compatibility of proposed residential additions and attached
garage; 9 Upper Blackwater Canyon Road, Lot 98-1-RH;

DISCUSSION
The Planning Commission, at their regular meeting of May 15, 1990,
continued the above -stated application to an adjourned meeting so as to
conduct a field investigation of the subject site and surrounding
properties. At the site inspection, it was noted that the proposed
project additions of 1,607 square feet (454 SF residential, 1,153 SF
garage) will essentially be developed on the existing buildable pad, and
that a small portion of the proposed structure will overhang the existing
top of slope with no further grading to expand the pad.
Issues that were to be addressed from the previous meeting on the matter
are as follows:
1. The applicant's design professional has indicated that proposed
coverage of the existing buildable pad area of 18,200 SF will be 31%
2. A "future" stable area has been sited on a revised site plan
submitted to the City.
3. Impact to mature vegetation will be minimal, and with the
existing residence well below the level of the roadway, any visual impacts
are nearly nil.
RECOMMENDATION
Staff recommends that the Planning Commission closedly examine the
proposed project and potential impacts in accordance with zoning
requirements and site development compatibility. The Commission must
determine that findings required for site plan review approval as set
forth by the ordinance are satisfied.

REVIEW AND EVALUATION OF ISSUES,
In reviewing the applicant's request under Title 17 (Zoning), staff would
identify the following issues for evaluation:
1. The applicant desires site plan review for 1,607 square feet of
addition (454 sf residential, 1,153 sf garage) that would involve
increasing the existing structure beyond 25 percent.
2. The proposed addition will comply with required yard setbacks in
the RAS-2 zone, and will be well over 100 feet from the roadway.
3.. The project calls for use of essentially the existing buildable
pad, however a small portion of the addition apparently will project over
the indicated top of slope. The applicant must provide information for
any grading work and the type of substructure proposed.
4. Lot coverage totals are well below than permitted (5.7%
structure, 14.1% total). The Commission may wish to evaluated buildable
pad coverage, and direct the applicant to provide said calculation.
5. The plan must be amended to include a future stable site and
access to the site shown.
6. Landscaping requirements should be addressed regarding retention
and/or replacement of vegetation.
