A request for a Variance to permit the encroachment of portions of
a residential structure into the front yard setback, a request for
a Variance to permit the encroachment of a portion of a residential
structure into the rear yard, and a request for Site Plan Review
for the construction of substantial additions to a single family
residence.
BACKGROUND
1. The Planning Commission will have viewed a silhouette of the
proposed project on Saturday, March 13, 1993.
2. The existing house encroaches into the front yard 30.5 feet.
The applicants are requesting a Variance to encroach 11.5 feet
into the 50 foot front yard setback for a 42 square foot
addition and 11 feet into the front yard for a 740 square foot
addition at the rear of the garage. In addition, the
applicants request a Variance to encroach into the rear yard
setback to encroach 8 feet into the 50 foot rear yard setback
to construct a 143 square foot addition.
3. The applicants request Site Plan Review because they propose to
add 925 square feet (37.5%) to the existing 2,462 square foot
residence and garage.
4. The existing house and attached garage were built in 1959.
5. Grading for the project site will not be required.
6. The structural lot coverage proposed is 3,937 square feet or
11.6% (20% permitted) and the total lot coverage proposed is
6,544 square feet or 19.1% (35%"permitted).
7. The residential building pad area within allowable setbacks
is 3,392 square feet, and the existing building pad coverage is
85%. The proposed residential structures on the pad total

3,487 square feet, for a proposed residential building pad
coverage of 102.8%.
8. Access to the future stable and corral will be by way of
Bowie Road at the western portion of the lot.
9. The project has been determined to be categorically exempt
pursuant to the California Environmental Quality Act (CEQA).
RECOMMENDATION
It is recommended that the Planning Commission review the proposed
.plans and take public testimony.

DISCUSSION
In reviewing the applicant's request under Title 17 (Zoning), staff
would identify the following issues for evaluation:
1. The existing house encroaches into the front yard 30.5 feet.
The applicants are requesting a Variance to encroach 11.5 feet
