NOTICE IS HEREBY GIVEN that the Planning Commission will conduct a public
hearing at a field visit to 11 Upper Blackwater Canyon Road, on Tuesday, November
19, 2013 at 7:30 a.m. to view a proposed project in the following zoning case:
ZONING CASE NO. 846. Mr. Hang Ja Yoo, 11 Upper Blackwater. Canyon Road, (Lot
99-B-RH), Rolling Hills, CA. Request for a Site Plan Review for grading and
construction of a new 11,000 square foot residence plus garage, attached guest quarters,
basement, swimming pool and other miscellaneous outdoor structures and a
Conditional Use Permit for the construction of a stable and corral. It has been
determined that the project is categorically exempt from the requirements of the
California Environmental Quality Act (CEQA).
The Planning Commission held a public hearing on subject zoning case on October 15,
2013 at which time the Commissioners heard . a detailed presentation of the proposal.
The purpose of the field trip is to familiarize members of the Planning Commission
and interested parties with the location, topography, size and scope of the project.
Any person is welcome to review the subject applications and plans prior to the field
trip at the City Hall Administration Building located at 2 Portuguese Bend Road,
Rolling Hills. We welcome your input. You may provide your comments in writing to
the Planning Department prior to the meeting or come to the meeting and address the
Planning Commission on this project.
If you challenge the approval or denial of this permit application in court, you may be
limited to raising only those issues you or someone else raised at the field trip public
hearing described in this notice, or in written correspondence delivered to the Planning
Commission at, or prior to, the public hearing.
The Planning Commission will continue to discuss and deliberate this case at their regular
meeting, scheduled on the evening of the field trip, Tuesday, November.19, 2013 beginning at

SUBJECT: ZONING CASE NO. 846 Request for a Site Plan Review and CUP.
Dear Mr. Hang Ja Yoo:
The Planning Commission at the October 15 meeting scheduled a field trip to your property
to view a silhouette of the proposed project on Tuesday, November 19, 2013 at 7:30 A.M.
Your neighbors will also be notified of the meeting.
The owner and/or representative must be present to answer any questions the
Commissioners may have regarding the proposal.
The project shall be staked pursuant to the enclosed guidelines and the following:
• A full-size silhouette in conformance with the
attached guidelines must be prepared for ALL
PROPOSED STRUCTURES of the project showing the
footprint, roof ridge, entryways, limits of porches,
walls and all other structures;
• Stake the property lines, easements and the front
and side setback lines in the vicinity of the area of
grading and construction
• Show the height of the finished floor of the
proposed structures;
• Stake the projections beyond the footprint of the
proposed structures, (porches, trellis, breezeway);
• Delineate the pool
• Delineate limits of grading
• Use different color flags/tape for different elements of
the project and mark the stakes with what they
represent (i.e. finished floor; limits of grading,
highest ridge, etc.)
• Prepare whatever visual aid you think would help
explain your project
After the field trip, the next regular meeting of the Planning Commission will take place on
Tuesday November 19, 2013, at 6:30 PM at City Hall, at which time the Commission will further
discuss and deliberate your proposal.
