263, Construction of new cabana, CorrespondenceJanuary 26, 1981 Mrs. June Cunningham City of Rolling Hills Dear Mrs. Cunningham: Several years ago, I believe 1978, the City of Rolling Hills gave permission to the Ishacks to contruct a gate preventing traffic from continuing down Upper Blackwater Canyon Road onto the unimproved easement between upper and lower Blackwater Roads. The gate has been the subject of controversy between the Community Association, myself, and the Ishacks. After passing through the gate, within twelve feet, the access road is completely on my property and continues on my property for approximately 150 feet where it swings east and becomes Ishack's property. I felt that since the Ishacks were using my property for access to their property, I should have access through the gate also to provide me access to my property from Upper Blackwater Canyon Road. I specifically requested access for brush clearing and tractor discing for weed abatement reasons. The Ishacks demanded that if the Community Association were to grant my request for access, the gate should be closed down to all but emergency vehicle traffic. The Rolling Hills Community Association took this action in the summer of 1980, asking the Ishacks to give the'gate keys to the Association. Although this issue is not a matter for the City of Rolling Hills, I do feel that whatever permit is granted the Ishacks for construction or improvements of any type, the City should be aware that access through this gate has been restricted to the use of emergency vehicles only by the Rolling Hills Community Association.
