1. Provide general site geology and fault location map with the property location.
2. Section B-B' should be extended to the toe of the existing natural slope, or use the
depicted Section A/3 to show subsurface condition. Please correct the list of enclosures,
Cross Section A -A' or B-B'?
3. Thickness of Colluvium and depth to bedrock should be explored and reasonably
established for slope stability and depth of remedial excavation including the proposed
fill key.
4. The details shown on Plate 9 should be depicted on the above cross sections; depth and
width of key including the benching into competent bedrock.
5. Provide appropriate slope stability analyses, for static/seismic and global/surficial
conditions.
6. Provide lateral pressure parameters due to seismic forces on free standing and basement
walls.
7. Provide a detail for the retaining wall backfill including recommended drain pipe
material; SDR designation.
8. The sheets C2.0 of Grading Plans, shows fill slope key embedded into firm Colluvium.
The subject details including cross sections should be corrected upon input from
Geotechnical Engineer.
9. The final approval of grading plans are subject to review and approval of a response
report to above comments
10. The geotechnical consultant of record must review the grading and foundation plans and
sign and stamp the plans in verification of the recommendations.
11. The approved report must be referenced on the grading and foundation plans.

GENERAL INFORMATION
APPLICATION AND PERMIT PROCESSING
1. At the completion of the Building Plan Review process and prior to obtaining a building or grading
permit, submit the following for review and approval to the Rolling Hills Planning Department
and Community Association. Return the stamped plans to Willdan Building & Safety for final
building approval stamping and permit issuance.
a. Three sets of complete final building plans (all sheets).
b. Two additional site plans.
c. Two grading plans (if applicable).
d. In addition, for new SFD's provide a "Statement of Compliance" for any required Landscape
Plan.
2. Prior to permit issuance for all habitable residential construction, provide documentation that the
applicable School Fees have been paid. A "Certification of Compliance/Payment of Developer
Fees" form must be prepared by the developer/owner, the fees must be paid and the school district.

3. Prior to Building Permit issuance, include on the approved sets of plans the City "Certification to
Obtain Building Permit" (Administrative of Resolution approval) signed by the agent/owner or the
Contractor and City.
4. Application will expire on 10-30-15 (one year after date of application). Building Permit needs to be
obtained prior to expiration date, otherwise the application shall expire. [106.4.1.1]
5. Prior to issuance of a grading permit, any incidental or related project buildings/structures shall be
submitted for plan review. [RH]
6. Projects requiring a grading permit require a "Pad Certification" prior to the issuance of a building
permit.
7. A licensed contractor shall present a Certificate of Workers' Compensation insurance upon Building

REFERRALS AND PROJECT COORDINATION
8. All AGENCY APPROVALS and FEES are required prior to permit issuance. Please see the
attached "Agency Referral Sheet" for specific details and additional required agency approvals.
a. All new single family dwellings and additions require LACo Fire Dept approval (VHFHSZ, Fire
Sprinklers and Brush Clearance). Make separate submittal to LACo Fire and provide approved
LACo plans for each of the following: Site Plan (site. driveway, fire flow), Fuel
Modification/Brush Clearance and Fire Sprinklers (New construction. This may be a
"Deferred Submittal").
b. Water (VHFHSZ) - California Water Service.
c. Septic tank/systems (new or revised). — LACo Health. See "Procedures for Application" and
complete "Service Request". (See "Septic Systems" in "Plan & Project Coordination" below.
d. School Fees: Complete the "Certificate of Compliance/Payment of Developer Fees" for the
Palos Verdes Peninsula Unified School District and pay all fees prior to permits. See attached
"Agency Referral Sheet" and the Palos Verdes Peninsula Unified School District "Notice to
Developers".
9. All Soil, Foundation or Geology report(s) must be approved by city Soils and Geology consultants (Willdan
Geotechnical) prior to permits. Provide a copy of final approved geotechnical review report letter
by Willdan Geotechnical and all referenced soil reports. Not provided
10. Storm Water Pollution Control:
a. Attach the signed/completed "Best Management Practices for Constructing Activities" to the
final set of plans prior to permits, or
b. Submit the approved Grading Plan including the Storm Water Pollution Control plans.
11. A Grading Permit is required. Provide copy of the approved grading plans prior to final

1. Stamp and signature of licensed design engineer, engineer of record are required on the
structural plans and details and the calculations
3. Provide details to address future hold down bolts into the concrete. Provide calcs and details
showing assumed vertical tension force at ASD loads
4. Correct all post installed bolts for concrete to have a ICC# that is approved for concrete. Note that
they may not have the allowable to resist the demand forces for cracked concrete

incorrect. The seismic was not included as required The height of the resultant for the
seismic needs to be 0.6 to 0.67 xH
a. Correct the moment arm for the seismic load to be measure to the resultant that is 2/3 of the
height of the stem
c. Correct all calcs to for concrete if changed to concrete with increase load factors such as 1.6 for
soils & 1.4 for seismic

> Provide tabulation of seismic and static loads on each retaining wall. Identify Mu and
Vu, that are 1.6 x ASD loads. Explain calcs on pg 24 The ASD loads for 7.25 ft high
retain soils are 45x 7.25 x7.25/2 = 1,182.66 lbs and the seismic is 1,162 lbs. That equals
2,344.66 lbs. The calcs show that the total force at the section is 2,1612.3 < 2,344.66 x1.6
= 3,751.45 lbs. Also the Mu is incorrect
> Clarify why the stem portion of the program adds 0.5 ft to the height sometimes but
does not design for those loads. The above calcs would increase the force to 3,932 lbs
