality Act.
Section 4. The Planning Commission considered the request for the
Variances and reviewed the parking situation in the neighborhood, the shape of
the existing structure and the encroachment of the residence and garage into the
setbacks and the extreme slope behind the existing building pad. The Planning
Commission, after lengthy consideration and discussion, came to the conclusion
that the configuration and the topography of the lot could not support a garage

The Planning Commission's decision in this matter shall become effective thirty days after the

Council takes jurisdiction of the case within that thirty (30) day appeal period. (Section

The Planning Commission scheduled a field trip to your property to view a silhouette of the
proposed project on Tuesday. MAY 16, 2006 at 6:00 pm. Your neighbors will be notified of this
field trip.
The owner and/or representative must be present to answer any questions regarding the
proposal. The project must be staked as follows:
• A full-size silhouette in conformance with the attached
guidelines must be prepared for ALL PROPOSED
STRUCTURES of the project showing the footprints, roof
ridges, entryways, covered porches if any, and the
trellis;
• Stake the limits of the additions;
• Stake/depict projection of eaves;
• Stake/tape the 20- foot side yard setback lines;
• Stake/tape the easement lines;
• Stake/tape the front setback line;
• Stake/tape the proposed walls.
After the field trip, the next regular meeting of the Planning Commission will take place on the same day,
Tuesday. May 16. 2006 at 6:30 PM at City Hall, at which time the Commission will further discuss and
deliberate your proposal.

SILHOUETTE CONSTRUCTION GUIDELINES
When required by the Planning Commission or City Council, a silhouette of
proposed construction should be erected for the week preceding the
designated Planning Commission or City Council meeting.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not
acceptable.
Bracing should be provided where possible.
Wire, twine or other suitable material should be used to delineate roof ridges
and eaves.
Small pieces of cloth or flags should be attached to the wire or twine to aid i n
the visualization of the proposed construction.
The application may be delayed if inaccurate or incomplete silhouettes are
constructed.
