Attached is an application for site plan review for the above referenced
property. This site plan review is for improvements to the stable area only. We
propose no changes to the existing single family residence or the guest house.
As we have discussed, the owner wishes to add 111.75 square feet to the existing
324 square foot barn and create a 435.75 square foot barn. We have called this
addition to the existing barn Phase I in our applications.
The owners long term goal is to build a larger 3528 square foot barn within the
next year. We call this future barn Phase II in our application. Please note that
the existing barn and the new addition will be demolished in order to construct
the larger barn which is in approximately the same location. In our recent
discussions, you suggested that we submit both the barn addition and the future
larger barn in one site plan review application. This is what we have done.

THE SAME GENERAL LOCATION. INCLUDING 196 YD3 OF GRADING TO CREATE A LEVEL BUILDING PAD.
SITE PLAN REVIEW CRITERIA
Site plan review criteria upon which the Planning Commission must make
an affirmative finding. Describe in detail the project's conformance
with the criteria below:
A. Is the project compatible with the General Plan, the Zoning
Ordinance and surrounding uses? Explain how it compares to the
sizes, setbacks and other characteristics of neighboring houses.
THIS PROJECT I8 LOCATED IN A LOW DENSITY RESIDENTIAL ZONE. THE LOT SIZE IS LARGER
THAN AVERAGE AT 8.5 ACRES AND IS DEVELOPED WITH A LOWER LOT COVERAGE THAN LIMITS SET BY
CITY. PROPOSED PROJECT IS WITHIN EXISTING SETBACKS AND IS DESIGNED TO ENHANCE THE
R(JRAL CHARACTERISTICS OF THE NEIGHBORHOOD.

B. How does the project preserve and integrate into the site design,
to the maximum extent feasible, existing natural topographic
features of the lot including surrounding native vegetation, mature
trees, drainage courses, and land forms (such as hillsides and
knolls) ? Explain how the project preserves and integrates existing
natural features.
THIS PROJECT HAS A NEGLIGIBLE EFFECT ON EXISTING NATURAL FEATURES. THE PROJECT
LOCATION IS ALREADY AT 10% GRADE AND MINOR GRADING WILL BE REQUIRED TO CREATE A FLAT
PAD FOR THE BUILDING IN PHASE II.
C. How does the site development plan follow natural contours of the
site to minimize grading? Extensive grading and recontouring of
existing terrain to maximize buildable area shall not be approved.
Graded slopes shall be rounded and contoured so as to blend with
existing terrain. Grading shall rot modify existing drainage
redirect drainage flow unless into an existing drainage course.
Explain the nature and extent of the impact of grading and proposed
minimization on lots.
TWO RETAINING WALLS WITH A HEIGHT OF 2'-6" WILL BE BUILT TO CREATE A FLAT BUILDING PAD.
THESE WALLS WILL BE FACED WITH PALOS VERDES STONE TO BLEND IN WITH THE SURROUNDING
LAND. NO SLOPES GREATER THAN 20% WILL BE CREATED, IN PHASE II.
D. To what extent does the site development plan preserve surrounding
native vegetation and supplement it with landscaping that is
compatible with and enhances the rural character of the community?
Landscaping should provide a buffer and transition zone between
private and public areas. Explain how the project preserves native
vegetation, integrates landscaping and creates buffers.
THERE ALREADY EXISTS A BUFFER LINE OF 9 LARGE MATURE PINE TREES, WHICH RUN BETWEEN
THE PROPOSED BARN AND THE STREET. NO NATIVE VEGETATION WILL BE ADVERSELY AFFECTED.

E. How does the site development plan preserve the natural and
undeveloped state of the lot by minimizing building coverage? Lot
coverage requirements shall be regarded as maximums and the actual
amount of lot coverage permitted should depend upon the existing
buildable area of the lot. Explain how the lot coverage proposed
compares with lot coverage square footage and percentages on
neighboring lots.
THIS LOT HAS A LOW STRUCTURE COVERAGE IN COMPARISON WITH SURROUNDING LOTS.
PROPOSED STRUCTURE COVERAGE WILL BE 3.9%. TOTAL STRUCTURE AND FLATWORK
COVERAGE WILL BE 12.1% DUE TO THE LARGE SIZE OF THE LOT. THE COVERAGE
PERCENTAGES ARE SMALL. (NOTE: THESE ARE PHASE II, FINAL FIGURES).
F. Is the site development plan harmonious in scale and mass with the
site, the natural terrain and surrounding residences? Setbacks
shall be regarded as minimums and more restrictive setbacks shall
be imposed where necessary to assure proportionality and openness.

OF THE BARN WILL BE SCREENED BY THE MATURE PINE TRESS.
